PRAYERS.

1    First Standing Committee on Delegated Legislation,—Derek Conway reported from the First Standing Committee on Delegated Legislation the draft Pensions Appeal Tribunals (Additional Rights of Appeal) (Amendment) Regulations 2006, and the draft Pensions Appeal Tribunals (Armed Forces and Reserve Forces Compensation Scheme) (Rights of Appeal) Amendment Regulations 2006.

    Minutes of Proceedings of the Committee to lie upon the Table.

2    Message from the Lords,—A Message was brought from the Lords, as follows:

    The Lords have agreed to the Childcare Bill with Amendments to which they desire the concurrence of this House.

3    Childcare Bill,—Lords Amendments to the Childcare Bill to be considered to-morrow; and to be printed [Bill 202].

4    Charities Bill [Lords],—The Charities Bill [Lords] was, according to Order, read a second time.

5    Charities Bill [Lords] (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Charities Bill [Lords]:

Committal

    1. The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 13th July 2006.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

    6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of any Message from the Lords) may be programmed—(Mr Michael Foster):—It was agreed to.

6    Charities Bill [Lords] [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Charities Bill [Lords] [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Charities Bill [Lords] it is expedient to authorise—

    (1) the payment out of money provided by Parliament of—

      (a) expenditure incurred by the Charity Commission or a Minister of the Crown by virtue of the Act, and

      (b) any increase attributable to the Act in the sums payable out of money so provided under any other Act; and

    (2) any increase attributable to the Act in the sums charged on the Consolidated Fund for the purpose of making good to any person sums for which the official custodian for charities may be liable—(Mr Michael Foster):—It was agreed to.

7    Defence,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Army, Air Force and Naval Discipline Acts (Continuation) Order 2006, which was laid before this House on 27th April, be approved—(Mr Michael Foster):—It was agreed to.

8    Defence,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Courts-Martial (Prosecution Appeals) Order 2006, which was laid before this House on 22nd May, be approved—(Mr Michael Foster):—It was agreed to.

9    Contracting out,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Contracting Out (Functions Relating to Child Support) Order 2006, which was laid before this House on 22nd May, be approved—(Mr Michael Foster):—It was agreed to.

10    Northern Ireland,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Recovery of Health Services Charges (Northern Ireland) Order 2006, which was laid before this House on 24th May, be approved—(Mr Michael Foster):—It was agreed to.

11    Northern Ireland,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 115 (Northern Ireland Grand Committee (delegated legislation)), That the draft Budget (No. 2) (Northern Ireland) Order 2006, which was laid before this House on 6th June, be approved—(Mr Michael Foster):—It was agreed to.

12    Representation of the People,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Representation of the People (Form of Canvass) (England and Wales) Regulations 2006, which were laid before this House on 25th May, be approved—(Mr Michael Foster):—It was agreed to.

13    Representation of the People,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Representation of the People (Form of Canvass) (Scotland) Regulations 2006, which were laid before this House on 7th June, be approved—(Mr Michael Foster):—It was agreed to.

14    Environmental Audit,—Ordered, That Mr Elliot Morley be discharged from the Environmental Audit Committee and Ian Pearson be added.—(Mr John Heppell, on behalf of the Committee of Selection.)

15    Public Petitions,—A Public Petition from Mrs Joy Crofts and other customers of the Grafton Underwood Sub Post Office for a reversal of the Government's announcement that it will end support for the Post Office Card Account in 2010 was presented and read; and ordered to lie upon the Table and to be printed.

16    Adjournment,—Resolved, That this House do now adjourn.—(Mr Michael Foster.)
