3    Second Standing Committee on Delegated Legislation,—Ann Winterton reported from the Second Standing Committee on Delegated Legislation the draft African Development Fund (Multilateral Debt Relief Initiative) Order 2006.

4    Third Standing Committee on Delegated Legislation,—Mr Greg Pope reported from the Third Standing Committee on Delegated Legislation the Church of England (Miscellaneous Provisions) Measure and Pastoral (Amendment) Measure.

5    European Standing Committee,—Sir Nicholas Winterton reported from a European Standing Committee the following Resolution:

That the Committee takes note of European Union Document No. 7070/06, European Commission Green Paper: A European Strategy for Sustainable, Competitive and Secure Energy; and endorses the Government's approach of supporting the Green Paper's strategy for a more cohesive European Energy Policy.

6    Health,—Ordered, That the Minutes of Proceedings of the Health Committee in this session of Parliament, together with the Minutes of Proceedings of any sub-committee which it may appoint, be laid upon the Table from time to time.

7    Sexually Explicit Material (Regulation of Sale and Display),—A Motion was made, and the Question being proposed, That leave be given to bring in a Bill to establish an Office for the Regulation of the Sale and Display of Sexually Explicit Material; to require the Office to regulate the sale and display of such material; and for connected purposes—(Mrs Claire Curtis-Thomas);

And the Motion being opposed, after a brief explanatory statement from the Member who made the Motion and from a Member who opposed it, the Speaker put the Question, pursuant to Standing Order No. 23 (Motions for leave to bring in bills and nomination of select committees at commencement of public business):—It was agreed to.

Ordered, That Mrs Claire Curtis-Thomas, Annette Brooke, Dr Evan Harris, Lynda Waltho, Andrew Selous, Helen Goodman, Mr Barry Sheerman, Peter Bottomley, Stephen Hammond, Mrs Siân C. James, Ms Diane Abbott and Rosie Cooper do prepare and bring in the Bill.

8    Sexually Explicit Material (Regulation of Sale and Display) Bill,—Mrs Claire Curtis-Thomas accordingly presented a Bill to establish an Office for the Regulation of the Sale and Display of Sexually Explicit Material; to require the Office to regulate the sale and display of such material; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 20th October and to be printed [Bill 200].

9    Pensions Reform,—A Motion was made, and the Question being proposed, That this House welcomes the White Paper 'Security in retirement: towards a new pensions system' [Cm 6841] as the basis for a consensus on the future of pensions policy.—(Mr Secretary Hutton);

The Question was amended, in line 3, at the end, by adding the words '; recognises the importance of consensus in ensuring long-term, affordable and sustainable pension reform; and therefore welcomes the commitment of all major parties in the House to engage in the process of consensus building, while acknowledging that a number of concerns remain to be addressed in the course of that process, including the impact of the projected future level of means-testing on savings behaviour, the design of an auto-enrolled savings scheme, the need to strengthen existing occupational pension provision to reduce the risk of "levelling down" on the introduction of personal accounts and the need to restore public confidence in the fairness and security of the pensions system.'.—(Mr Philip Hammond.)

And the Main Question, as amended, being put;

10    Mobile Homes,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Mobile Homes Act 1983 (Amendment of Schedule 1) (England) Order 2006, which was laid before this House on 24th May, be approved—(Mr Alan Campbell):—It was agreed to.

11    Estimates,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 145 (Liaison Committee), That this House agrees with the Report [22nd June] of the Liaison Committee—(Mr Alan Campbell):—It was agreed to.

12    Standing Orders Etc. (Machinery of Government Changes),—Ordered, That the following amendments be made to Standing Orders and to the Resolution of the House of 13th July 2005 relating to Liaison Committee (Membership):

A. EUROPEAN STANDING COMMITTEES

That Standing Order No. 119 (European Standing Committees) be amended, by leaving out in the Table in paragraph (6) the words 'Office of the Deputy Prime Minister' and inserting the words 'Communities and Local Government'.

B. SELECT COMMITTEES RELATED TO GOVERNMENT DEPARTMENTS

That Standing Order No. 152 (Select committees related to government departments) be amended in respect of the Table in paragraph (2), by—

(i) leaving out item 11 and inserting, at the appropriate point, 'Communities and Local Government/Department for Communities and Local Government/11'; and

(ii) in items 12 and 14, in column 2, leaving out the words 'Office of Science and Technology' and inserting the words 'Office of Science and Innovation';

and that all proceedings of the House and of its select committees in this Session in respect of the Office of the Deputy Prime Minister: Housing, Planning, Local Government and the Regions Committee shall be deemed to have been in respect of the Communities and Local Government Committee.

C. LIAISON COMMITTEE

That the Resolution of the House of 13th July 2005 relating to Liaison Committee (Membership) be amended by leaving out, in paragraph (2), the words 'Office of the Deputy Prime Minister: Housing, Planning, Local Government and the Regions' and inserting the words 'Communities and Local Government'.—(Mr Alan Campbell.)

13    Public Petitions,—Public Petitions from—

(1) the people of Chippenham, Wiltshire, and the surrounding district for the preservation of Chippenham hospital; and

(2) of pensioners affected by the freezing of their pensions for fully uprated pensions for all state pensioners

were presented and read; and ordered to lie upon the Table and to be printed.
