Family Credit

Mr. Thurnham : To ask the Secretary of State for Social Security how many family credit recipients there are in the Bolton area ; and how many family income support recipients there were.

Mrs. Gillian Shephard : At 7 July 1989 the number of families receiving family credit who, at the time their awards were made, were living in the area covered by the Bolton local social security office was 2,274. Information about family income supplement is not available on a local basis.

Pensions

Mr. John Greenway : To ask the Secretary of State for Social Security what is his estimate of the number of pensioners who are now receiving the enhanced pensioner premium introduced by his Department on 9 October.

Mrs. Gillian Shephard : We estimate that some 2.6 million pensioners will benefit from the changes to be introduced in October, of whom some 1.1 million will qualify for the new enhanced pensioner premium in income support and housing benefit for people aged 75-79.

Mr. Austin Mitchell : To ask the Secretary of State for Social Security whether he will publish in the Official Report, his best estimate of the number and proportion of (a) manual and (b) other workers covered by occupational pension schemes in the United Kingdom, France, Germany and Italy together with a table showing (i) the benefits available under state earnings-related pension and under the state schemes in the other three countries, and (ii) the amount distributed in state pensions annually, the current number of pensioners expressed as a percentage of the working population and the forecast for the years 2000 and beyond.

Mrs. Gillian Shephard : Information relating to the membership of occupational pension schemes in the United Kingdom, France, Italy and Germany is not held on a manual/non-manual basis.

For information relating to the benefits available under state earnings- related pensions and under the state schemes in France, Germany and Italy. I refer the hon. Member to the "Tables of Social Benefit in EC Member States", a copy of which is held in the Library. The tables are produced annually : the latest addition gives the position at 1 January 1988.

There is no common definition of a state pension scheme which holds good for all four countries and therefore comparisons of total spending are not meaningful.

It is not possible to compute the number of pensioners in the above countries as only the United Kingdom has a unified state pension scheme.

Pensioner Households

Mr. Wilson : To ask the Secretary of State for Social Security what representations he has received regarding the revised arrangements for providing a social security service on Skye and Raasay.

Mrs. Gillian Shephard : A number of representations have been received, the most recent in May 1989. The evidence to date shows that the revised arrangements are working extremely well.

Housing Benefit

Mr. Kirkwood : To ask the Secretary of State for Social Security when he expects to introduce the over-18 rate of housing benefit for under- 18s ; and if he will make a statement.

Mrs. Gillian Shephard : I refer the hon. Member to my hon. Friend the former Parliamentary Under-Secretary of State's reply to the hon. Member for Bradford, South (Mr. Cryer) on 4 July at column 141.

Income Support

Mr. Cryer : To ask the Secretary of State for Social Security how many NP1 forms on income support regarding applications for persons aged 75 years or over or 60 years or over and disabled have been distributed ; what organisations have received forms directly ; when the forms were first made available ; and if he will make a statement.

Mrs. Gillian Shephard : Approximately 5.7 million leaflets have been printed. All these leaflets have now been put out to the various outlets.

The first copies were sent out on 7 July. Complete distribution took about two weeks.

In addition, the Department is collaborating with Talking Newspaper on the production of an audio cassette, and with the Royal National Institute for the Blind on a Braille version.

Ms. Harman : To ask the Secretary of State for Social Security what (a) guidance and (b) training is given to staff asking 16 to 17-year-olds claiming income support questions on the nature of their estrangement from their parents.

Mrs. Gillian Shephard : The chief adjudication officer has issued guidance to staff on the issues, including estrangement, that need to be considered when deciding the entitlement of 16 and 17-year-olds to income support. Instructions on how this information should be obtained are contained in a circular to the income support manual. A video-based training package on the specific problems of interviewing young people has been given to all staff responsible for undertaking such work. This emphasises the need for tact and sensitivity when questioning a person from a vulnerable sector of the community.

Postal Voting

Mr. Hinchliffe : To ask the Secretary of State for Social Security if he will include a postal vote application from in pension or allowance books issued to elderly or disabled persons.

Mrs. Gillian Shephard : No, as this would entail considerable operational difficulties and additional costs.

Mrs. C. Peake

Mr. Frank Field : To ask the Secretary of State for Social Security when Mrs. C. Peake of 30 Union street, Birkenhead, will receive her payment, pursuant to his answer to the hon. Member for Swindon (Mr. Coombs) of 17 April, Official Report, column 57, concerning women affected by the Social Security Commissioner's decision of 28 February.

Mrs. Gillian Shephard : An order book at the revised higher rate was issued to Mrs. Peake on 20 July 1989, and a girocheque payment in respect of all arrears of widowed mothers' allowance was issued to her on 27 July 1989.

Pensioners (London Allowance)

Mr. Corbyn : To ask the Secretary of State for Social Security what representations he has received concerning the case for a London allowance for pensioners; and if he will make a statement.

Mrs. Gillian Shephard : Since 1 January 1989 we have received approximately five such representations.

Actively Seeking Work Test

Ms. Short : To ask the Secretary of State for Social Security if, in the light of the new test on actively seeking work, he has any plans to assess entitlement to unemployment benefit on a weekly rather than a daily basis.

Mrs. Gillian Shephard : Regulations provide for the new actively seeking work provision to operate with unemployment benefit assessed on a daily basis. We have no immediate plans to change to assessment on a weekly basis.

One-parent Families

Ms. Richardson : To ask the Secretary of State for Social Security (1) if he will publish an update of table 1.1 in the Green Paper, "Reform of Social Security", background papers volume 3, Cmnd. 9519 on the proportion of two and one-parent families separately, by working arrangements, in each quintile of income;

(2) if he will publish the latest figures of the number of one-parent families who are dependent on income support and part-time earnings;

(3) if he will publish the latest figures showing the number of one-parent families who are dependent on maintenance, by the type of one-parent family;

(4) if he will publish the latest figures showing the number of one-parent families claiming (a) family credit, (b) housing benefit and (c) both ;

(5) if he will publish the latest figures showing the total amount collected in maintenance payments for one-parent families who are claiming benefits, broken down into the amount collected by his Department and by claimants themselves.

Single Payments

Mr. William Ross : To ask the Secretary of State for Social Security whether the decision in the Carleton case in Northern Ireland has ever been used as a precedent to refuse a single payment in Great Britain.

Mrs. Gillian Shephard : I understand from the office of the chief adjudication officer that adjudication officers who are considering residual single payment claims for furniture and household equipment have been advised to take into account the decision of the Northern Ireland Court of Appeal in the Carleton case, to the extent that it was adopted by a tribunal of social security commissioners in a decision dated 26 June 1989.

Camberwell Social Security Office

Social Security Office (Southwark)

Ms. Harman : To ask the Secretary of State for Social Security whether the conversion of the Odeon site into a social security office in Southwark is on target for completion in February 1991.

Mrs. Gillian Shephard : Present indications are that the completion on conversion work at the Odeon site will extend beyond March 1991. In the meantime preparations are being made for the implementation of the operational strategy and other service improvements, arising from the relocation of backroom work, in the existing Camberwell office. Similar improvements are planned for the Peckham office on completion of the move to the Odeon site.

Labour Statistics

Mr. Squire : To ask the Secretary of State for Social Security how many children aged (a) under 16 years and (b) under 19 years lived in families where the head of the household is long-term unemployed at the latest date available.

Mrs. Gillian Shephard : I will write to my hon. Friend.

Personal Pensions

Mrs. Beckett : To ask the Secretary of State for Social Security what steps are being taken to ensure that members of personal pension schemes will be informed when they reach an age at which it would pay them to terminate their contributions to those schemes.

Mrs. Gillian Shephard : It is for an individual wishing to take out a personal pension to seek advice appropriate to his or her needs. In the case of personal pension schemes which are investments as defined in the Financial Services Act, persons regulated by bodies under that Act have a duty to provide best advice on such products. It is for the individual to make arrangements for obtaining any further advice which may be necessary in the light of changing circumstances.

Mrs. Beckett : To ask the Secretary of State for Social Security for each of the examples in tables P1 to P4 of the technical annex to the White Paper "Reform of Social Security", for how many years it would pay the person concerned to contribute to a personal pension or other money purchase scheme.

Spending Power

Ms. Mowlam : To ask the Secretary of State for Social Security if he will publish tables on spending power using the assumption in the answer to the hon. Member for Bradford, West (Mr. Madden) on 22 June 1988, Official Report, columns 571-575, but using expenditure and benefit figures appropriate for families in Langbaurgh, together with a column showing the extent of the differences resulting from the April changes.

They compare the post-reform position in April 1988 not with an actual pre-reform cash situation but with a hypothetical position which might have occurred, had the previous structure continued and been uprated on the assumptions in "Impact of the Reformed Structure of Income Related Benefits" (October 1987). In addition, it should be noted that although the comparisons are based on average local authority housing

charges in Langbaurgh, they do not necessarily reflect either the wide variety of rents and domestic rates that people in the borough actually pay or real families' circumstances and their housing arrangements. Finally, the comparisons take no account of the housing benefit transitional cash protection announced on 27 April.

Benefit Statistics (Stockton)

Mr. Frank Cook : To ask the Secretary of State for Social Security if he will publish tables using the assumptions in his answer to the hon. Member for Bradford, West (Mr. Madden) on 22 June 1988, Official Report, columns 575-80, but using expenditure and benefit figures appropriate for families in Stockton, together with a column showing the extent of the differences resulting from the April changes.

Mrs. Gillian Shephard : Pursuant to the holding answer of 17 May 1989, the information requested is set out in the tables. They compare the post-reform position in April 1988 not with an actual pre-reform cash situation but with a hypothetical position which might have occurred had the previous structure continued and been uprated on the assumptions in "Impact of the Reformed Structure of Income Related Benefits" (October 1987).

In addition, it should be noted that although the comparisons are based on average local authority housing charges in Stockton they do not necessarily reflect either the wide variety of rents and domestic rates that people in the borough actually pay or real families' circumstances and their housing arrangements. Finally, the comparisons take no account of the housing benefit transitional cash protection announced on 27 April.

Sir Ian Gilmour : To ask the Secretary of State for Social Security, further to his reply to the right hon. Member for Chesham and Amersham, 17 July, Official Report, columns 39-40, if he will publish estimates of expenditure on child additions paid with national insurance benefit in 1978 -79 and 1988-89.

Mrs. Gillian Shephard [holding answer 27 July 1989] : The value of the child additions paid with national insurance benefits in 1988 was approximately £130 million. A similar estimate for 1978 is not available.

Sir Ian Gilmour : To ask the Secretary of State for Social Security what is his latest esimate of the total numbers of (a) families and (b) persons dependent on income support, housing benefit or family credit ; and how the figures are likely to be affected by the community charge benefit.

Mrs. Gillian Shephard : Pursuant to the holding answer of 24 July 1989, on the basis of the readily available information for 1988, approximately 1illion families with children (including lone parent families) got at least some of their income from income support, family credit and/or housing benefit. The total number of men, women and children (including young persons aged under 19) getting some income from these sources was approximately 12 million. I will write to my right hon. Friend concerning the remaining part of his inquiry.

Vaccine Damage Payments

Mr. Ashley : To ask the Secretary of State for Social Security (1) pursuant to the answer to the right hon. Member for Stoke-on-Trent, South, Official Report, 6 July, column 245, when the details of the 1980 vaccine damage payments were destroyed ; who gave the authorisation for their destruction ; what are the normal arrangements for dealing with such information ; and if a summary was made of the information before it was destroyed ;

(2) pursuant to the answer to the right hon. Member for Stoke-on-Trent, South, Official Report, 6 July, column 245, if he will explain how some of the records for the 1981 and 1982 vaccine damage payments were lost ; and what further steps he is taking to find them.

Member about the arrangements under which the 1980 records were destroyed and about those for 1981 and 1982 which are missing. I am pleased to say, however, that we have been able to elicit from other sources all the information he requested. Details have been placed in the Library.
