The House met at half-past Two o'clock.

1    The Speaker's Absence,—The House being met, the Clerk at the Table informed the House of the unavoidable absence, through illness, of Mr. Speaker from the sittings of the House this week.

    Whereupon Sir Alan Haselhurst, the Chairman of Ways and Means, proceeded to the Table.

PRAYERS.

2    The Chairman of Ways and Means took the Chair as Deputy Speaker, pursuant to the Standing Order.

3    Second Standing Committee on Delegated Legislation,—Mr Eric Forth reported from the Second Standing Committee on Delegated Legislation the draft Occupational Pension Schemes (Levies) (Amendment) Regulations 2006.

4    Third Standing Committee on Delegated Legislation,—Miss Anne Begg reported from the Third Standing Committee on Delegated Legislation the draft Rail Vehicle Accessibility (Gatwick Express Class 458 Vehicles) Exemption Order 2006.

5    European Standing Committee,—Mr David Marshall reported from a European Standing Committee the following Resolution:

    That the Committee takes note of European Union Document No. 15143/05 and ADD 1, Commission Communication and Draft Council Regulation on the establishment of a Joint Undertaking to develop the new generation European air traffic management system (SESAR); and endorses the Government's prudent approach to the Commission's proposals, as set out in the Explanatory Memorandum.

6    Message from the Lords,—A Message was brought from the Lords, as follows:

    The Lords agree to the Amendments made by this House to the Criminal Defence Service Bill, without Amendment.

7    Northern Ireland (Miscellaneous Provisions) Bill,—The Northern Ireland (Miscellaneous Provisions) Bill was, according to Order, read a second time.

8    Northern Ireland (Miscellaneous Provisions) Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Northern Ireland (Miscellaneous Provisions) Bill:

Committal

    1. The following shall be committed to a Committee of the whole House—

      (a) Clauses Nos. 1 to 7;

      (b) Clauses Nos. 10 to 12;

      (c) Clauses Nos. 19 to 22;

      (d) Schedule No. 2;

      (e) any new Clauses, other than any new Clauses relating to Part 2 or 4 of the Bill;

      (f) any new Schedules, other than any new Schedules relating to Part 2 or 4 of the Bill.

    2. The remainder of the Bill shall be committed to a Standing Committee.

Proceedings in Committee

    3. Proceedings in Committee of the whole House shall be completed in two days.

    4. The proceedings shall be taken in the following order: Clauses Nos. 1 to 7, new Clauses relating to Part 1 of the Bill, new Schedules relating to Part 1 of the Bill, Clauses Nos. 10 to 12, new Clauses relating to Part 3 of the Bill, new Schedules relating to Part 3 of the Bill, Clause No. 19, Schedule No. 2, Clauses Nos. 20 to 22, new Clauses relating to Part 5 of the Bill, new Schedules relating to Part 5 of the Bill, other new Clauses, other new Schedules.

    5. The proceedings shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the second day.

    6. Standing Order No. 83B (Programming committees) shall not apply to the proceedings in Committee of the whole House.

Proceedings in Standing Committee

    7. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 27th April 2006.

    8. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Proceedings after Committee

    9. When the provisions of the Bill considered respectively by the Committee of the whole House and by the Standing Committee have been reported to the House, the Bill shall be proceeded with as if it had been reported as a whole from the Standing Committee.

Consideration and Third Reading

    10. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    11. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    12. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    13. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed—(Mr Vernon Coaker):—It was agreed to.

9    Northern Ireland (Miscellaneous Provisions) Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Northern Ireland (Miscellaneous Provisions) Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Northern Ireland (Miscellaneous Provisions) Bill, it is expedient to authorise—

    (1) the payment out of money provided by Parliament of any increase attributable to the Act in the sums payable by virtue of any other Act out of money provided by Parliament,

    (2) the payment out of the Consolidated Fund of any increase attributable to the Act in the sums payable by virtue of any other Act out of that Fund,

    (3) the payment out of the National Loans Fund of any increase attributable to the Act in the sums payable by virtue of any other Act out of that Fund, and

    (4) the payment of sums into the National Loans Fund—(Mr Vernon Coaker):—It was agreed to.

10    Business of the House,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 15 (Exempted business), That at this day's sitting, proceedings on the Lords Message relating to the Identity Cards Bill may be proceeded with, though opposed, until any hour—(Mr Vernon Coaker):—It was agreed to.

11    Identity Cards Bill,—The House, according to Order, proceeded to consider the Lords Reasons for insisting on certain Lords Amendments.

    Lords Amendments Nos. 16 and 22.

    A Motion was made, and the Question being put, That this House insists on its disagreement with the Lords in their Amendments Nos. 16 and 22 but proposes the following Amendment in lieu thereof:

    Page 4, line 45, after the word 'include', to insert the words ', or be accompanied by'.—(Mr Secretary Clarke.)

    (2) residents of South Essex and others for the retention of the cancer centre at Southend Hospital [three petitions];

    (3) residents of Thundersley, Castle Point, Essex, and others against any loss of green belt land to development in Castle Point; and

    (4) residents of Benfleet, Essex and others against the removal of the bus service from Tarpots, Benfleet, to Pitsea

    were presented and read; and ordered to lie upon the Table and to be printed.

13    Adjournment,—A Motion was made, and the Question being proposed, That this House do now adjourn—(Mr Alan Campbell);
