PRAYERS.

1    Death of a Member,—The Speaker made the following communication to the House:

    I regret to have to report to the House the death of Peter John Law, Member for Blaenau Gwent. I am sure that Members on all sides of the House will join me in mourning the loss of a colleague and in extending our sympathy to the honourable Member's family and friends.

2    Armed Forces Bill,—Mr George Howarth reported from the Select Committee on the Armed Forces Bill, That it had gone through the Armed Forces Bill and made Amendments thereunto.

    Ordered, That the Bill, as amended in the Select Committee, be recommitted to a Committee of the whole House; and be printed [Bill 172].

    Committee to-morrow.

3    Northern Ireland (Miscellaneous Provisions) Bill,—Mr Peter Atkinson reported from Standing Committee B, That it had gone through the Northern Ireland (Miscellaneous Provisions) Bill, and made Amendments thereunto.

    Bill, as amended in the Committee and the Standing Committee, to be considered to-morrow; and to be printed [Bill 175].

    Minutes of Proceedings of the Standing Committee to lie upon the Table.

4    Message from the Lords,—A Message was brought from the Lords as follows:

    The Lords have come to the following Resolution, to which they desire the agreement of this House:

    Conventions,—That, accepting the primacy of the House of Commons, it is expedient that a Joint Committee of the Lords and Commons be appointed to consider the practicality of codifying the key conventions on the relationship between the two Houses of Parliament which affect the consideration of legislation, in particular:

    (A) the Salisbury-Addison convention that the Lords does not vote against measures included in the governing party's Manifesto;

    (B) conventions on secondary legislation;

    (C) the convention that Government business in the Lords should be considered in reasonable time;

    (D) conventions governing the exchange of amendments to legislation between the two Houses;

    and that the Committee should report by Friday 21st July 2006.

5    Notification of Redundancy,—Ordered, That leave be given to bring in a Bill to make provision with regard to notices of redundancy; and for connected purposes: And that Mr Jim Cunningham, Mr Geoffrey Robinson, Mr Brian H. Donohoe, Mr Jim Devine, Mr Bill Olner, Mr Brian Jenkins, Jim Sheridan, Anne Moffat, Christine Russell and Mr David Hamilton do prepare and bring it in.

6    Notification of Redundancy Bill,—Mr Jim Cunningham accordingly presented a Bill to make provision with regard to notices of redundancy; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 16th June and to be printed [Bill 171].

7    Housing Corporation (Delegation) etc. Bill,—The Housing Corporation (Delegation) etc. Bill was, according to Order, read a second time.

8    Housing Corporation (Delegation) etc. Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Housing Corporation (Delegation) etc. Bill:

Committal

    (1) The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    (2) Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 9th May 2006.

    (3) The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    (4) Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    (5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    (6) Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

    (7) Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further Messages from the Lords) may be programmed—(Mr John Heppell);
