PRAYERS.
1Message from the Lords,—A Message was brought from the Lords, as follows:
 
        The Lords have agreed to the Scottish Enterprise Bill, without Amendment.
 
        Criminal Cases Review (Insanity) Bill [Lords],—The Lords have passed a Bill to make provision enabling verdicts of guilty but insane to be referred to and reviewed by the Court of Appeal; to which the Lords desire the concurrence of this House.
 
        European Parliamentary Elections (Gibraltar) Bill [Lords],—The Lords have passed a Bill to provide for electors in Gibraltar to vote in elections to the European Paliament; to which the Lords desire the concurrence of this House.
2Criminal Cases Review (Insanity) Bill [Lords],—The Criminal Cases Review (Insanity) Bill [Lords] was read the first time; and ordered to be read a second time on Friday 30th April and to be printed [Bill 88].
 
        Ordered, That the Explanatory Notes relating to the Criminal Cases Review (Insanity) Bill [Lords] be printed [Bill 88-EN].
3Breeding and Sale of Dogs (Welfare) Bill,—Ordered, That the Breeding and Sale of Dogs (Welfare) Bill, as amended in the Standing Committee, be considered on Friday 7th May.
4Pensions (Amendment) Bill,—The Order for reading the Pensions (Amendment) Bill a second time to-morrow was read and discharged.
 
        Bill to be read a second time on Friday 21st May.
5Disability Rights Commission Bill [Lords],—The Disability Rights Commission Bill [Lords] was, according to Order, read a second time and stood committed to a Standing Committee.
6Disability Rights Commission Bill [Lords] [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Disability Rights Commission Bill [Lords] [Money];
 
        A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Disability Rights Commission Bill [Lords], it is expedient to authorise the payment out of money provided by Parliament of any expenditure of the Secretary of State attributable to the Act—(Mr David Jamieson):—It was agreed to.
7Air Transport Competition Rules,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Documents No. 8582/97, including two draft Council Regulations, one amending Regulation (EEC) No. 3975/87 laying down the procedure for the application of the rules on competition to undertakings in the air transport sector, and the other on the application of Article 85(3) of the Treaty to certain categories of agreement and concerted practices in the sector of air transport between the Community and third countries; and endorses the Government's approach not to support the Commission proposal—(Mr David Jamieson):—It was agreed to.
8Criminal Injuries Compensation,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the Draft of Alterations to the Criminal Injuries Compensation Scheme, which was laid before this House on 25th March, be approved—(Mr David Jamieson):—It was agreed to.
9Road Traffic,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Road Traffic Regulation Act 1984 (Amendment) Order 1999, which was laid before this House on 30th March, be approved—(Mr David Jamieson):—It was agreed to.
10Companies,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Local Authority (Stocks and Bonds) (Amendment) Regulations 1999, which were laid before this House on 30th March, be approved—(Mr David Jamieson):—It was agreed to.
11Section 5 of the European Communities (Amendment) Act 1993,—Ordered, That, for the purposes of their approval under section 5 of the European Communities (Amendment) Act 1993, the Financial Statement and Budget Report 1999-2000 and the Economic and Fiscal Strategy Report 1999-2000 shall be treated as if they were instruments subject to the provisions of Standing Order No. 118 (Standing Committees on Delegated Legislation).—(Mr David Jamieson.)
