2    First Standing Committee on Delegated Legislation,—Mr David Wilshire reported from the First Standing Committee on Delegated Legislation the draft Local Government (Boundaries) (Northern Ireland) Order 2006.

    Minutes of Proceedings of the Committee to lie upon the Table.

3    Message from the Lords,—A Message was brought from the Lords, as follows:

    Parliament (Participation of Members of the House of Commons) Bill [Lords],—The Lords have passed a Bill to provide for the Speaker of the House of Commons to have power to determine the eligibility of members of the House of Commons to participate in certain legislative proceedings of that House; to which the Lords desire the concurrence of this House.

4    Housing Act 2004 (Amendment),—Ordered, That leave be given to bring in a Bill to amend the Housing Act 2004 so as to repeal provisions relating to Home Information Packs: And that Mr Ian Liddell-Grainger, Peter Bottomley, Mr Mark Hoban, Mr Roger Gale, Anne Milton, Angela Browning, Mr David Wilshire, Tony Baldry, Mark Pritchard, Ann Winterton and Mrs Eleanor Laing do prepare and bring it in.

5    Housing Act 2004 (Amendment) Bill,—Mr Ian Liddell-Grainger accordingly presented a Bill to amend the Housing Act 2004 so as to repeal provisions relating to Home Information Packs: And the same was read the first time; and ordered to be read a second time on Friday 12th May and to be printed [Bill 167].

6    Commons Bill [Lords],—The Commons Bill [Lords] was, according to Order, read a second time.

7    Commons Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Commons Bill [Lords]:

Committal

    1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 27th April 2006.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

    7. Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed—(Mr Dave Watts);

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Commons Bill [Lords], it is expedient to authorise the payment out of money provided by Parliament of—

      (a) any expenditure incurred by the Secretary of State by virtue of the Act, and

      (b) any increase attributable to the Act in the sums payable out of money so provided under any other Act—(Tony Cunningham):—It was agreed to.

9    Adjournment,—Resolved, That this House do now adjourn.—(Tony Cunningham.)
