4    Sixth Delegated Legislation Committee,—Mr Mike Hancock reported from the Sixth Delegated Legislation Committee the Report by the Secretary of State for Work and Pensions under Section 82 of the Welfare Reform and Pensions Act 1999 (House of Commons Paper No. 39).

5    European Standing Committee,—Mr Eric Martlew reported from a European Standing Committee the following Resolution:

That the Committee takes note of European Union Document No. 14181/04, Draft Council Regulation on electronic recording and reporting of fishing activities and on means of remote sensing; and supports the Government's objective of ensuring that this proposal delivers improved management and control, thereby contributing to the long-term sustainability of fish stocks. Resolution to lie upon the Table. Minutes of Proceedings of the Committee to lie upon the Table.

6    Planning-gain Supplement (Preparations) Bill,—Mr Chancellor of the Exchequer, supported by Mr Secretary Hain, Secretary Ruth Kelly, Mr Stephen Timms, Dawn Primarolo, John Healey and Ed Balls presented a Bill to permit expenditure in preparation for the imposition of a tax on the increase in the value of land resulting from the grant of permission for development: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 37].

Ordered, That the Explanatory Notes relating to the Planning-gain Supplement (Preparations) Bill be printed [Bill 37-EN].

7    Local Government and Public Involvement in Health Bill,—Secretary Ruth Kelly, supported by The Prime Minister, Mr Secretary Prescott, Mr Chancellor of the Exchequer, Secretary John Reid, Ms Secretary Hewitt, Mr Secretary Hain, Secretary Alan Johnson, Secretary David Miliband, Mr Secretary Hutton, Mr Phil Woolas and Angela E. Smith presented a Bill to make provision with respect to local government and the functions and procedures of local authorities and certain other authorities; to make provision with respect to persons with functions of inspection and audit in relation to local government; to establish the Valuation Tribunal for England; to make provision in connection with local involvement networks; to abolish Patients' Forums and the Commission for Patient and Public Involvement in Health; to make provision with respect to local consultation in connection with health services; and for connected purposes: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 16].

8    Greater London Authority Bill,—The Order of the day being read, for the Second Reading of the Greater London Authority Bill;

9    Greater London Authority Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Greater London Authority Bill:

Committal

1. The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

2. Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 23rd January 2007. 3. The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced. 5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day. 6. Standing Order No. 83B (Programming committees) shall not apply to proceedings on consideration and Third Reading.

10    Greater London Authority Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Greater London Authority Bill [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Greater London Authority Bill, it is expedient to authorise the payment out of money provided by Parliament of—

    (a) any expenditure incurred by a Minister of the Crown or government department under or by virtue of the Act, and

    (b) any increase attributable to the Act in the sums payable out of money so provided under any other Act—(Huw Irranca-Davies):—It was agreed to.

11    Extradition,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Extradition Act 2003 (Amendment to Designations) Order 2006, which was laid before this House on 7th November, in the last Session of Parliament, be approved—(Huw Irranca-Davies):—It was agreed to.

12    Immigration,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Asylum (First List of Safe Countries) (Amendment) Order 2006, which was laid before this House on 16th November, be approved—(Huw Irranca-Davies):—It was agreed to.
