Column 586
Ms. Short : To ask the Secretary of State for Employment for each of the Training Agency's areas within Greater London, Birmingham and Greater Manchester, what are the monthly statistics for each month since September 1988 for employment training showing (a) the number of trainees receiving employment training allowances, (b) the number of people receiving community programme wages, (c) the overall cumulative number of trainees in training for each month, and (d) the number of starts in each month with employment training training managers.

Ms. Short : To ask the Secretary of State for Employment when information from the comprehensive employment training leavers survey will be available ; and when a copy will be placed in the Library.
Mr. Nicholls : First questionnaires for the 100 per cent. follow-up survey of employment training leavers were sent out on 16 October. Information will be available later in the year.

Mr. Andrew F. Bennett : To ask the Secretary of State for Employment what criteria are used when setting the price to the public of Health and Safety Executive publications including the annual report ; and what has been the average profit yielded by these publications in each of the last five years.

Mr. Nicholls : In line with Her Majesty's Treasury rules, the Health and Safety Executive (HSE) operates a pricing policy which seeks to recover in full the costs of production. Information is not available for the last five years but the HSE has produced a memorandum trading account in each of the last three financial years as follows :

Mr. Powell : To ask the Secretary of State for Employment if he will list in the Official Report the estimate for the number of people in work in Great Britain for March in each year since 1970.
Mr. Nicholls : Estimates of the self-employed are based on the census of population and the labour force surveys. Prior to 1971 this information was obtained from the Department of Health and Social Security's sample of national insurance cards. The current surveys of work force in employment, including the self-employed, are therefore not comparable with data before 1971.

Mr. Wigley : To ask the Secretary of State for Employment whether the English tourist board and the English regional tourism authorities, will be empowered to market their areas within the whole of the European Community from 1992 onwards.
Mr. Nicholls : Under the Development of Tourism Act 1969, the English tourist board can engage in marketing activities outside the United Kingdom on behalf of the British Tourist Authority, but not otherwise. In practice,

the English tourist board does not engage in any marketing activity outside England. There are no plans to introduce any change to this position.The English regional tourist boards are independent, non-statutory organisations, and are therefore free to carry out marketing activities both inside and outside the United Kingdom.

Mrs. Mahon : To ask the Secretary of State for Employment what is the evidence on which he based his assertions in the wages councils 1988 consultative document that the decline in youth unemployment is a direct result of young persons' removal from wages councils remit in 1986.
Mr. Nicholls : There were indications from employers that their freedom to offer jobs at rates they could afford had resulted in the engagement of young people who would not otherwise have been recruited. It follows that this has contributed to the decrease in youth unemployment.
