PRAYERS.

1    Constitutional Reform (Prerogative Powers and Civil Service etc.) Bill [Lords],—The Constitutional Reform (Prerogative Powers and Civil Service etc.) Bill [Lords] was read the first time; and ordered to be read a second time on Friday 20th October and to be printed [Bill 222].

2    Crown Employment (Nationality) Bill,—Ordered, That the Crown Employment (Nationality) Bill be read a second time on Friday 20th October.

3    Pharmaceutical Labelling (Warning of Cognitive Function Impairment) Bill,—Ordered, That the Pharmaceutical Labelling (Warning of Cognitive Function Impairment) Bill be read a second time on Friday 20th October.

4    Passenger Transport Authorities (Regulation),—Ordered, That leave be given to bring in a Bill to enable passenger transport authorities in certain metropolitan districts in England to regulate passenger transport operations; and for connected purposes: And that Mr Nicholas Brown, Mr Doug Henderson, Mr David Clelland, Mrs Sharon Hodgson, Mr Stephen Hepburn, Mr Chris Mullin, Mr David Anderson, Mr Fraser Kemp, Mr George Mudie, Mr Clive Betts, Graham Stringer and Mr Stephen Byers do prepare and bring it in.

5    Passenger Transport Authorities (Regulation) Bill,—Mr Nicholas Brown accordingly presented a Bill to enable passenger transport authorities in certain metropolitan districts in England to regulate passenger transport operations; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 20th October and to be printed [Bill 221].

6    Sir Roger Sands KCB,—Resolved, nemine contradicente, That Mr Speaker be requested to convey to Sir Roger Sands KCB, on his retirement from the office of the Clerk of the House, the House's gratitude for his long and distinguished career, for his wise contribution to the development of the procedures of the House, for his leadership and professionalism in the discharge of his duties as chief executive of the House, and for the courteous and helpful advice always given to individual honourable Members.—(Mr Jack Straw.)

7    Northern Ireland (Miscellaneous Provisions) Bill (Programme) (No. 3),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Northern Ireland (Miscellaneous Provisions) Bill for the purpose of supplementing the Orders of 13th March and 19th April 2006 (Northern Ireland (Miscellaneous Provisions) Bill (Programme) and Northern Ireland (Miscellaneous Provisions) Bill (Programme) (No. 2)):

Consideration of Lords Amendments

    1. Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement at this day's sitting.

    2. The Lords Amendments shall be considered in the following order, namely: Nos. 3, 1, 2 and 4 to 6.

Subsequent stages

    3. Any further Message from the Lords may be considered forthwith without any Question being put.

    4. The proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement—(Mr Alan Campbell):—It was agreed to.

8    Northern Ireland (Miscellaneous Provisions) Bill,—The House, according to Order, proceeded to consider the Lord Amendments to the Northern Ireland (Miscellaneous Provisions) Bill.

    Lords Amendment No. 3 was disagreed to.

    Lords Amendment No. 1.

    A Motion was made, and the Question being put, That this House disagrees with the Lords in their Amendment—(Mr David Hanson);

The House divided.

      Tellers for the Ayes, Kevin Brennan, Huw Irranca-Davies: 260.

      Tellers for the Noes, David Simpson, Mrs Iris Robinson: 16.

So the Question was agreed to. The Lords Amendment was accordingly disagreed to.

    It being more than one hour after the commencement of proceedings on the Lords Amendments, the Deputy Speaker put the Questions necessary to bring proceedings to a conclusion, pursuant to Order [this day].

Lords Amendment No. 2 was disagreed to. Lords Amendments Nos. 4 to 6 were agreed to. A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83H (Programme orders: reasons committee), That a Committee be appointed to draw up reasons to be assigned to the Lords for disagreeing to their Amendments Nos. 3, 1 and 2. That Mr Michael Foster, Mr David Hanson, Lembit Öpik, Mr Laurence Robertson and Lynda Waltho be members of the Committee. That Mr David Hanson be the Chairman of the Committee. That three be the Quorum of the Committee. That the Committee do withdraw immediately.—(Liz Blackman.)

9    Northern Ireland (Miscellaneous Provisions) Bill,—Mr David Hanson reported from the Committee appointed to draw up Reasons to be assigned to the Lords for disagreeing to certain of their Amendments to the Northern Ireland (Miscellaneous Provisions) Bill, That it had drawn up the following Reasons, which it had directed him to report to the House:

The Commons disagree to Lords Amendment No. 3 for the following Reason:

      Because it is unnecessary in view of the Government's undertaking about Parliamentary scrutiny of Orders in Council to which the Amendment relates.

The Commons disagree to Lords Amendments Nos. 1 and 2 for the following Reason:

      Because it is not desirable to preclude eligible Irish citizens and bodies from making political donations to Northern Ireland parties or regulated donees.

The Reasons were agreed to. Message to the Lords to communicate the said Reasons, with the Bill and Amendments.

10    Adjournment (Matters to be considered before the forthcoming adjournment),—A Motion was made, and the Question being proposed, That this House do now adjourn—(Liz Blackman);

11    Message from the Lords,—A Message was brought from the Lords as follows:

    The Lords do not insist on their Amendments to the Northern Ireland (Miscellaneous Provisions) Bill to which this House has disagreed.

    were presented; and ordered to lie upon the Table and to be printed.
