        That the Committee takes note of European Union Documents OJ No. C349, European Court of Auditors Annual Report on the financial year 1997, Nos. 14031/98, draft Council Regulation establishing a European Fraud Investigation Office, and 10786/98, Special Report No. 9/98 of the European Court of Auditors concerning the protection of the financial interests of the European Union in the field of VAT on intra-Community trade; and supports the Government's continuing efforts to promote and support measures to improve financial management and fight fraud against the EU Budget.

        Sea Fisheries (Shellfish) (Amendment) Bill [Lords],—The Lords have passed a Bill to amend section 7(4) of the Sea Fisheries (Shellfish) Act 1967 in respect of several fisheries; to which the Lords desire the concurrence of this House.
8Sea Fisheries (Shellfish) (Amendment) Bill [Lords],—The Sea Fisheries (Shellfish) (Amendment) Bill [Lords] was read the first time; and ordered to be read a second time on Friday 12th March and to be printed [Bill 51].
9Fur Farming (Prohibition) Bill,—Ordered, That the Explanatory Notes relating to the Fur Farming (Prohibition) Bill be printed [Bill 13-EN].
10Misuse of Drugs (Amendment),—Ordered, That leave be given to bring in a Bill to allow the production, supply, possession and use of cannabis resin for medicinal purposes: And that Paul Flynn, Mr Austin Mitchell, Mr Gordon Prentice, Mr Brian Cotter, Mr Dafydd Wigley, Mrs Teresa Gorman, Dr Jenny Tonge, Mr James Wallace, Dr Brian Iddon, Mr Andrew George, Mr Donald Gorrie and Dr Peter Brand do prepare and bring it in.
11Misuse of Drugs (Amendment) Bill,—Paul Flynn accordingly presented a Bill to allow the production, supply, possession and use of cannabis resin for medicinal purposes: And the same was read the first time; and ordered to be read a second time on Friday 26th March and to be printed [Bill 50].
12Social Security Contributions (Transfer of Functions, etc.) Bill [Lords],—The House, according to Order, proceeded to consider the Social Security Contributions (Transfer of Functions, etc.) Bill [Lords], as amended in the Standing Committee.

        Another Amendment (No. 3) proposed to the Bill, in page 5, to leave out lines 30 to 39 and to insert the words 'for an officer of the Board to resubmit a case to the Commissioners if, in his view, a material change of circumstances has occurred since an earlier decision was made by the Commissioners; and in any such case it shall be for the Commissioners to determine whether any such change of circumstances which would warrant their setting aside their earlier decision has indeed occurred.', instead thereof.—(Mr Quentin Davies.)

        Another Amendment (No. 7) proposed to the Bill, in page 40, line 46, at the end to insert the words 'provided that, where such proceedings are brought without either distinguishing the amounts the employer is liable to pay or specifying the employees in question, the employer, if he be found guilty of any material default in his obligation to pay National Insurance, shall be entitled to be indemnified by the Inland Revenue for any costs and expenses incurred in defending himself in any such proceedings.'.—(Mr Quentin Davies.)
