PRAYERS.
1Lloyds TSB Bill [Lords],--The Order of the day being read, for the third reading of the Lloyds TSB Bill [Lords];
 
        Ordered, That the Bill be read the third time on Thursday 11th June.
2Liaison,--Mr Robert Sheldon reported, pursuant to Standing Order No. 145 (Liaison Comittee), That the Liaison Committee had directed him to report that it had chosen the Fourth Report from the Social Security Committee, Session 1997-98, on Disability Living Allowance and the First Report from the Defence Committee, Session 1997-98, on Peace Support Operations in Bosnia Herzegovina to be debated on Wedneday, 17th June 1998, pursuant to Standing Order No. 10 (Wednesday sittings).
3Teaching and Higher Education Bill [Lords] (Business Committee),--The Chairman of Ways and Means reported from the Business Committee, that it had come to a Resolution in respect of the Teaching and Higher Education Bill [Lords], which it had directed him to report to the House:
 
        That--
 
        (a) Proceedings on consideration of the Bill shall be taken in the following order, namely, Amendments to Clauses 12 to 21, Amendments to Schedule 2, New Clauses 5, 6 and 8, Amendments to subsection (1) of Clause 22 relating to treatment of students resident in different parts of the United Kingdom, remaining Amendments to Clause 22 and Amendments to Clauses 23 to 28 and remaining New Clauses and New Schedules relating to Part II, Amendments to Clauses 1 to 11, Amendments to Schedule 1, Remaining New Clauses, remaining New Schedules, remaining Amendments, and
 
        (b) the two days allotted under the Order (19th May) to proceedings on consideration and Third Reading shall be allotted in the manner shown in the following Table and each part of the proceedings shall, if not previously brought to a conclusion, be brought to a conclusion (in accordance with the Order) on the expiry of the allotted period (calculated from the commencement of proceedings on the Bill [on that day]) specified in the third column of the Table.

4Data Protection Bill [Lords],--Mr George Stevenson reported from Standing Committee D, That it had gone through the Data Protection Bill [Lords], and made Amendments thereunto.

5Fourth Standing Committee on Delegated Legislation,--Mr John McWilliam reported from the Fourth Standing Committee on Delegated Legislation the draft Fire Services (Amendment) (Northern Ireland) Order 1998.
 
        Minutes of Proceedings of the Committee to lie upon the Table.
6Northern Ireland Grand Committee,--Mr Roger Gale reported from the Northern Ireland Grand Committee, That it had considered the matter of a regional strategic framework for Northern Ireland as set out in the discussion document 'Shaping our Future', referred to it on 20th May, and had directed him to report accordingly to the House.

7Message from the Lords,--A Message was brought from the Lords, as follows:--
 
        Shrewsbury and Atcham Borough Council Bill [Lords],--The Lords have passed a Bill, intituled An Act to make further provision for the regulation and protection of part of the Square in the borough of Shrewsbury and Atcham; and for other purposes; to which the Lords desire the concurrence of this House.
8Shrewsbury and Atcham Borough Council Bill [Lords],--The Shrewsbury and Atcham Borough Council Bill [Lords] was read the first time.
 
        Bill referred to the Examiners of Petitions for Private Bills.
9Northern Ireland (Sentences) Bill,--Secretary Marjorie Mowlam, supported by the Prime Minister, Mr Secretary Prescott, Mr Secretary Cook, Mr Secretary Straw, Mr Secretary Dewar and Mr Adam Ingram presented a Bill to make provision about the release on licence of certain persons serving sentences of imprisonment in Northern Ireland: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 196].
10Registration of Political Parties Bill,--The Registration of Political Parties Bill was, according to Order, read a second time and stood committed to a Standing Committee.
11Registration of Political Parties Bill [Money],--Her Majesty's Recommendation having been signified to the proposed Motion relating to Registration of Political Parties Bill [Money];
 
        A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Registration of Political Parties Bill, it is expedient to authorise--
 
        (1) the payment out of money provided by Parliament of any increase attributable to the Act in the sums payable out of money so provided under any other enactment, and
 
        (2) the payment of sums into the Consolidated Fund--(Mr Graham Allen):--It was agreed to.
12Modernisation of the House of Commons,--Resolved, That this House approves the Third and Fourth Reports from the Select Committee on Modernisation of the House of Commons on Carry-over of Public Bills and Conduct in the Chamber (House of Commons Paper Nos. 543 and 600)--(Mrs Ann Taylor.)
13Short Speeches,--Ordered, That Standing Order No. 47 (Short speeches) be amended, as follows:
 
        Line 1, after the word 'at', insert the words 'or before';
 
        Line 4, leave out the words 'for not more than ten minutes';
 
        Line 6, after the word 'debate', insert the words 'for no longer than any period she may specify (which shall not be less than eight minutes)';
 
        Line 11, leave out the words 'ten minutes' and insert the words 'that period';
 
        Line 12, at end, add the words--
 
    'Provided that, in calculating that period, the Speaker may disregard the time taken by interventions'.--(Mr Kevin Hughes.)
14Suspension of Members,--Ordered, That--
 
        (1) the following Standing Order (Suspension of salary of Members suspended) be made:
 
          'The salary of a Member suspended from the service of the House shall be withheld for the duration of his suspension.';
 
        (2) Standing Order No. 45 (Members suspended, &c., to withdraw from precincts) be amended, as follows:
 
          Line 3, leave out from the word 'House' to the word 'shall' in line 4;
 
          Line 5, leave out from the word 'House' to the end of line 8; and
 
        (3) paragraph (5) of Standing Order No. 44 (Order in debate) be transferred to the end of Standing Order No. 45.--(Mr Kevin Hughes.)
15Withdrawal of Strangers from House,--Ordered, That Standing Order No. 163 (Withdrawal of strangers from House) be amended, as follows:
 
        Line 2, leave out from the word 'Member' to the word 'and' in line 5 and insert the words 'moves "That the House sit in private" the Speaker or the chairman shall forthwith put the question "That the House sit in private"'.
 
        Line 7, at the end insert the words 'but such a Motion may be made no more than once in any sitting'.
 
        Line 10, leave out the word 'strangers' and insert the words 'those other than Members or officers'.
 
        Line 11, leave out the words 'that strangers do withdraw' and insert the words 'under paragraph (1) of this order'.--(Mr Kevin Hughes.)
16Public Petitions,--A Public Petition from residents of North East Hertfordshire against building new homes in the countryside and the green belt was presented and read; and ordered to lie upon the Table and to be printed.
17Adjournment,--A Motion was made, and the Question being proposed, That this House do now adjourn--(Mr Kevin Hughes);
 
        And it being Ten o'clock, the Motion for the Adjournment of the House lapsed, without Question put.
18Adjournment,--Resolved, That this House do now adjourn.--(Mr Kevin Hughes.)
 
        And accordingly the House, having continued to sit till twenty-three minutes past Ten o'clock, adjourned till to-morrow.
