clinico-pathology, transmission experiments using a number of animal species, chemical pathology, genetics and semen collection. The cost of this work in 1988-89 was £764,000.5. Mr. Ted Leadbitter : To ask the Chancellor of the Exchequer what is his target rate of inflation for 12 months' time ; and if he will make a statement.
Mr. Lilley : The FSBR forecast that the inflation rate as measured by the RPI would be down to 4 per cent. by the second quarter of 1990.

Mr. Lilley : Only Canada treats owner-occupier housing costs in its measure of consumer price inflation in a similar way to the UK. The overall inflation rate in Canada is currently below that in the UK.

Mr. Lilley The 1989 FSBR forecasts that inflation will be 5 per cent. in the fourth quarter of 1989.
52. Mr. McAllion : To ask the Chancellor of the Exchequer, what is his target rate of inflation for April 1990 ; and if he will make a statement.
Mr. Lilley : The Government do not set specific short-term targets for the rate of inflation. Tight monetary policy will ensure that inflation moderates from its current level. My right Hon. Friend forecast in his Budget statement that the RPI inflation rate would be 5 per cent. in the fourth quarter of 1989, and 4 per cent. in the second quarter of 1990.

Mr. Lilley : The total public sector debt repayment in 1987-88 and 1988-89 was £17.8 billion. As my right hon. Friend the Chancellor of the Exchequer said in his Budget statement, this is expected to reduce net debt interest costs by over £1.5 billion a year.

Mr. Major : The net real rate of return for non-North sea industrial and commercial companies was estimated in the Financial Statement and Budget Report to have risen in 1988 to almost 11 per cent., its highest level for over 20 years.

Mr. Major : The 1989 Financial Statement and Budget Report gave a figure of 39 per cent. for the ratio of general Government expenditure (excluding privatisation proceeds) to gross domestic product in 1988-89. The corresponding figure for 1982-83 was 46 per cent.

45. Mr. Knox : To ask the Chancellor of the Exchequer what effect current interest rates are having on the balance of trade.
Mr. Major : The current level of interest rates is designed to slow the growth of domestic demand. The effects of this tighter monetary policy are already apparent in, for example, recent figures for MO, retail sales and the housing market. In time, the current account deficit will also start to narrow.
43. Mr. Hunter : To ask the Chancellor of the Exchequer if he will make a further statement on the United Kingdom's current trade deficit.
Mr. Major : The present trade deficit has primarily reflected the strength of domestic demand, particularly investment. The Government responded appropriately by tightening monetary policy and the effects of this are already apparent--for example, in recent figures for MO, retail sales and the housing market. As the growth of domestic demand slows, so the monthly current account and trade deficits are expected to fall.
