Mr. Corbyn : To ask the Secretary of State for Scotland if he will indicate the date on which he first received grading projections from each health board on the new clinical structure for nurses, midwives and health visitors.
Mr. Michael Forsyth : Health boards' interim returns were received in the latter part of August and in September.
Mrs. Ray Michie : To ask the Secretary of State for Scotland if he will instruct police forces to produce separate figures on the number of reported domestic assaults each year ; and if he will make a statement.
Lord James Douglas-Hamilton : This matter is currently under consideration in consultation with the Association of Chief Police Officers (Scotland).
Mr. Allan Stewart : To ask the Secretary of State for Scotland whether he will publish details of his proposals for allowing parents to take schools out of local authority control.
Mr. Michael Forsyth : A paper is being issued today entitled "Self- Governing Schools--Extending Choice for Scottish Parents" describing proposals expected to provide

the basis for forthcoming legislation. It is being made available to education authorities representative bodies, school councils, parent-teacher associations and the general public. Copies have been placed in the Library.These proposals represent another major step towards greater choice in education. Opting for local self-management in place of central control by the education authority will create a new form of school. The school will remain in the public sector but will enjoy freedom to develop its own ethos under local management and to tailor provision to the needs of its pupils and the expectations of the local community.
The decision whether to seek self-governing status will be entirely for the parents at each individual school : there will be no pressure or obligation on any school to take this route against the wishes of parents. The paper we have now issued to education authorities and others provides fuller details of what would be involved. The main features are :
A self-governing school will remain part of the mainstream of education provision, publicly funded, open to all without qualifying examination or fees.
Self-governing schools will be subject to inspection to ensure that they provide a satisfactory standard of education.
The school will be managed, and its staff employed, by a board of management consisting of parents, staff and representatives of the wider community.
Funding will be by direct Government grant, set to match the resources which the school could reasonably have expected to receive if it had stayed under the management of the education authority.
67. Mr. Blunkett : To ask the Secretary of State for Employment by what means he ensures that the needs of industry for a properly trained work force are met.
Mr. Cope : I refer the hon. Member to the White Paper "Employment in the 1990s" and the statement by my right hon. Friend the Secretary of State of 5 December 1988.
Mr. Andrew Smith : To ask the Secretary of State for Employment what measures his Department is taking to counteract the skills shortage in the south-east.
Mr. Cope : I refer the hon. Member to the chapter on training in White Paper "Employment in the 1990s" published by my right hon. Friend the Secretary of State on Monday 5 December.
Mr. Robert G. Hughes : To ask the Secretary of State for Employment if he plans to meet the chairman of the English Tourist Board to discuss the expansion of the tourist industry ; and if he will make a statement.
Mr. Lee : My right hon. Friend has no plans for a meeting with the chairman of the English Tourist Board on this subject.
Mr. Barry Field : To ask the Secretary of State for Employment if he will make a statement on Liverpool city council's participation in the employment training scheme.

Mr. Nicholls : Liverpool city council is not taking part in employment training. Indeed, the council decided to punish local voluntary organisations and employers which did want to participate and the High Court has now ruled that this action is unlawful. Unlike Liverpool city council, the Government will continue to provide help through the quality training opportunities offered through employment training.
Mr. McCrindle : To ask the Secretary of State for Employment if he will estimate the numbers of young people leaving school and being available for work in each of the next five years ; and if he will make a statement.

Mr. Cummings : To ask the Secretary of State for Employment what is the proposed allocation for the revised careers service strengthening scheme for 1989-90 and for 1988-89 for all local education authorities based on the current method of funding for specific posts.
Mr. Cope : The available information is given in the table below. For 1989-90 under the revised scheme, the figures are of provisional cash allocations ; 1988-89 figures show the number of posts allocated. Grants to LEAs in 1988-89 depends on the number of posts allocated, the extent to which those posts are filled, the salary level of careers officers filling the posts and the level of grants payable for posts under the scheme. Estimates of the actual cash grants which will be paid to each individual authority as a result of these factors are not made. Allocations in 1989-90 are designed to provide a contribution to all careers service costs and are not related to numbers of posts.

Mr. Illsley : To ask the Secretary of State for Employment whether, in view of the accident rates of contractors to British Coal, he will take any measures to improve safety records of those companies through stricter enforcement of the relevant legislation.
Mr. Nicholls : The Health and Safety Executive (HSE) enforce the Health and Safety at Work Etc. Act 1974 and other legislation as it applies to contractors and their employees within mines. This Act and the Mines and Quarries Act 1954 also require British Coal and its managers to ensure the safety of contractors. British Coal has also recently taken action with its major contractors to improve safety standards and safety awareness.
Mr. Archer : To ask the Secretary of State for Employment if he has any plans to seek to amend section 2 of the Employers Liability (Compulsory Insurance) Act 1969 so as to provide for compulsory insurance cover for children employed by their relatives ; and if he will make a statement.

Mrs. Golding : To ask the Secretary of State for Employment if any investigation has been made of health problems arising from the close proximity of people to opencast mining ; and if he will make a statement.
Mr. Nicholls : I am not aware of any authoritative survey or investigation into links between opencast mining and illness in people living nearby. There is no firm evidence that such a study would be worthwhile. However the Health and Safety Executive will continue to monitor the position and will take account of any new evidence that may emerge.
Mr. Tony Lloyd : To ask the Secretary of State for Employment if he will give details of the impact of changes in the method of calculating unemployment figures since 1979 on the figures for the Stretford constituency.

Tourism Mr. Butterfill : To ask the Secretary of State for Employment what plans the Government have to increase employment in the tourism industry in (a) the United Kingdom and (b) the south ; and if he will make a statement.
Mr. Lee : The Government will continue with the sound economic policies that have helped to establish an enterprise economy which is generating sustained growth. The Government's role in developing the tourism industry in England is being considered as part of the review announced by my right hon. Friend the Secretary of State on July 18.
Mr. Butterfill : To ask the Secretary of State for Employment what information he has on the total amount spent on tourism and leisure developments in the first six months of 1988 ; what are the figures compared with those for the previous six month period ; and if he will make a statement.
Mr. Lee : The English tourist board's "Tourism Investment Report" shows that the total amount spent on projects with a value of £0.5 million or more which were completed in the period January to June 1988 was £247 million. Investment in projects under construction during the periods January to June 1988 and July to December 1987 amounted to £1,737 million and £1,005 million respectively.
VAT Mr. Heddle : To ask the Secretary of State for Employment what assessments he has made as to the likely effect on (a) his Department's capital building programme and (b) the rent the Department will pay under occupational leases, of implementation of the European Court of Justice's judgment on value added tax on non-domestic buildings.
Mr. Cope : Implementation of the European Court of Justice's judgment on VAT will have no effect on my Department's capital building programme, since compensating adjustments have been made to the relevant expenditure provisions. At this stage, before landlords have decided whether to exercise their option to tax rents, it is not possible to offer meaningful estimates of the effects of the judgment on rental costs.
