1    Third Standing Committee on Delegated Legislation,—Hugh Bayley reported from the Third Standing Committee on Delegated Legislation the draft African Development Bank (Tenth Replenishment of the African Development Fund) Order 2006, the draft Asian Development Bank (Eighth Replenishment of the Asian Development Fund) Order 2006 and the draft Caribbean Development Bank (Sixth Replenishment of the United Special Development Fund) Order 2006.

2    Message from the Lords,—A Message was brought from the Lords, as follows

    Company Law Reform Bill [Lords],—The Lords have passed a Bill to reform company law and restate the greater part of the enactments relating to companies; to make other provision relating to companies and other forms of business organisation; to make provision about business names, auditors and actuaries; to amend Part 9 of the Enterprise Act 2002; and for connected purposes; to which the Lords desire the concurrence of this House.

3    Company Law Reform Bill [Lords],—The Company Law Reform Bill [Lords] was read the first time; and ordered to be read a second time tomorrow and to be printed [Bill 190].

    Ordered, That the Explanatory Notes relating to the Company Law Reform Bill [Lords] be printed [Bill 190-EN].

4    Sustainable Communities Bill,—Julia Goldsworthy, supported by Mr David Drew, Gregory Barker, Mr Elfyn Llwyd, Chris Huhne, Alan Simpson, Mr Henry Bellingham, Andrew Stunell, Mr Douglas Carswell, Jeremy Corbyn, Tim Farron and Mr Dan Rogerson, presented a Bill to make provision for local authorities to submit plans to the Secretary of State in connection with promoting the sustainability of local communities; to provide for parish councils and other persons to participate in the formulation of such plans; to provide for the Secretary of State to assist local authorities in promoting sustainable communities; to specify the indicators by which the sustainability of local communities may be measured; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 16th June and to be printed [Bill 187].

5    Sunday Trading Act 1994 (Amendment),—Ordered, That leave be given to bring in a Bill to amend the Sunday Trading Act 1994 to limit the hours of opening of large shops on Sundays and other specified days: And that Richard Younger-Ross, Dr John Pugh, Mr Colin Breed, Andrew Stunell, Mr David Anderson, Stephen Pound, Mrs Claire Curtis-Thomas, Miss Ann Widdecombe, Peter Luff and Mr Ian Liddell-Grainger do prepare and bring it in.

6    Sunday Trading Act 1994 (Amendment) Bill,—Richard Younger-Ross accordingly presented a Bill to amend the Sunday Trading Act 1994 to limit the hours of opening of large shops on Sundays and other specified days: And the same was read the first time; and ordered to be read a second time on Friday 20th October and to be printed [Bill 186].

7    Education and Inspections Bill [2nd allocated day],—The House, according to Order, proceeded further to consider the Education and Inspections Bill, as amended in the Standing Committee.

    Another Clause (NC4) (Education of children with special educational needs in mainstream schools)—(Mr John Hayes)—brought up, and read the first time.

    Question proposed, That the Clause be read a second time.

    And it being two hours after the commencement of proceedings on the Bill, the Deputy Speaker put the Question, pursuant to Order [yesterday]:—It was negatived.

    The Deputy Speaker then put the Questions on new Clauses selected for separate decision.

    Another Clause (NC5) (Restrictions on special school closures)—(Mr John Hayes)—brought up.
