PRAYERS.

1    First Standing Committee on Delegated Legislation,—Mrs Joan Humble reported from the First Standing Committee on Delegated Legislation the Social Security Benefits Up-rating Regulations 2006 (S.I., 2006, No. 712).

    Minutes of Proceedings of the Committee to lie upon the Table.

2    Legislative and Regulatory Reform Bill (Programme) (No. 2),—Ordered, That the Order of 9th February 2006 (Legislative and Regulatory Reform Bill (Programme)) be varied as follows:

    1. Paragraphs 4 and 5 of the Order shall be omitted.

    2. Proceedings on consideration and Third Reading shall be concluded in two days.

    3. On consideration, proceedings on Government new clauses shall be taken on the first day and shall, so far as not previously concluded, be brought to a conclusion at the moment of interruption on that day.

    4. All other proceedings on consideration shall be taken on the second day and shall, so far as not previously concluded, be brought to a conclusion one hour before the moment of interruption on that day.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the second day.—(Mr Pat McFadden.)

3    Legislative and Regulatory Reform Bill [1st allocated day],—The House, according to Order, proceeded to consider the Legislative and Regulatory Reform Bill, as amended in the Standing Committee.

    A Clause (NC19) (Power to remove or reduce burdens)—(Mr Pat McFadden)—brought up and read the first time.

    Question put, That the Clause be read a second time.

    The House divided.

      Tellers for the Noes, Mr Christopher Chope, Ann Winterton: 4.

    Amendment (a) proposed to the proposed Clause, in line 2, after the word 'he', insert the word 'reasonably'.—(Mr David Heath.)

    Another Clause (NC20) (Power to promote regulatory principles)—(Mr Pat McFadden)—brought up, read the first and second time, and added to the Bill.

    Another Clause (NC21) (Power to implement Law Commission recommendations)—(Bridget Prentice)—brought up and read the first time.

    Question proposed, That the Clause be read a second time.

    And it being Ten o'clock, the Speaker put the Question, pursuant to Order [this day].

    The House divided.

      Tellers for the Noes, Mr David Evennett, Angela Watkinson: 133.

    The Speaker then put the Question on an Amendment to the proposed Clause selected by the Speaker for separate decision.

    Other Clauses (NC22) (Northern Ireland) and (NC26) (Excepted enactments)—(Mr Pat McFadden)— brought up, read the first time and added to the Bill.

    Bill to be further considered to-morrow.

4    Northern Ireland,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Private Tenancies (Northern Ireland) Order 2006, which was laid before this House on 24th April, be approved—(Mr Frank Roy):—It was agreed to.

5    Church of England (General Synod) (Measures),—Ordered, That the Church of England (Miscellaneous Provisions) Measure and Pastoral (Amendment) Measure, which were laid before this House on 16th February, be referred to a Standing Committee on Delegated Legislation.—(Mr Frank Roy.)

6    Modernisation of the House,—Ordered, That Mr Geoffrey Hoon and Liz Blackman be discharged from the Select Committee on Modernisation of the House of Commons and Mr Jack Straw and Paddy Tipping be added.—(Mr Frank Roy.)

7    Administration,—Ordered, That Peter Luff be discharged from the Administration Committee and Mr Greg Knight be added.—(Rosemary McKenna, on behalf of the Committee of Selection.)

8    Public Petitions,—A Public Petition from residents of the City of Sunderland and others against proposals to change the existing team at the Encompass Healthcare Practice, Washington, Tyne and Wear, was presented and read; and ordered to lie upon the Table and to be printed.

9    Adjournment,—Resolved, That this House do now adjourn.—(Mr Frank Roy.)

    And accordingly, the House, having continued to sit till one minute to Eleven o'clock, adjourned till to-morrow.
