Mr. Nicholls [holding answer 13 November 1989] : Records are kept on the basis for the standard financial year for accounting for Government expenditure, which runs from 1 April to 31 March. The Department of Employment Training Agency (ex-MSC, ex-Training Commission) spent the following on training schemes including special employment measures for the number of participants shown :

Expenditure figures shown are at cash prices. Figures for 1979-80 are taken from the appropriation accounts, and for 1988-89 are provisional and unaudited.
Number of "participants" is the number of people who entered training during the year. This includes a number of people who may have started for a second or subsequent time.

Mr. Paice : To ask the Secretary of State for Employment how many YTS places were available for employed status trainees in July 1987, 1988 and 1989 ; and how many of those places were filled by September of each year.
Mr. Nicholls [holding answer 13 November 1989] : YTS places are not allocated according to employment status. The total numbers of young people in training on YTS at the end of September 1987, 1988 and 1989 are given below together with the percentage with employed status.

Mr. Parry : To ask the Secretary of State for Employment what was the level of unemployment among construction industry workers in England and Wales at the latest date ; and if he will make a statement.
Mr. Nicholls : There is no analysis of the monthly unemployment count by occupation or industry. However, the labour force survey provides estimates of the previous industry category of unemployed people. The table shows the estimates of unemployed persons whose previous job was in the construction industry (as defined by ILO definitions), as estimated by the latest survey of 1988.

travel-to-work area was 66,636, compared with 106,825 in September 1984, a fall of 40,189 or 37.6 per cent. over the past five years. The comparison is slightly affected by the change in compilation of the count in March 1986 to reduce over-recording and by the change in September 1988 due to the changes in benefit regulations affecting young people under 18 years of age.Mr. Parry : To ask the Secretary of State for Employment what is the latest figure for unemployment in (a) Merseyside and (b) Liverpool.

Mr. Parry : To ask the Secretary of State for Employment what was the number of unemployed in Liverpool under 21 years at the latest date ; and what were the figures five years ago.

In July 1989, the latest available date, the number of unemployed claimants aged 18 to 24 in the Liverpool travel-to-work area was 22,086, compared with 37,617 in July 1984, a fall of 15,531 or 41.3 per cent. The comparison is slightly affected by the change in compilation of the count in March 1986 to reduce over-recording and by the change in September 1988 due to the changes in benefit regulations affecting young people under 18 years of age.
