Football Statistics

Mr. Harry Barnes : To ask the Secretary of State for the Environment if he will list English League football clubs together with the following information for each of them during the 1987-88 season : the number of matches played at their grounds, the total season's attendance, the total arrests in association with such matches, the average

attendance per match, the average number of arrests per match and the arrests as a proportion of the attendance ; and if he will make a statement about the numbers of charges and convictions which have arisen from such arrests.

Mr. Moynihan : The information that follows relates to Football League matches played in the 1987-88 season. The figures on the matches played, total attendances, and total arrests have been collected by the Association of Chief Police Officers. Comparable figures are not available for charges nor for convictions arising from the arrests.

In addition to those arrested at Football League grounds in the 1987-88 season, 6,542 were ejected from the grounds. Clearly, neither the ejections nor arrests reflect the substantially greater number of incidents of violence, hooliganism and vandalism at Football League grounds. Furthermore, the police view remains that many matches provide the focus for aggressive and provocative behaviour with violence never far below the surface.

Sports Council

Mr. Menzies Campbell : To ask the Secretary of State for the Environment how many regional representatives there were on the Sports Council one year ago ; how many are there now ; and if he will make a statement.


Column 58

Mr. Moynihan : The 10 chairmen of the regional councils for sport and recreation were members of the Sports Council in December 1987 and had been since February 1986. Before that, it was not the practice to appoint all the regional chairmen to the council. One of the regional chairmen is currently a member of the Sports Council. The Sports Council has, however, set up a new regional chairmen's consultative group which will meet four times a year. I will also attend these meetings in order to consult the chairmen on current Government policy where it affects sport and recreation.

Satellite Television Dishes

Mr. Rowe : To ask the Secretary of State for the Environment under what powers he intends to regulate the installation and siting of satellite television dishes ; and if he will make a statement.

Mr. Chope : The Town and Country Planning Act 1971 and subordinate legislation already control the installation and siting of satellite television dishes. The Town and Country Planning General Development Order 1988 allows one satellite antenna to be erected on a house or within its curtilage without specific planning permission provided the antenna is not more than 90 cm in diameter and does not project above the roofline of the house.

WALES

Cancer

Mrs. Clwyd : To ask the Secretary of State for Wales if he will list the morbidity and mortality rates of (a) lung cancer, (b) stomach cancer, (c) breast cancer, (d) cervical cancer and (e) other cancers by gender and county in Wales for the years 1979 to 1987, inclusive.

Mr. Grist : The following tables show the latest available data in respect of (i) registration rates and (ii) crude death rates, per 100,000 resident population. The figures have not been standardised to take account of variations in the age distribution of the different populations. Fluctuations in rates can occur where rates are based on small numbers of cases.

Mr. Home Robertson : To ask the Secretary of State for Wales if he will give an estimate of the respective number of farmworkers and other employees in tied housing who at present have their rates paid by their employer.

Water Authority (Borrowing)

Mr. Livsey : To ask the Secretary of State for Wales how much, in cash terms, the water authority in Wales borrowed, per year, from 1983 to the latest available date broken down by year.

Mr. Grist : This information is contained in each of the annual report and accounts of the Welsh water authority for the last four years, copies of which are in the Library of the House.

Oil Spillage (Milford Haven)

Mr. Nicholas Bennett : To ask the Secretary of State for Wales if he will make a statement on the effects of the oil spillage in the Milford Haven on 3 December on the ecology and environment of the Haven, and the action being taken to mitigate the consequences of this accident.

Mr. Grist : Oil from the spillage has affected about eight miles of coastline on both sides of the Haven and at least 300 birds. It has also affected the fishing industry including fish farms in the Haven, one salmon unit in particular having been heavily contaminated. The Department of Transport's marine pollution control unit is satisfied that the harbour authority, Texaco and the local authorities are working together effectively to deal with the situation. The district inspector of fisheries has also been keeping a close watch on the effect on fisheries.

The Royal Society for the Protection of Birds and the Nature Conservancy Council are dealing with the effect on the birds. In particular, affected swans have been sent to appropriate centres for treatment.


Column 72

Welsh Language

Mr. Nicholas Bennett : To ask the Secretary of State for Wales whether he will make a statement on the recommendation of the national curriculum Welsh working group that any exemption granted by him to schools not to teach Welsh as a foundation subject should be temporary until such time as the schools can put into place the necessary programme of study and recruit the required staff.

Mr. Wyn Roberts : The Welsh working group is currently consulting on the preliminary recommendations set out in its interim report in order to inform its final report. Before my right hon. Friend reaches any decisions about the use of his power to make exemptions from foundation subjects in the national curriculum he will want to consider this final report due in April 1989. He expects the group to make recommendations which are as widely acceptable as possible, so as to minimise the need for exemption but he would not at this stage want to rule out the possibility of exemptions in circumstances other than those by the working group in its interim report.

Rating Reform

Mr. Rooker : To ask the Secretary of State for Wales if he will give information on the level of poll tax for spending at grant-related expenditure levels in all areas of Wales (a) with safety nets and (b) full implementation ; and if he will show the difference between these figures and comparable figures for poll tax payers in Worcester and Wychavon.

The community charge calculations use present needs assessments which are under review. Transitional safety net adjustments are illustrative and based on budgeted expenditure for 1988-89. Grant-related expenditure figures for Welsh local authorities are calculated on a different basis from those for English authorities, so the figures quoted are not directed comparable with the Welsh figures.

The illustrative community charge for 1988-89 for spending at the level of grant-related expenditure in England would be £202. With the illustrative safety net adjustment as published on 23 June, the figures for Worcester and Wychavon would increase by £60 and £75 respectively.

Mr. Blunkett : To ask the Secretary of State for Wales if he will calculate for relevant Welsh authorities the grant and non-domestic rate income they will receive in the same manner as the information referred to in the answers to the hon. Member for Sheffield, Brightside, Official Report , column 63 , on 25 November.

DEFENCE

Local Administration Communications

Mr. Wilson : To ask the Secretary of State for Defence if he will list the functions carried out under the heading local administration communications, and so on in the United Kingdom, in Table 2.3 of volume 2 of the "Statement on the Defence Estimates 1988".

Mr. Archie Hamilton : Table 2.3 of volume 2 of the statement attributes expenditure between the main elements of the defence programme. Some support expenditure cannot readily be attributed in this way and is included under the general heading of "local administration, communications etc. in the United Kingdom". It includes miscellaneous expenditure such as travel, freight and telecommunications costs for all three services ; support costs of outstations, and of HQs other than Whitehall ; recruiting centres ; and payments to HMSO.

Low Flying

Mr. Menzies Campbell : To ask the Secretary of State for Defence to what extent recent calls for a curb on low flying in western Germany will not lead to an increase in the number of low-level flights over the United Kingdom.

Mr. Archie Hamilton : The United Kingdom, along with other NATO Allies, has undertaken, as a mark of respect to those dead and bereaved in the tragic accident on 8 December, to suspend flying training activities in the FRG until 2 January 1989. Any training activity considered essential will therefore be carried out elsewhere, primarily in the United Kingdom. However, normal United Kingdom activity will be additionally constrained to ensure that during this period, until 2 January, there is no overall increase in activity in the United Kingdom as a result.

Mr. Menzies Campbell : To ask the Secretary of State for Defence what consideration has been given to the possibility of relocating low- level flight exercises to more sparsely populated areas, including the northern regions of Canada.

Mr. Archie Hamilton : We are very much aware of the need to ensure that as little disturbance as possible is caused by low-flying military aircraft. Nonetheless, low-flying training is essential to prepare strike attack and offensive support aircraft for their wartime roles, in which credibility is vital for deterrence. Valuable training opportunities, such as participation in major exercises in the United States and Canada, and use of the joint facility at Goose bay in Canada, are greatly welcomed, but are no substitute for training in the United Kingdom and Europe, where aircraft are based and would operate in wartime.

Porton International

Mr. Dalyell : To ask the Secretary of State for Defence if he will make a statement on his Department's contract with Porton International plc.

Mr. Sainsbury : We have no record of any HQ contracts having been placed with a company with this name. No central record is maintained of orders placed locally, and an investigation could be carried out only at disproportionate cost.

Tanks

Mr. O'Neill : To ask the Secretary of State for Defence, pursuant to his reply of 29 November, Official Report, column 566, what rate of (a) fuel consumption, (b) road speed, (c) cross country speed, (d) period of time between automative failure, (e) rate of fire, (f) speed of target engagement, (g) rate of accuracy of initial shots, (h) total weight and (i) in-service date will be required of the tank that wins the competition currently being held to determine a replacement for the Chieftain tank.

Mr. Sainsbury [holding answer 13 December 1988] : Information in the precise detail requested by the hon. Member is classified. I can assure him that all relevant factors are being taken into account.

FOREIGN AND COMMONWEALTH AFFAIRS

Iraq

Mr. Frank Cook : To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the Government of Iraq concerning violation of human rights.

Mr. Waldegrave : We have repeatedly expressed our concern to the Iraqi authorities over failures to respect human rights, particularly in relation to their Kurdish community.

WEU

Mr. Nicholas Bennett : To ask the Secretary of State for Foreign and Commonwealth Affairs when he last attended a meeting of the Western European Union assembly.

Mr. Waldegrave : As President-in-Office of the WEU Ministerial Council my right hon. and learned Friend the Secretary of State attended the WEU Assembly on 7 December. A copy of his speech is being placed in the Library.

Vietnamese Refugees

Mr. John Evans : To ask the Secretary of State for Foreign and Commonwealth Affairs how many Vietnamese refugees are estimated to be resident in transit camps in Hong Kong.

Mr. Eggar : On 9 December there were 25,308 Vietnamese boat people in Hong Kong. Of these 15,231 have refugee status.

Mr. Rooker : To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had with the Governor of Hong Kong on the plight of the Vietnamese refugees.

Mr. Eggar : We are in close and frequent contact with the Government of Hong Kong on all aspects of the problem of Vietnamese boat people.

Arms Control

Mr. Strang : To ask the Secretary of State for Foreign and Commonwealth Affairs if he has any plans to meet his counterpart in the Federal Republic of Germany to discuss the implications for arms control negotiations of modernisation of short-range nuclear weapons ; and if he will make a statement.


Column 76

Mr. Waldegrave : My right hon. and learned Friend expects to meet Herr Genscher in the margins of the Foreign Affairs Council and on 19 and 20 December but there are no plans for a formal discussion then on the modernisation of NATO's short-range nuclear weapons. He also expects to have a bilateral meeting with Herr Genscher early in the new year ; no agenda has yet been agreed but the discussion is likely to include current topics of interest to members of the NATO Alliance.

Anglo-Japanese Relations

Mr. Andy Stewart : To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the state of Anglo- Japanese relations.

Mr. Eggar : Anglo-Japanese relations are excellent. 1988 has seen a significant increase in co-operation in many fields. We have made progress on a number of trade-related issues, including the long-standing dispute over whisky tax. My right hon. and learned Friend the Secretary of State hopes to have a further round of talks with the Japanese Foreign Minister in the new year.

Global Environment

Mr. Kirkwood : To ask the Secretary of State for Foreign and Commonwealth Affairs if he has plans to meet the Secretary-General of the United Nations to discuss action against threats to the global environment.

Mr. Eggar : No. As I told the hon. Member on 30 November at column 318, my right hon. Friend the Secretary of State for the Environment has primary responsibility for international action for environmental issues. In close consultation with his Department, we have been working to ensure that our concerns about global environment problems are firmly registered in the appropriate bodies within the UN system.

Chemical Warfare Stocks (Soviet Union)

Mr. Wilson : To ask the Secretary of State for Foreign and Commonwealth Affairs what clarification has been received from the Soviet Union about its statement that its chemical warfare stockpile does not exceed 50,000 tons.

Mr. Waldegrave : The Soviet Government first stated in December 1987 that their chemical weapon stocks did not exceed 50,000 tons "in terms of toxic agent". This is substantially lower than western estimates. We have pressed the Soviet authorities for further information, particularly during the recent exchange of visits between the United Kingdom chemical defence establishment, Porton Down and the Soviet military chemical facility at Shikhany. No further clarification has been forthcoming.

Conventional Forces (Inspection)

Mr. Wilson : To ask the Secretary of State for Foreign and Commonwealth Affairs what information he has on changes in Soviet policy in the last nine months on short-notice challenge on-site inspection of conventional forces.

Mr. Waldegrave : On several occasions this year Soviet spokesmen have stressed the importance of adequate verification arrangements including on-site challenge inspection, to accompany agreed reductions in conventional forces. These points echo what the Alliance has been

saying for years. The Soviet Union has also availed itself of the on-site inpection provisions of the Stockholm document three times during the last nine months and has itself been inspected on three occasions, once by the United Kingdom in April.

Test Ban

Mr. Wilson : To ask the Secretary of State for Foreign and Commonwealth Affairs what changes in United Kingdom policy on a comprehensive test ban occurred between the publication of the "Statement on the Defence Estimates 1987" and the publication of the "Statement on the Defence Estimates 1988."

Mr. Waldegrave : The sections of the 1987 and 1988 statements on the Defence Estimates dealing with a comprehensive test ban represent the same policy expressed in different terms. Both express support for a step-by- step approach ; both recognise that a comprehensive test ban is a long-term goal ; and both note that important verification difficulties remain to be resolved. We also recognise that the security of the United Kingdom will depend for the foreseeable future on deterrence based, in part, on the possession of nuclear weapons. That means a continuing requirement to conduct underground nuclear tests to ensure that our nuclear weapons remain effective and up to date.

United Kingdom Nationals (EC)

Mr. Teddy Taylor : To ask the Secretary of State for Foreign and Commonwealth Affairs (1) how many United Kingdom nationals are employed by the European Economic Community Commission in Brussels ; and if he will initiate inquiries into the number of such persons in the administrative and manual grades who retire before normal retirement age on grounds of invalidity ;

(2) if he will raise at the Council of Ministers the circumstances under which persons leaving the European Economic Community's employment can be classified as invalids for pension purposes ; how many administrative and manual grade leavers have been so classified over each of the last five years ; and if he will make a statement.

Mrs. Chalker : There are around 1,000 United Kingdom nationals employed in the EC Commission in Brussels. We have long pressed the Commission to put forward proposals to rectify the situation concerning invalidity pensions and will continue to do so.

South Africa (Military Service)

Mr. Alton : To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the South African authorities about the case of Mr. Charles Bester, an 18-year-old Anglican, sentenced last week to six years in jail following his conscientious objection to joining the South African armed forces.

Mrs. Chalker : We understand why some young South Africans choose to refuse to do military service, and respect the sincerity of their views. Such decisions are a matter for the individuals concerned. We have no locus to intervene.

Falklands Islands (Geneva Meeting)

Mr. Foulkes : To ask the Secretary of State for Foreign and Commonwealth Affairs what subjects were discussed

at the meeting in Geneva between Sir Crispin Tichell and Sr. Dante Caputo ; what was the outcome of the discussions ; what was the basis and outcome of the discussions on the Falklands ; and if he will make a statement.

Mr. Eggar : Our permanent representative at the United Nations was asked to call by Dr. Caputo in his capacity as President of the United Nations General Assembly. They covered a range of United Nations business. The opportunity was naturally taken to discuss issues of common concern.

Persian Gulf (Royal Naval Presence)

Mr. Anderson : To ask the Secretary of State for Foreign and Commonwealth Affairs what is his policy on the progressive reduction of the British naval presence in the Gulf following the ending of hostilities between Iran and Iraq.

Mr. Waldegrave : As my right hon. Friend the Prime Minister has made clear since the ceasefire came into effect, Royal Navy ships will remain in international waters in the Gulf so long as we judge that there is a job to be done in upholding freedom of navigation there.

Khmer Rouge

Mr. Mullin : To ask the Secretary of State for Foreign and Commonwealth Affairs if an entry visa has been granted within the last 12 months to any official of the Khmer Rouge or his or her family.

Mr. Eggar : No such visas have been granted.

Madame Ieng Thirith

Mr. Mullin : To ask the Secretary of State for Foreign and Commonwealth Affairs what application for a visa has been received within the last three years from Madame Ieng Thirith or any members of her family ; and what action was taken.

Mr. Eggar : There is no record of any application for a visa from Madame Ieng Thirith or any members of her family.

Official Secrets

Mr. Teddy Taylor : To ask the Secretary of State for Foreign and Commonwealth Affairs if, pursuant to his reply to the hon. Member for Aldridge-Brownhills (Mr. Shepherd) of 13 December, Official Report, column 490, he will publish a list of the international organisations which provided information classified as confidential in the past 12-month period for which figures are available.
