1    The Speaker's Absence,—The House being met, and the Speaker having leave of absence pursuant to paragraph (3) of Standing Order No. 3 (Deputy Speaker), Sylvia Heal, the First Deputy Chairman of Ways and Means, proceeded to the Table.

3    European Communities Act 1972 (Disapplication) Bill,—The Order for reading the European Communities Act 1972 (Disapplication) Bill a second time on Friday 17th March was read and discharged.

4    Climate Change and Sustainable Energy Bill,—The House, according to Order, proceeded to consider the Climate Change and Sustainable Energy Bill, as amended in the Standing Committee.

    A Clause (NC1) (Local authorities: duty to consider measures to alleviate climate change and fuel poverty)—(Gregory Barker)—brought up, and read the first time.
