Immigration

Mr. Max Madden (Bradford, West) : On a point of order, Madam Deputy Speaker. I wish to raise what I regard as a most serious matter. A document prepared by the head of the immigration and nationality department of the Home Office has been leaked. By arranging an early morning debate on DNA and immigration rule changes, the Government are, according to the leaked Home Office report, seeking to avoid "two separate rows about immigration issues in quick succession". Although in his statement last Wednesday the Home Secretary implied that no decision had been taken about the funding of a centrally organised DNA scheme, the document also makes it clear that the Government have made a decision about how they intend to fund a centrally organised DNA scheme. They will do so by a flat-rate increase across all the entry clearance applications. The document also makes it clear that the Government do not intend to allow the House of Commons-- [Interruption.]
