2Eleventh Standing Committee on Delegated Legislation,—Mr Barry Jones reported from the Eleventh Standing Committee on Delegated Legislation the draft Professions Supplementary to Medicine (Clinical Scientists Board) Order of Council 1999, the draft Professions Supplementary to Medicine (Speech and Language Therapists Board) Order of Council 1999 and the draft Professions Supplementary to Medicine (Paramedics Board) Order of Council 1999.

3European Standing Committee A,—Mr Humfrey Malins reported from European Standing Committee A the following Resolution:
 
        That the Committee takes note of European Union Document No. 6528/99, a Commission Communication: Galileo—involving Europe in a new generation of satellite navigation systems; and endorses the Government's prudent approach to the Commission's proposals as set out in the Explanatory Memorandum.
 
        Report, together with Resolution, to lie upon the Table.
4Draft Local Government (Functions and Standards) Bill,—Ordered, That so much of the Lords Message of 8th June as relates to the Joint Committee on the draft Local Government (Functions and Standards) Bill be now considered.
 
        So much of the Lords Message considered accordingly.
 
        Ordered, That the Committee appointed by this House meet the Lords Committee as proposed by their Lordships.
 
        Message to the Lords to acquaint them therewith.
5Concessionary Television Licences for Pensioners,—Ordered, That leave be given to bring in a Bill to extend the concessionary television licence entitlement to all pensioners living in households consisting only of pensioners; and for connected purposes: And that Mr David Winnick, Mr Peter Bradley, Mr Hilton Dawson, Mr Lindsay Hoyle, Mr Martin Salter, Mr Ken Purchase, Mr David Drew, Mr Nigel Griffiths, Maria Fyfe, Valerie Davey, Mrs Ann Cryer and Mr Jeremy Corbyn do prepare and bring it in.
6Concessionary Television Licences for Pensioners Bill,—Mr David Winnick accordingly presented a Bill to extend the concessionary television licence entitlement to all pensioners living in households consisting only of pensioners; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 23rd July and to be printed [Bill 115].
7Adjournment (White Paper on Reforming the House of Lords (Cm. 4183) ),—A Motion was made, and the Question being proposed, That this House do now adjourn—(Mr David Hanson);
 
        And it being Ten o'clock, the Motion for the adjournment of the House lapsed, without Question put, pursuant to the Standing Order.
8Northern Ireland Grand Committee,—Ordered, That—
 
        (1) the matter of the consultation document 'Life Long Learning—a new Learning Culture for All' be referred to the Northern Ireland Grand Committee for its consideration;
 
        (2) at the sitting on Thursday 24th June, the Committee shall take questions for oral answer and shall then consider the matter referred to it under paragraph (1) above;
 
        (3) at the conclusion of those proceedings, a Motion for the adjournment of the Committee may be made by a Minister of the Crown, pursuant to Standing Order No. 116(5).—(Jim Dowd.)
9Draft Local Government (Functions and Standards) Bill (Joint Committee),—Ordered, That Mr Robin Corbett be discharged from the Committee on the draft Local Government (Functions and Standards) Bill and Mr John Smith be added to the Committee.—(Jim Dowd.)
10Public Petitions,—A Public Petition from the Health Food Manufacturers' Association relating to the treatment of health foods by the Medicines Control Agency was presented and read; and ordered to lie upon the Table and to be printed.

        (2) the Secretary of State for Scotland has certified, under Regulation 6 of the said Regulations, that the printing and sale of copies of the Scottish Local Elections (Amendment) Rules 1999 (S.I., 1999, No. 406) in accordance with the requirements of section 2(1) of the Statutory Instruments Act 1946 is unnecessary, having regard to the fact that the Rules were revoked by the Scottish Local Elections (Amendment) (No. 2) Rules 1999 (S.I., 1999, No. 492) before they came into force.
 
        That the Committee is satisfied that the certificates are justified and has taken no further action in the matter [The Speaker].
