Brazil's deforestation rate for all closed forest and open woodland was 2.32 million hectares or 0.5 per cent. per year. The Brazilian rate has increased during the 1980s but I am not aware of any agreed figures relating to rain forest alone.

TRADE AND INDUSTRY

Departmental Property

Mr. Cousins : To ask the Chancellor of the Duchy of Lancaster if he will list the property costs, including rent, asset replacement and rates, of his Department in total, in each standard both in total per square foot for each year since 1983.

Mr. Forth : Information in the form requested is not available except at disproportionate cost. However, the Department has paid the PSA for accommodation and services under the property repayment system (PRS) since 1 April 1984. Under these arrangements, annual charges for the accommodation occupied have been as follows :

Departmental Plant and Equipment

Mr. Cousins : To ask the Chancellor of the Duchy of Lancaster when the last revaluation of plant and equipment employed by his Department was carried out ; and what plant and equipment asset replacement charges are incurred by his Department.

Mr. Forth : The Department follows standard civil service accountancy practices which enable Parliament to be satisfied that amounts of cash voted to be spent on certain activities have been so spent. Where assets such as plant and equipment are used in connection with fee-earning services, their written down value is recorded annually in memorandum trading accounts. Proposed expenditure on replacements is reflected in the annual estimates submitted to Parliament.

PRIME MINISTER

British Intelligence (History)

Mr. Dalyell : To ask the Prime Minister, pursuant to her answer of 11 April, Official Report, column 442, what forms of publication of Sir Michael Howard's volume on the history of British intelligence are being considered.

The Prime Minister : Publication will be in the series of official histories of British intelligence in the second world war, of which volumes I to III have already been published.

President Ortega

Mr. Mullin : To ask the Prime Minister what consultations took place with the United States Government prior to her recent meeting with President Ortega of Nicaragua.

The Prime Minister : We have regular consultations with the United States Administration on a wide range of topics, including central America.

Nicaragua and Nigeria

Mr. Mullin : To ask the Prime Minister (1) if, during her recent meetings with (a) the President of Nicaragua and (b) the President of Nigeria, she raised the need to reduce the size of their respective armed forces ;

(2) if she discussed human rights in their respective countries with (a) the president of Nicaragua and (b) the president of Nigeria during their visits last week ;

(3) if she discussed democracy in their respective countries with (a) the president of Nicaragua and (b) the president of Nigeria during their visits last week.


Column 24

The Prime Minister : President Ortega of Nicaragua was in the United Kingdom during a European tour to seek support for his actions following the commitments he made in the Esquipulas II and subsequent agreements in the central American peace process. The subjects of democracy, the rights of the opposition and the need to reduce the size of the armed forces were in consequence discussed extensively during my meeting with him.

President Babangida of Nigeria is in the United Kingdom on a state visit. My meeting with him focused on United Kingdom-Nigerian relations, economic matters and regional issues. In addition, I discussed with him the transition process towards civilian rule now under way in Nigeria.

Mr. Bernard Ingham

Mr. Alan Williams : To ask the Prime Minister if she will list in the Official Report all the posts which come within the authority of Mr. Bernard Ingham as head of the Government information service.

The Prime Minister : The Head of the Government Information Service is responsible for the information officer management unit, comprising eight staff headed at grade 5. His wider duties in relation to the staff of the Government information service were set out in my answer to the hon. Member for Linlithgow (Mr. Dalyell) on 7 March at column 483.

Overseas Aid (Malaysia)

Mr. Rogers : To ask the Prime Minister what was the content of the exchanges that took place between the British and Malaysian Governments over a new overseas aid package, preceeding the signing of the memorandum of understanding on arms sales in September 1988.

The Prime Minister : There are continuous exchanges between the British and Malaysian Governments on aid, including offers of support for projects under the aid and trade provision. The Malaysian Government are well aware from these exchanges that we continue to be willing to support eligible projects from this source.

Mr. Rogers : To ask the Prime Minister (1) if she will place in the Library the memorandum of understanding and letters between the Governments of the United Kingdom and Malaysia relating to an overseas aid package discussed in the autumn of 1988 ;

(2) what principles guided her discussions with the Malaysian Government prior to signing an agreement on an overseas aid package.


Column 25

The Prime Minister : There is no memorandum of understanding between the British and Malaysian Governments on aid ; offers of support are made for specific projects on a case-by-case basis.

Malaysian State Airline

Mr. Rogers : To ask the Prime Minister on what basis she intervened to secure the Malaysian state airline, MAS, additional landing rights in Britain earlier in the current year.

The Prime Minister : The recent air services negotiations with the Malaysian Government were conducted by officials of the Department of Transport under the authority of my right hon. Friend the Secretary of State for Transport.

Mr. Rogers : To ask the Prime Minister what were the compensation terms offered to British Airways for its agreement to increased landing rights for the Malaysian state airline, MAS.

The Prime Minister : As is normal in air services negotiations, the agreement with Malaysia was based on a broadly balanced package of opportunities for the airlines of both countries. British Airways has the opportunity to operate additional services between the United Kingdom and Malaysia and to work together with MAS to develop traffic on the route.

Arms Deal (Malaysia)

Mr. Rogers : To ask the Prime Minister what risk has been created for the British Exchequer by the underwriting of the Malaysian arms deal by Government agencies ; and if she will list the risk underwritten by each and every agency.

The Prime Minister : To the extent that ECGD becomes involved in supporting arms sales to Malaysia it will do so on the basis of its normal approach to the risks involved and its financial objective of operating its credit insurance schemes at no net cost to public funds. No other Government agencies will be involved in underwriting risks in connection with this business.

Tornado Aircraft (Malaysia)

Mr. Rogers : To ask the Prime Minister (1) over what period of time the payment for the Tornado aircraft, supplied to the Malaysian Government, is to be spread as specified in the memorandum of understanding signed in September 1988 ;

(2) why Tornado aircraft were sold to the Royal Malaysian air force at a unit cost of almost £40 million ; and what is the unit price for the same aircraft purchased by the RAF ;

(3) what knowledge she has of commissions paid in connection with the sale of Tornado aircraft to the Malaysian Government to (a) Prime Minister Maliativ Mohammed's Umno Barv party, (b) the Sultan of Johore, (c) the Sultan of Pahang and (d) to the ruler of Negri Sembilan.

The Prime Minister : Contracts have not yet been signed for the sale of Tornados to the Royal Malaysian Air Force. Such contracts would in any event be subject to commercial confidentiality.

SCOTLAND

Health and Social Services (Expenditure)

Mr. Robin Cook : To ask the Secretary of State for Scotland if he will give for each year since 1979 the total health and personal social services (a) current expenditure (gross) and (b) capital expenditure (net) ; and if he will give those totals adjusted by the HCHS pay and price deflator.

Mr. Michael Forsyth : The information in the format requested is not fully available. As I have already indicated to the hon. Member in my letter of 30 March 1988, there is no index which relates to the movement of pay and prices within the Health Service in Scotland. The Department of Health maintains indices for pay and price movements in England but the composition of expenditure on hospital and community health services in Scotland--particularly the proportions accounted for by the various categories of staff costs--differs from that in England.

BMA (Negotiations)

Mr. Kirkwood : To ask the Secretary of State for Scotland who from his Department attended the negotiations between the Secretary of State for Health and the British Medical Association, the outcome of which was announced on 5 May.

Mr. Michael Forsyth : Appropriate officials.

Health Care (Rural Areas)

Mr. Kirkwood : To ask the Secretary of State for Scotland if he will make a statement on his current plans to safeguard the provision of health care in rural areas.

Mr. Michael Forsyth : The proposals in the Scottish new contract, published on 12 April (copies of which are available in the Library) were devised to take account of the special circumstances of Scottish doctors, and in particular those who practise in the less-populated areas.

These proposals, which are reflected in the agreement announced by my right hon. Friend the Secretary of State for Health on 5 May, have been accepted by the profession's negotiators. This will ensure that patients in rural areas not only continue to receive the present high standards of health care, but will also be able to take advantage of the additional services which their GPs are encouraged to provide under the new arrangements.

GPs (List Sizes)

Mr. Kirkwood : To ask the Secretary of State for Scotland what is the average general practitioner's list size that he is aiming to create if the proposals for Health Service reforms are implemented.

Mr. Michael Forsyth : The Government's proposals for Health Service reforms are not intended to create a national average list size for general medical practitioners in Scotland.

NHS Reform

Mr. Kirkwood : To ask the Secretary of State for Scotland if he will introduce in Scotland pilot schemes to test the proposed Health Service reforms before full implementation.

Mr. Michael Forsyth : I shall be looking for progress on implementing some aspects of the White Paper "Working for Patients" (Cm 555), notably medical audit, to be made as quickly as possible. On other aspects, for example, self-governing hospitals and GP practice budgets, the pace will be influenced by the voluntary nature of the processes.

Asbestos Burning (Edinburgh)

Mr. Nigel Griffiths : To ask the Secretary of State for Scotland what steps he has taken to monitor the effects on patients and staff at Liberton and Southfield hospitals as a result of the burning of asbestos at the protein fractionation centre in south Edinburgh.

Mr. Michael Forsyth : There is no evidence that the incineration of filters containing asbestos emitted harmful asbestos fibres. The protein fractionation centre, in conjunction with the Health and Safety Executive, is carefully examing the incineration procedure which was used until February. When the results of this examination are complete, it will be possible to assess whether there is a requirement to monitor the health of patients and staff at the local hospitals.

Mr. Nigel Griffiths : To ask the Secretary of State for Scotland how much material containing asbestos was burnt at Edinburgh's protein fractionation centre from 1979 ; and what steps were taken to evaluate the risk involved prior to the decision to incinerate materials.

Mr. Michael Forsyth : The filters incinerated between 1979 and February 1989 (when incineration ceased) weighed about 15,500 kg and contained about 5,000 kg of asbestos. The protein fractionation centre has used asbestos filters in the manufacturing process for blood products since 1975. Used filters may contain

potentially-harmful viral material and it is essential that the method of disposal effectively eliminates any hazards. In 1975, high temperature incineration in a multi-stage incinerator was adopted as the safest method of disposal of these and other

biologically contaminated materials. This decision was taken in the wake of the serious hepatitis outbreak in Edinburgh (1969-71) and the recommendations of the subsequent Rosenheim report (1972) and was also supported by the local authority department of environmental health. In 1978 the World Health Organisation (WHO) promulgated the requirement that biological waste of this type must be incinerated or autoclaved.

Brewing Industry

Mr. Home Robertson : To ask the Secretary of State for Scotland, if he has any plans to review relevant landlord and tenant legislation in Scotland in the light of the proposals of the Monopolies and Mergers Commission for changes in the control of public houses by the brewing industry.

Lord James Douglas-Hamilton : While the Landlord and Tenant Acts of 1927 and 1954 do not extend to Scotland, I am considering the implications for Scotland of the relevant proposals in the Monopolies and Mergers Commission report on the supply of beer (Cm 651) in consultation with my right hon. and noble Friend the Secretary of State for Trade and Industry.

Mathematics (Northern College)

Mr. McLeish : To ask the Secretary of State for Scotland what instructions were given to the research team at Northern college dealing with the assessment of advancement programme on second round mathematics as to whether it could discuss with anyone the design and conduct of the 1988 research.

Mr. Michael Forsyth : The contract with the Northern college is covered by the standard conditions governing the award of grants for projects in the assessment of achievement programme. The design and conduct of the 1988 assessment of achievement programme mathematics project was discussed with the project's steering committee and with the assessment of achievement programme central support unit at the Scottish Council for Research in Education. The research team described their work at the annual conference of the Scottish Educational Research Association in 1988.

Mr. McLeish : To ask the Secretary of State for Scotland (1) whether pupils in grant-aided schools were (a) tested in 1983 and (b) included by Northern college in the assessment of achievement programme 1988 sample survey of second round mathematics ; (2) what discussions took place involving the steering group responsible for the research programme covered by the Northern college on changes in performance at P4 and P7 between 1983 and 1988 before the interim report was requested.

Advertising

Mr. Gordon Brown : To ask the Secretary of State for Scotland if he will publish in the Official Report his estimate of the sum to be spent on Scottish Office advertising in the coming year 1989-90.

Mr. Rifkind : I refer the hon. Member to my reply to the hon. Member for Glasgow, Garscadden (Mr. Dewar) on 15 March 1989, at column 226.

Smoking (Children)

Mr. Home Robertson : To ask the Secretary of State for Scotland if he will give an estimate of the proportion of children in Scotland who smoke ; and what information he has on comparable figures for other parts of the United Kingdom.

Mr. Michael Forsyth : In 1986 the Office of Population Censuses and Surveys carried out, on behalf of the Health Departments, a third national survey of smoking among secondary school children (the 11-15 age group). Twelve per cent. of sampled pupils in Scotland said that they smoked regularly (at least one a week) and 5 per cent. occasionally (less than one a week). The equivalent figures for England and Wales were 10 per cent. and 5 per cent.

Mr. Home Robertson : To ask the Secretary of State for Scotland what initiatives are being taken in Scotland to discourage young people from smoking following the Prime Minister's announcement on 25 January of a £2 million per year campaign to reduce the number of children who smoke over the next four years.


Column 30

Mr. Michael Forsyth : The announcement of 25 January referred to a five-year teenage anti-smoking campaign for England and Wales funded by the Department of Health and Health Education Authority. In Scotland the Scottish health education group will spend some £280,000 on anti- smoking material and campaigns during the current financial year. The Scottish Committee for Action on Smoking and Health will receive grant-in- aid of £40,000 in 1989-90. Both organisations undertake anti-smoking initiatives directed at the young.

Drinking Water

Mr. Wray : To ask the Secretary of State for Scotland who is responsible for the collection of information about (a) lead, (b) nitrates, and (c) other toxic chemicals in drinking water is Scotland ; and what are the penalties for not properly discharging such responsibilities.

Lord James Douglas-Hamilton : Responsibility for the quality of public drinking water and related matters lies with the water authorities, the regional and islands councils. The district and islands councils carry out this function in relation to private water supplies. EC directive 80/778/EEC, the drinking water directive, requires regular monitoring of the quality of water intended for human consumption including the presence of lead, nitrates and other toxic substances. There are no specific penalties for failure to discharge these responsibilities.

The Water Bill now before Parliament provides for regulations to be made which will define the duties of the water authorities, including monitoring and recording the quality of drinking water and making the information publicly available. Regulations are now being prepared for consultation.

NHS Reform

Mr. Kirkwood : To ask the Secretary of State for Scotland if he will make a statement on the status of the Government's detailed proposals for changes to the

general practitioners' terms of service and remunerations system in Scotland, in light of the agreement between the Secretary of State for Health and the British Medical Association announced on 5 May.

Mr. Michael Forsyth : The agreement announced on 5 May was the outcome of negotiations to which my right hon. and learned Friend was party. I have welcomed it as dealing with all the major outstanding issues on the basis of the proposals I made to Scottish doctors on 12 April.

Mr. Kirkwood : To ask the Secretary of State for Scotland whether the decision announced on 5 May by the Secretary of State for Health that rural practices would be taken out of negotiations with the British Medical Association and referred to the central advisory committee on rural practice payments supersedes the announcements on rural practices contained in the new contract document published by his Department.

Mr. Michael Forsyth : No. The central advisory committee's remit does not extend to Scotland. The Scottish rural practices fund committee has kept the equivalent Scottish scheme under regular review and that will continue to be the case. The new contract issued by the Scottish Home and Health Department makes it clear that the Government consider that payments from the fund are well targeted to meet the needs of rural doctors in Scotland.


Column 32

Road Improvements

Mr. Bill Walker : To ask the Secretary of State for Scotland how many road improvements have been carried out in Scotland between May 1979 to April 1989 ; where these projects were undertaken ; what was the source of the funding ; how many new products are planned at present ; and what is the total value of each project completed, in progress and planned.

Lord James Douglas-Hamilton [holding answer 9 May 1989] : Information on trunk road schemes costing over £1 million is given in the following tables. Costs have not been provided for planned starts on an individual basis as these will vary depending on a scheme's actual year of start and other factors, but the total value of planned starts is estimated to be around £1,200 million. In addition to the schemes listed, a substantial number of schemes costing less than £1 million have been completed (to the value of approximately £70 million), are in progress or planned. On a small proportion of these a private sector contribution was made or is a possibility. It would require disproportionate effort to list all minor schemes completed since May 1979, in progress and planned.

In the same period some £1,097 million has been spent on new construction and improvement, including structural maintenance, of local roads (this total includes a provisional figure for 1987-88 and an estimate for 1988-89). Information on specific local schemes is not held centrally. Provision for the current and two following years is planned to be about £140 million in each year.

Companies (Jobs)

Mr. Wigley : To ask the Secretary of State for Wales on how many occasions since June 1987 he has intervened when companies operating in Wales have been bought up by companies from outside Wales, leading to a transfer of jobs away from Wales ; and under which powers he acted in each case.

Mr. Peter Walker : My Department is consulted by the Office of Fair Trading about merger cases that are being considered under the provisions of the 1973 Fair Trading Act and which involve companies that have an interest in Wales. Since June 1987 substantive representations have been made in relation to six cases so far as is known none resulted in a move of jobs from Wales.
