1    First Standing Committee on Delegated Legislation,—Mr David Wilshire reported from the First Standing Committee on Delegated Legislation the Financial Services and Markets Act 2000 (Regulated Activities) (Amendment) (No. 2) Order 2006 (S.I., 2006, No. 2383).

    Minutes of Proceedings of the Committee to lie upon the Table.

2    European Standing Committee,—Sir John Butterfill reported from a European Standing Committee the following Resolution:

    That the Committee takes note of European Union Documents No. 10014/06, Draft Council Regulation laying down rules for voluntary modulation of direct payments provided for in Regulation (EC) No. 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers, and amending Regulation (EC) No. 1290/2005; and welcomes the voluntary modulation proposal as a means of providing additional funding for rural development programmes in the United Kingdom which will help meet the Government's commitment to sustainable rural development; but supports the Government in wanting to ensure that the voluntary modulation rules operate in a way appropriate to the needs of the United Kingdom.

3    Safeguarding Vulnerable Groups Bill [Lords] [Ways and Means],—Resolved, That, for the purposes of any Act resulting from the Safeguarding Vulnerable Groups Bill, it is expedient to authorise—

    (1) the charging of fees in respect of functions carried out under the Act; and

    (2) the payment of sums into the Consolidated Fund.—(Mr Parmjit Dhanda.)

    Other Clauses (NC4) (Meaning of relevant information in section (provision of vetting information)), (NC5) (Notification of cessation of monitoring), (NC6) (Cessation of registration), (NC7) (Declarations under sections (provision of vetting information) and (notification of cessation of monitoring)), (NC8) (Registers: power to apply for vetting information), (NC9) (Supervisory authorities: power to apply for vetting information), (NC10) (Supervisory authorities: notification of barring &c. in respect of children), (NC11) (Supervisory authorities: notification of barring &c. in respect of vulnerable adults), (NC12) (Prohibition of requirement to produce certain records) and (NC13) (Referrals: findings of fact immaterial)—(Mr Parmjit Dhanda)—brought up, read the first and second time, and added to the Bill.

    Other Clauses (NC16) (Section (Offences: other persons): exclusions and defences), (NC17) (Office holders: offences), (NC18) (Sections 12 and (office holders: offences): checks), (NC19) (Personnel suppliers: failure to check), (NC20) (Devolution: Wales), (NC21) (Crown application) and (NC22) (Controlled activity: regulations)—(Mr Parmjit Dhanda)—brought up, read the first and second time, and added to the Bill.

    Another Clause (NC23) (Transitional provision)—(Mr Parmjit Dhanda)—brought up, read the first and second time, and added to the Bill.

    Amendments (Nos. 19, 206 to 210 and 20 to 27) made to the Bill.

    Another Amendment (No. 201) proposed to the Bill, in page 4, line 21, at the end to insert the words 'or did not intend to seek to engage in activity from which he knew he was barred.'.—(Tim Loughton.)
