        And a Motion being made, and the Question being proposed, That the Bill be now read a second time;
 
        And it being Eleven o'clock, the Speaker interrupted the proceedings, pursuant to Standing Order No. 11 (Friday sittings).
 
        And the Question being again proposed;
 
        And the Question being put:—It was agreed to.
 
        The Bill was accordingly read a second time and stood committed to a Standing Committee.
2Company and Business Names (Chamber of Commerce, Etc.) Bill,—The Company and Business Names (Chamber of Commerce, Etc.) Bill was, according to Order, read a second time and stood committed to a Standing Committee.
3Energy Efficiency Bill,—The Order of the day being read, for the Second Reading of the Energy Efficiency Bill;
 
        An a Motion being made, and the Question being proposed, That the Bill be now read a second time;
 
        And it being half-past Two o'clock, the Debate stood adjourned.
 
        Ordered, That the Debate be resumed on Friday 5th March.
4Energy Conservation (Housing) Bill,—The Order of the day being read, for the Second Reading of the Energy Conservation (Housing) Bill;
 
        Ordered, That the Bill be read a second time on Friday 5th March.
5Computer Millennium Non-Compliance (Contingency Plans) Bill,—The Order of the day being read, for the Second Reading of the Computer Millennium Non-Compliance (Contingency Plans) Bill;
 
        Ordered, That the Bill be read a second time on Friday 12th March.
6Access to Environmental Information Bill,—The Order of the day being read, for the Second Reading of the Access to Environmental Information Bill;
 
        Ordered, That the Bill be read a second time on Friday 23rd April.
7Financial Services and Markets,—Ordered, That a Select Committee of eight Members be appointed to join with a committee to be appointed by the Lords, to be the Joint Committee on Financial Services and Markets, to report on the consultative document on the draft Financial Services and Markets Bill presented by Her Majesty's Command on 21st December 1998 and any further draft of the Bill which may be laid upon the Table of both Houses by a Minister of the Crown;
 
        Ordered, That three be the quorum of the Committee;
 
        Ordered, That the Committee shall have power—
 
          (i) to send for persons, papers and records;
 
          (ii) to sit notwithstanding any adjournment of the House;
 
          (iii) to report from time to time;
 
          (iv) to appoint specialist advisers;
 
          (v) to adjourn from place to place within the United Kingdom;
 
          (vi) to communicate to any Select Committee appointed by either House its evidence and any documents of common interest;
 
        Ordered, That the Committee shall report by 30th April 1999;
 
        Ordered, That Mr Nigel Beard, Mrs Liz Blackman, Dr Vincent Cable, Mr David Heathcoat-Amory, Mr David Kidney, Mr Tim Loughton, Mr James Plaskitt and Mr Barry Sheerman be members of the Committee.—(Mr Jim Dowd.)
