PRAYERS.
1First Standing Committee on Delegated Legislation,—Mr Frank Cook reported from the First Standing Committee on Delegated Legislation the Mental Health Act 1983 Code of Practice.
 
        Minutes of Proceedings of the Committee to lie upon the Table.
2Military Action Against Iraq (Parliamentary Approval),—Ordered, That leave be given to bring in a Bill to require the prior approval, by a simple majority of the House of Commons, of military action by United Kingdom forces against Iraq: And that Mr Tam Dalyell, Mr Tony Benn, Mr Harry Cohen, Mr Jeremy Corbyn, Mr George Galloway, Mr Neil Gerrard, Dr Ian Gibson, Mr John McAllion, Alice Mahon, Mr Robert Marshall-Andrews, Mr Dennis Skinner and Audrey Wise do prepare and bring it in.
3Military Action Against Iraq (Parliamentary Approval) Bill,—Mr Tam Dalyell accordingly presented a Bill to require the prior approval, by a simple majority of the House of Commons, of military action by United Kingdom forces against Iraq: And the same was read the first time; and ordered to be read a second time on Friday 16th April and to be printed [Bill 35].
4Tax Credits Bill,—The Order of the day being read, for the Second Reading of the Tax Credits Bill;
 
        And a Motion being made, and the Question being proposed, That the Bill be now read a second time;
 
        An Amendment was proposed to the Question, to leave out from word 'That' to the end of the Question and add the words 'this House declines to give a Second Reading to the Tax Credits Bill because it will increase the costs of social security when the Prime Minister has pledged to cut those costs; and it will increase benefit dependency, stigma, fraud and business costs, whilst undermining family structures', instead thereof.—(Mr Eric Pickles.)
 
        And the Question being put, That the Amendment be made;
 
        The House divided.

        So the Question was negatived.

5Tax Credits Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Tax Credits Bill [Money];
 
        A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Tax Credits Bill, it is expedient to authorise—
 
        (a) the payment out of money provided by Parliament of any expenses incurred by the Commissioners of Inland Revenue in consequence of that Act;
 
        (b) any increase attributable to that Act in the sums payable out of money so provided under any other Act; and
 
        (c) the payment into the Consolidated Fund of any increase attributable to that Act in the sums payable into that Fund under any other Act—(Mrs Anne McGuire):—It was agreed to.
6Public Petitions,—A Public Petition from residents of Derby North constituency and others relating to driving offences was presented and read; and ordered to lie upon the Table and to be printed.
7Adjournment,—A Motion was made, and the Question being proposed, That this House do now adjourn—(Mrs Anne McGuire);
 
        And the Motion having been made after Ten o'clock, and the Debate having continued for half an hour, the Deputy Speaker adjourned the House without Question put, pursuant to the Standing Order, it being then four minutes to Eleven o'clock, till to-morrow.
