It is unfortunate, in view of all this, that the water authorities set a deadline of 31 March 1989, a date which has already passed, to enable employees to transfer to their scheme with pension rights safeguarded. They now say that they will not guarantee the transfer with all qualifying service as of right--that is, transfer on a year-to-year basis of pension payments. They will not say how much and on what terms previous service will count in pension assessment. In view of that, is there any hope that at this very late stage the Government will consider extending the 31 March deadline? This is another of the amendments by which we would like to make absolutely certain that the present and future well-being of employees is enshrined in the legislation, particularly when it comes to safeguarding the pension rights of people who have been, are and will be employed in the water industry. It is for this reason that we tabled the amendment.
