5    European Standing Committee,—Mr Robert Key reported from European Standing Committee B, nominated in respect of European Union Documents relating to 'Debate Europe' and Communicating Europe in Partnership, the following Resolution:

    That the Committee takes note of Commission Documents No. 13829/07 and Addenda 1 to 3 (Communicating Europe in Partnership) and No. 8163/08 (Debate Europe); recognises the importance of communicating effectively with European citizens and welcomes the measures taken to further improve the co-ordination of the European Union's work on communicating with the public.

6    Message from the Lords,—A Message was brought from the Lords as follows:

    London Local Authorities Bill [Lords],—The Lords communicate that they have come to the following Resolution in respect of the London Local Authorities Bill [Lords], to which they desire the concurrence of this House:

    That the promoters of the London Local Authorities Bill [Lords], which was originally introduced in the House of Lords on 22nd January 2008, should have leave to suspend any further proceedings on the Bill in order to proceed with it, if they think fit, in the next Session of Parliament according to the provisions of House of Lords Private Business Standing Order 150A (Suspension of bills).

    London Local Authorities and Transport for London (No. 2) Bill [Lords],—The Lords communicate that they have come to the following Resolution in respect of the London Local Authorities and Transport for London (No.2) Bill [Lords], to which they desire the concurrence of this House:

    That the promoters of the London Local Authorities and Transport for London (No. 2) Bill [Lords], which was originally introduced in the House of Lords on 22nd January 2008, should have leave to suspend any further proceedings on the Bill in order to proceed with it, if they think fit, in the next Session of Parliament according to the provisions of House of Lords Private Business Standing Order 150A (Suspension of bills).

    Transport for London (Supplemental Toll Provisions) Bill [Lords],—The Lords communicate that they have come to the following Resolution in respect of the Transport for London (Supplemental Toll Provisions) Bill [Lords], to which they desire the concurrence of this House:

    That the promoters of the Transport for London (Supplemental Toll Provisions) Bill [Lords], which was originally introduced in the House of Lords in Session 2006-07 on 22nd January 2007, should have leave to suspend any further proceedings on the Bill in order to proceed with it, if they think fit, in the next Session of Parliament according to the provisions of House of Lords Private Business Standing Order 150A (Suspension of bills).

    Broads Authority Bill,—The Lords communicate that they have come to the following Resolution in respect of the Broads Authority Bill, to which they desire the concurrence of this House:

    That the promoters of the Broads Authority Bill, which was originally introduced in this House in Session 2006-07 on 23 January 2007, should have leave to suspend any further proceedings on the Bill in order to proceed with it, if they think fit, in the next Session of Parliament according to the provisions of House of Lords Private Business Standing Order 150A (Suspension of bills).

    The Lords have agreed to the Counter-Terrorism Bill, with Amendments; to which the Lords desire the concurrence of this House.

7    Counter-Terrorism Bill,—Lords Amendments to the Counter-Terrorism Bill to be considered to-morrow; and to be printed [Bill 168].

    Ordered, That the Explanatory Notes relating to Lords Amendments to the Counter-Terrorism Bill be printed [Bill 168-EN].

8    Education and Skills Bill [Ways and Means],—Resolved, That, for the purposes of any Act resulting from the Education and Skills Bill, it is expedient to authorise the charging of fees in respect of inspections by Her Majesty's Chief Inspector of Education, Children's Services and Skills of independent educational institutions.—(Jim Knight.)

9    Education and Skills Bill (Programme) (No. 3),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Education and Skills Bill for the purpose of supplementing the Orders of 14th January and 13th May 2008 (Education and Skills Bill (Programme) and Education and Skills Bill (Programme) (No. 2)):

Consideration of Lords Amendments

    1. Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption at this day's sitting.

Subsequent stages

    2. Any further Message from the Lords may be considered forthwith without any Question being put.

    3. The proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement—(Steve McCabe):—It was agreed to.

10    Education and Skills Bill,—The House, according to Order, proceeded to consider the Lords Amendments to the Education and Skills Bill.

    Lords Amendments Nos. 1 to 170 were agreed to, the Commons being willing to waive their privileges in respect of Lords Amendments Nos. 1 to 23, 28, 32, 40, 81 and 151.

    Lords Amendment No. 171.

    A Motion was made, and the Question being put, That this House agrees with the Lords in their Amendment—(Jim Knight);

The House divided.

So the Question was agreed to. Lords Amendments Nos. 172 to 215 were agreed to.

11    Criminal Law,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft Youth Justice Board for England and Wales (Amendment) Order 2008, which was laid before this House on 22nd October, be approved—(Ian Lucas):—It was agreed to.

12    Constitutional Law,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Delegated Legislation Committees), That the draft National Assembly for Wales (Legislative Competence) (Social Welfare and Other Fields) Order 2008, which was laid before this House on 15th October, be approved—(Ian Lucas):—It was agreed to.

13    Treasury,—Ordered, That Mr Philip Dunne be discharged from the Treasury Committee and Mr Stephen Crabb be added.—(Rosemary McKenna, on behalf of the Committee of Selection.)

14    Public Petition,—A Public Petition from residents of Wirral relating to further education (Wirral) was presented and read.
