Tenants' Choice

Mr. Cartwright : To ask the Secretary of State for the Environment how many (a) private landlords, (b) housing associations and (c) tenants' organisations have applied for registration under the tenants' choice provisions of the Housing Act 1988 in the Greater London area ; and how many in each category have been approved.

Mr. Chope [holding answer 26 July 1989] : The Housing Corporation has the responsibility to consider applications for tenants' choice landlord approval. I have asked the corporation to reply to the hon. Member.

Valuation and Community Charge Tribunals

Mr. Lewis : To ask the Secretary of State for the Environment if he will change the title of the Manchester North and Manchester South valuation and community charge tribunals as suggested in resolutions from the inaugural meetings of those bodies.

Mr. David Hunt [holding answer 26 July 1989] : No.

City Grants

Mr. Redmond : To ask the Secretary of State for the Environment if he will give the value of city grants made to authorities in the Yorkshire and Humberside region and outline their applications ; and if he will make a statement.

Mr. Moynihan [holding answer 26 July 1989] : Eight city grants totalling just over £2 million have been approved for developers undertaking projects within the Yorkshire and Humberside region. The projects will make an important contribution to the economies of the local authorities in which they are located by providing jobs, houses, offices and retail and industrial units.

Bitumen Emulsifiers

Mr. Barry Field : To ask the Secretary of State for the Environment what is the latest estimate of hydrocarbons that evaporate from bitumen emulsifiers.

Mrs. Virginia Bottomley [holding answer 26 July 1989] : I refer my hon. Friend to the answer I gave to his question yesterday.

Building Contracts

Mr. McCrindle : To ask the Secretary of State for the Environment if he has been consulted over the development of model fair deal contracts between customers and contractors for building work ; and if he will make a statement.

Mr. Chope : This is a matter for the Director General of Fair Trading ; I shall ask him to write to my hon. Friend.

High Folds, Leigh (Land Reclamation)

Mr. Terry Lewis : To ask the Secretary of State for the Environment what was the total contribution from European Economic Community sources to the High Folds, Leigh land reclamation scheme.

Mr. Moynihan [holding answer 24 July 1989] : My right hon. Friend the Secretary of State for the Environment is not aware of any contributions having been made from the European regional development fund for the High Folds land reclamation scheme at Leigh.

Cash Incentive Schemes

Mr. Malins : To ask the Secretary of State for the Environment when he expects to answer the letter from the London borough of Croydon dated 23 May on the subject of cash incentive schemes under the Housing Act 1988.

Carbon Dioxide Emissions

Mr. Moss : To ask the Secretary of State for the Environment if there are any plans to introduce legislation to reduce CO emissions from vehicles ; and if he will make a statement.

Mrs. Virginia Bottomley [holding answer 24 July 1989] : I refer my hon. Friend to the reply given by the then Minister for Roads and Traffic in reply to the hon. Member for Lewisham, Deptford (Mrs. Ruddock) on 29 June 1989 at col. 132 .

Housing Action Trust, Southwark

Ms. Harman : To ask the Secretary of State for the Environment who will be entitled to vote in any ballot on the creation of a housing action trust in Southwark.

Mr. Chope [pursuant to the reply, 20 July 1989, c. 338] : The Housing Act 1988 makes each secure tenant, including each joint tenant, eligible for a vote in a ballot or poll on a proposal to designate an area as a HAT area. Regulations have today been laid before Parliament prescribing certain additional categories of local authority tenants of houses or flats who would be entitled to vote. These additional categories are long leaseholders, business tenants, tenants of licensed premises and tenants in tied accommodation. Joint tenants would each be entitled to their own vote.

Rate Support (Warwickshire)

Mr. Pawsey : To ask the Secretary of State for the Environment what is the amount of rate support paid by Warwickshire to assist other areas in each year since 1979; and if he will express this in a constituency form.

Mrs. Virginia Bottomley [holding answer 6 July 1989] : The table gives estimates of the amount by which grant for authorities in Warwickshire was affected by resource equalisation in each year from 1981- 82 to 1989-90. The introduction of the community charge will end these grant transfers.
