Mr. Bowis : To ask the Secretary of State for Health if it is his intention to support general practitioners' efforts to meet immunisation and screening targets by conducting a public information and education campaign.
Mrs. Virginia Bottomley [holding answer 6 November 1989] : The Department is preparing, with the Health Education Authority, an information and education campaign on immunisation. We hope that this will be launched in 1990 and will be aimed both at professionals and the public.

The improvements which we have asked health authorities to make to their cervical cancer screening programmes will lead to a more systematic approach to screening and increased coverage of the population. The routine invitations generated by the call and recall programme will inform women of the need for regular screening. In addition, the Health Education Authority has produced a leaflet, "The Cervical Smear Test : Why You Need It", which health authorities and family practitioner committees can enclose with invitation letters to women, and has issued guidelines on the points which should be covered in the invitation letter. We take every opportunity to encourage representatives of women's organisations to inform their members about the value of both the cervical and breast screening programmes.Mr. Bowis : To ask the Secretary of State for Education and Science if he will give the latest figures for absenteeism among teachers by local education authority and sector.
Mr. Alan Howarth : The employment and deployment of teachers is a matter for LEAs. This information is not collected by the Department.
Ms. Walley : To ask the Secretary of State for Education and Science if he will immediately reconvene the physical education curriculum group.
Mrs. Rumbold : My right hon. Friend the former Secretary of State announced in January 1989 that arrangements for considering the content of guidelines for physical education in the national curriculum would be set

up by June 1990. I hope to be able to announce shortly the form these arrangements will take and the associated timetable.Ms. Walley : To ask the Secretary of State for Education and Science what plans he has to rescind rule 909 and halt the sale of school playing fields.
Mr. Alan Howarth : The law places upon education authorities a duty to provide school playing fields in accordance with standards prescribed by the Education (School Premises) Regulations 1981, Statutory Instrument No. 909. Local education authorities are free to dispose of any surplus if they wish, and this is not a matter in which my hon. Friend can intervene.
Mr. Redmond : To ask the Secretary of State for Education and Science (1) what research is being carried out into earthquakes occurring in the United Kingdom ;
(2) if he will list by location and date the number of earthquakes that have been recorded during the last 10 years ; what damage was recorded ; on what seismographic scale ; and what research is being carried out by his Department into earthquakes.
Mr. Jackson : Research into earthquakes in the United Kingdom is carried out by the British Geological Survey, which is funded from the Department's grant to the Natural Environment Research Council. Specialist scientists, based at over 80 sites in the country, monitor current seismic activity. They also research historical records to identify the recurrence rate of the larger earthquakes.
The following list sets out the information requested for all earthquakes recorded in the United Kingdom over the last 10 years, having a magnitude of 2.5 or more on the Richter scale.

Mr. Murphy : To ask the Secretary of State for Education and Science how many applications for the award of qualified teacher status had been received by the Department of Education and Science under form P6 (5) at 30 September from European Community nationals ; how many applications have been approved ; and if he will make a statement.
Mr. Alan Howarth : At 30 September, 88 applications for the award of qualified teacher status from European Community nationals had been received. All were approved.
Mr. Murphy : To ask the Secretary of State for Education and Science how many lecturers in maintained further education are female hourly paid part-time employees.
Mr. Jackson : Information held centrally provides only the full-time equivalent of part-time further education lecturers (not their number), nor are there separate figures for men and women. However, the total full-time

equivalents of hourly paid part-time lecturers employed by local education authorities in England in January 1989 was 20,243.Mr. Murphy : To ask the Secretary of State for Education and Science what proportion of the publicly funded PCFC recurrent budget for 1989-90 is allocated at institutional level to the gross salaries, subsidised housing and fringe benefits of the chief executives of each higher education corporation, and if he will make a statement.
Mr. Jackson : As I told the hon. Member in reply to his question of 22 May at column 369, the Department collects information on the gross salaries of individual directors and principals of PCFC sector institutions for the purposes of the teachers' superannuation scheme, but the release of this information would be incompatible with the requirements of the Data Protection Act 1984. Information on subsidised housing and other fringe benefits for the directors and principals is not collected centrally.

Mr. Murphy : To ask the Secretary of State for Education and Science what were the gross salaries of the principals of each of the public sector higher education institutions to incorporation on 1 April.
Mr. Jackson : I refer the hon. Member to the reply that I gave him on 22 May 1989 at column 369.
Mr. Murphy : To ask the Secretary of State for Education and Science how many applications for the award of licensed teachers under form P6(1) had been received by the Department of Education and Science at 30 September ; from whom the applications had been received ; and how many have been granted.
Mr. Alan Howarth : Seven applications for licences had been received at 30 September. All were from Hertfordshire local education authority and all were granted.
Mr. Morley : To ask the Secretary of State for Education and Science what account he has taken of Her Majesty's inspector's observations about the effective use of his Department's expenditure as recorded in paragraph 71 of Her Majesty's inspector's report "The Lower Attaining Pupils Programme 1982-88" ; and if he will make a statement.
Mr. Alan Howarth : My right hon. Friend welcomes Her Majesty's inspectorate's report on the lower attaining

pupils programme (LAPP). He attaches great importance to the monitoring and evaluation of the programmes within his Department's remit, and has noted carefully the observations made by the inspectorate about the monitoring of the LAPP. The lessons learnt from that programme are reflected in the procedures for the monitoring and evaluation of his current specific grant programmes, education support grants and the LEA training grants scheme.Mr. Vaz : To ask the Secretary of State for Education and Science what representations he has received regarding further education book provision ; and if he will make a statement on provision for the next academic year.
Mr. Jackson : My right hon. Friend is aware of representations made by the Publishers Association specifically about book provision in further education. My right hon. Friend the Secretary of State for the Environment announced proposals for the distribution of local authority total standard spending for 1990-91 on6 November. The education share of that total allows for increased spending on books and equipment in further education relative to that assumed in the comparable total for 1989-90. The actual deployment of education funding is, however, for individual LEAs and colleges to determine. The introduction of local management of colleges under the Education Reform Act will give colleges greater discretion to deploy available resources in line with their own priorities, and so to increase spending on books where they judge that appropriate.

Mr. Straw : To ask the Secretary of State for Education and Science (1) if he will list in the Official Report tables showing (a) the total amount bid for schools' capital expenditure by local education authorities, (b) the total amount allocated by his Department, and (c) the percentage of (b) over (a), broken down by (i) county and voluntary controlled schools, (ii) voluntary aided schools and (iii) all maintained schools, for each financial year from 1974-75, and in constant and current prices, and showing the percentage of each year's allocation represented by (1) basic needs and (2) reorganisations ;
(2) if he will list in the Official Report tables showing the capital allocation for each local education authority in England made by his Department for capital expenditure for (a) county and voluntary controlled schools, (b) voluntary aided schools and (c) all maintained schools, the amount of the bid in respect of each such allocation, and the percentage which each allocation bears to its respective bid, in current prices and in constant prices for each year from 1984-85 to 1989-90.
Mr. MacGregor [holding answer 30 October 1989] : Not all the information is available in the form requested. Each year my Department announces the level of allocations to LEAs for capital expenditure on schools and colleges.

Allocations for county and voluntary controlled schools are unhypothecated which means that specific amounts for basic need or school reorganisations are not indicated. It is therefore for each LEA to decide how its allocation should be used and LEAs can also look to receipts and to other flexibility available under the capital control system when determining their level of expenditure on education. For the years before 1984-85 the Department does not hold separate figures in respect of allocations for schools, but only combined figures for schools and further and higher education. Table A therefore shows LEA plans for expenditure on schools and colleges, the allocations given and the percentage which each allocation bears to the respective plans for the years 1981-82 to 1989-90. Prior to 1981-82, local education authorities did not receive block allocations, but were notified annually in the context of a rolling programme, of a limit on the value of building starts in the following year. The Department provides grant-aid for capital projects undertaken by the governors of voluntary aided schools, and table B shows LEA plans for such expenditure and the allocation given. Since the allocations include sums for committed expenditure on projects from earlier years, in addition to projects which figure in LEAs' and governors' plans, a percentage comparison of the two is misleading.Following are the tables :
