2    Second Standing Committee on Delegated Legislation,—Derek Conway reported from the Second Standing Committee on Delegated Legislation the Value Added Tax (Betting, Gaming and Lotteries) Order 2006 (S.I., 2006, No. 2685).

3    Third Standing Committee on Delegated Legislation,—Sir Nicholas Winterton reported from the Third Standing Committee on Delegated Legislation the draft Big Lottery Fund (Prescribed Expenditure) Order 2006.

4    European Standing Committee,—Mr Mike Hancock reported from a European Standing Committee the following Resolution:

    That the Committee takes note of European Union Document No. 10954/06 and Addendum 1, Commission Communication: Keep Europe Moving—Sustainable Mobility For Our Continent—Mid-Term-Review of The European Commission's 2001 Transport White Paper; and endorses the Government's approach to discussions on these documents.

5    Criminal Law (Amendment) (Protection of Property) Bill,—Ordered, That the adjourned Debate on the Question proposed on 2nd December, That the Criminal Law (Amendment) (Protection of Property) Bill be now read a second time, be resumed on Friday 17th November.

6    Passenger Car (Fuel Consumption and Carbon Dioxide Emissions Information) Bill,—Colin Challen, presented a Bill to introduce additional conditions on the display of information relating to passenger car carbon dioxide emissions in all promotional media relating to motor vehicles: And the same was read the first time; and ordered to be read a second time on Friday 17th November and to be printed [Bill 237].

7    Violent Crime Reduction Bill (Programme) (No. 2),—A Motion was made and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Violent Crime Reduction Bill for the purpose of supplementing the Order of 20th June 2005 (Violent Crime Reduction Bill (Programme)):

Consideration of Lords Amendments

    1. Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion three hours after their commencement at this day's sitting.

    2. The Lords Amendments shall be considered in the following order, namely: 27, 1 to 26 and 28 to 118.

Subsequent stages

    3. Any further Message from the Lords may be considered forthwith without any Question being put.

    4. The proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement—(Mr Tony McNulty):—It was agreed to.

8    Violent Crime Reduction Bill,—The House, according to Order, proceeded to consider the Lords Amendments to the Violent Crime Reduction Bill.

    Lords Amendment No. 27 disagreed to.

    Lords Amendments Nos. 1 to 26 and 28 to 118 were agreed to.

    Ordered, That a Committee be appointed to draw up Reasons to be assigned to the Lords for disagreeing to their Amendment No. 27;

    That Mr Alan Campbell, Michael Fabricant, Lynne Featherstone, Siobhain McDonagh, and Mr Tony McNulty be members of the Committee;

    That Mr Tony McNulty be the Chairman of the Committee;

    That three be the quorum of the Committee; and

    That the Committee do withdraw immediately.—(Mr Ian Cawsey.)

9    Adjournment (Energy supply),—A Motion was made, and the Question being proposed, That this House do now adjourn—(Huw Irranca-Davies);

    The Motion was, with leave of the House, withdrawn.

10    Violent Crime Reduction Bill,—Mr Tony McNulty reported from the Committee appointed to draw up a Reason to be assigned to the Lords for disagreeing to one of their Amendments to the Violent Crime Reduction Bill, That it had drawn up the following Reason, which it had directed him to report to the House:

    The Commons disagree to Lords Amendment No. 27 for the following Reason:

      Because the Commons do not consider that it is necessary or appropriate that the power of a local authority to make an order designating a locality as an alcohol disorder zone should be subject to the restriction proposed in the amendment.

    The Reason was agreed to.

    Message to the Lords to communicate the said Reason, with the Bill and Amendments.

11    Procedure,—Ordered, That Mr David Anderson be discharged from the Procedure Committee and Ms Celia Barlow be added.—(Tony Cunningham on behalf of the Committee of Selection.)

12    Public Petition,—A Public Petition from the residents of the constituency of Taunton and others against the proposals to move the United Kingdom Hydrographic Office from its current location in Taunton was presented and read; and ordered to lie upon the Table and to be printed.
