The Attorney-General : 73.

Mr. Tony Brooks

Mr. Heddle : To ask the Attorney-General if he is yet in a position to make a statement on Mr. Tony Brooks in relation to alleged illegal acts referred to on 14 November, Official Report, column 739.

The Attorney-General : The Solicitor-General wrote to the hon. Member for Workington on 18 November in the following terms : "Pursuant to my answer to your oral question on 14 November, I have caused inquiries to be made into your intimation of possible allegations in the Panorama programme broadcast on 13 October, or in David Leigh's book on the Wilson plot that Mr. Tony Brooks was involved in a plot to destabilise the Government of Lord Wilson, or committed illegal acts.

There is in neither the programme, nor the book, any evidence, or indeed any allegation of any criminal activity by

Mr. Brooks. I note particularly that Mr. Leigh in his book (at page 245) claims that, when Mr. Wright approached Mr. Brooks with the proposition for taking action relating to Lord Wilson, then the Prime Minister, Mr. Brooks responded that the proposition was improper. I would remind you of the Prime Minister's statement on 6 May 1987 in which she told the House that an investigation carried out by the Director General of the Security Service had found no evidence of any plot against Lord Wilson or his Government. There will be no criminal proceedings."

Justices of the Peace

Mr. Cohen : To ask the Attorney-General if he will set out (a) the connections with (i) Leyton and (ii) Waltham Forest, (b) race, colour or ethnic origin, (c) business or public service background and (d) qualifications of each member of (1) the North East London area advisory committee and (2) the Waltham Forest division sub-committee on the appointment of justices of the peace.

The Attorney-General : The Lord Chancellor and the Chancellor of the Duchy of Lancaster have decided that the names of members of advisory committees on the appointment of justices of the peace are to be disclosed and that this is to apply to all advisory committees no later than 1992. The north-east London advisory committee has already disclosed its names and these have been given to the hon. Member. It would not be appropriate for the Lord Chancellor to disclose other information about individual members. In any event, the committee is in the process of reconstitution.

WALES

Nursing Homes

Mrs. Clwyd : To ask the Secretary of State for Wales what was the number of places in (a) private and (b) voluntary nursing homes in each district health authority in Wales in each year since 1979.

Mr. Grist : Comparable information is available only for the years 1982 to 1987. It is not possible to identify separately voluntary and private nursing homes.

Forestry

Mr. Ron Davies : To ask the Secretary of State for Wales if he will provide details of any projections for the employment potential of forestry in rural areas in Wales.

Mr. Peter Walker : By the turn of the century, forestry and the wood -processing industries could be providing directly some 9,000 jobs in Wales, most of them in rural areas.

Members' Offices

Mr. Thurnham : To ask the Lord President of the Council how many hon. Members are sharing offices with other hon. Members ; and if he will make a statement.

Mr. Wakeham : I refer my hon. Friend to the answer I gave to the hon. Member for Angus, East (Mr. Walsh) on 14 December at column 578.

Visitors' Guide

Mr. Summerson : To ask the Lord President of the Council when the visitors' guide to the Galleries will be published in Italian and Dutch.

Mr. Wakeham : There are no plans to do so at present. However, the Accommodation and Administration Sub-Committee, which has initial responsibility for deciding in which languages the visitors' guide to the Galleries is produced, would be willing to consider any requests for additions to the range of languages available.

EMPLOYMENT

YTS

Mr. Janner : To ask the Secretary of State for Employment whether he will make a statement on his Department's programme to promote racial equality in its YTS.

Mr. Cope : The Training Agency within my Department keeps under review the series of measures it has adopted to

ensure that young people from ethnic minorities enjoy full equality of opportunity as regards YTS. I attach particular importance to the agency's attempts to ensure that any obstacles to ethnic minorities joining schemes in the employer-led sector are identified and overcome with the assistance of all parties involved. The Commission for Racial Equality has endorsed the equal opportunities code of practice for YTS.

Trainees (Injuries)

Ms. Short : To ask the Secretary of State for Employment if he will give for each year the number of trainees on MSC/Training Commission/Training Agency programmes who have received payments under the analogous industrial injuries scheme which his Department oversees ; and what is the average payment made to each trainee.

Mr. Nicholls : The number of adult and youth trainees eligible to receive benefits from the Training Agency's analogous industrial injuries scheme and the annual amounts paid since April 1983 is shown in the table. Comprehensive information is not available before 1983. It is not possible to provide an accurate estimate of the average payment made because part of the annual amounts shown relate to trainees injured in an earlier year.

Mr. Gordon Brown : To ask the Secretary of State for Employment if he will publish for 1987 business registrations and deregistrations by region as laid in table 12.7 of "Regional Trends 1988".

Training

Mr. Ron Davies : To ask the Secretary of State for Employment what effect he estimates his recent proposals for training, contained in "Employment for the 1990's" (Cm. 540) will have on voluntary and conservation groups ; and if he will make a statement.

Mr. Nicholls : The arrangements in the White Paper "Employment for the 1990's" (Cm. 540) will help to improve the delivery and focus of training at local level. Voluntary and conservation groups will be welcome to continue their support and commitment through training to helping unemployed people back into jobs.

Trade union Ballots

Mr. Oppenheim : To ask the Secretary of State for Employment if he has published orders containing the qualifications of independent scrutineers of certain trade union ballots and elections and consequential changes to the trade union ballot funding scheme.

Mr. Cope : The Trade Union Ballots and Elections (Independent Scrutineer Qualifications) Order 1988 has been published today. It specifies the conditions that a person must meet to be eligible for appontment as a scrutineer of certain ballots and elections which, under section 15 of the Employment Act 1988, will be subject to independent scrutiny from 1 February 1989. The order also specifies the following three bodies as being eligible for appointment as scrutineers :

The Electorial Reform Society of Great Britain and Ireland Ltd. The Industrial Society

Unity Security Balloting Services Ltd.

The Funds for Trade Union Ballots (Amendment No. 2) Regulations 1988 have also been published today. These regulations amend the scheme under which trade unions may reclaim certain costs associated with secret postal ballots to reflect the new statutory requirement for independent scrutiny of certain ballots and elections which comes into force on 1 February 1989.

Youth Training Board

Mr. Meacher : To ask the Secretary of State for Employment what proposals he has to announce the creation of a successor body to the Youth Training Board.

Mr. Cope [holding answer 12 December 1988] : The Youth Training Board was dissolved when my right hon. Friend the Secretary of State took back the powers of the Training Commission into the Department of Employment. I cannot at the moment announce the creation of a successor body.

SCOTLAND

Health Board Chairmen

Mr. Home Robertson : To ask the Secretary of State for Scotland what criteria he uses in appointing health board chairmen.

Mr. Michael Forsyth : My right hon. and learned Friend appoints the person who in his view is best fitted for the job of leading the health board. This requires commitment of time and energy and qualities of leadership, drive and sound judgment.

Residential Homes

Mr. Kirkwood : To ask the Secretary of State for Scotland if he will publish the figures for the last five years of the number of people who have applied for licences to run residential homes, broken down by health board area in which the homes are situated.

Mr. Michael Forsyth : The responsibility for registration of residential care homes lies with local authorities. Information about the number of applications for registration is not available centrally.

Forestry Commission

Mr. Ron Davies : To ask the Secretary of State for Scotland what arrangements are made for the good management of land sold by the Forestry Commission.

Lord James Douglas-Hamilton : Responsibility for the good management of land sold by the Forestry Commission rests with the purchasers.

Forestry

Mr. Ron Davies : To ask the Secretary of State for Scotland if he will provide details of any projections for the employment potential of forestry in rural areas of Scotland.

Sand Eels

Dr. Godman : To ask the Secretary of State for Scotland whether he has any plans to reduce the catch of O' and I' group fish in the Shetland sand eel fishery ; and if he will make a statement.

Mr. Michael Forsyth : Shetland fishermen have already taken voluntary measures to reduce catches of the youngest sand eels. We are currently considering whether additional management measures are required to protect the stocks.

Dr. Godman : To ask the Secretary of State for Scotland what is his estimate of the maximum sustainable annual yield for the Shetland sand eel fishery ; whether he intends to set a total allowable catch for this fishery ; and if he will make a statement.

Mr. Michael Forsyth : The sand eel is a short-lived species, and recruitment to the stocks varies widely from year to year. In the circumstances, our scientists consider that it is difficult to estimate the maximum sustainable yield or to advise on an appropriate total allowable catch for the Shetland sand eel stock. Other conservation measures may be a more appropriate way of managing the fishery.

Dr. Godman : To ask the Secretary of State for Scotland whether he intends to introduce a close season for sand eel fishing in Scottish waters to cover the period July to October ; and if he will make a statement.
