PRAYERS.

1    First Standing Committee on Delegated Legislation,—Mrs Janet Dean reported from the First Standing Committee on Delegated Legislation the draft Human Tissue Act 2004 (Persons who Lack Capacity to Consent and Transplants) Regulations 2006.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    European Standing Committee,—Hugh Bayley reported from a European Standing Committee the following Resolution:

    That the Committee takes note of the Unnumbered Letter from the Department for Education and Skills dated 9th May 2006 relating to the Draft Recommendation on key competences for lifelong learning; and supports the Government's view that the Recommendation will provide a useful, non-binding, common point of reference for Member States, either when choosing to undertake their own reforms of education and training systems or when learning about what has worked in other countries.

    Resolution to lie upon the Table.

3    Message from the Lords,—A Message was brought from the Lords as follows:

    Consolidation, &c, Bills,—The Lords communicate that they have resolved that the National Health Service (Consequential Provisions) Bill [Lords] be referred to the Joint Committee on Consolidation, &c, Bills; with which Resolution the Lords desire the concurrence of this House.

4    Trade and Industry,—Ordered, That the Minutes of Proceedings of the Trade and Industry Committee in this session of Parliament, together with the Minutes of Proceedings of any sub-committee which it may appoint, be laid upon the Table from time to time.

5    Safeguarding Vulnerable Groups Bill [Lords],—The Safeguarding Vulnerable Groups Bill [Lords] was, according to Order, read a second time.

6    Safeguarding Vulnerable Groups Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Safeguarding Vulnerable Groups Bill [Lords]:

Committal

    1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 13th July.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of any Message from the Lords) may be programmed—(Mr John Heppell):—It was agreed to.

7    Safeguarding Vulnerable Groups Bill [Lords] [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Safeguarding Vulnerable Groups Bill [Lords] [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Safeguarding Vulnerable Groups Bill, it is expedient to authorise the payment out of money provided by Parliament of—

      (a) any expenditure incurred by the Secretary of State in consequence of the Act, and

      (b) any increase attributable to the Act in the sums payable under any other Act out of money so provided—(Mr John Heppell):—It was agreed to.

8    Northern Ireland,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Water and Sewerage Services (Miscellaneous Provisions) (Northern Ireland) Order 2006, which was laid before this House on 5th June, be approved—(Mr John Heppell):—It was agreed to.

9    Income Tax,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Partnerships (Restrictions on Contributions to a Trade) Regulations 2006, which were laid before this House on 27th April, be approved—(Mr John Heppell):—It was agreed to.

10    Lord Chancellor,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Lord Chancellor (Transfer of Functions and Supplementary Provisions) (No. 3) Order 2006, which was laid before this House on 17th May, be approved—(Mr John Heppell):—It was agreed to.

11    Adjournment,—A Motion was made, and the Question being proposed, That this House do now adjourn—(Mr John Heppell);

    And it being Ten o'clock, the Motion for the adjournment of the House lapsed, without Question put.

12    Adjournment,—Resolved, That this House do now adjourn.—(Mr John Heppell.)
