The Prime Minister : This morning I presided at a meeting of the Cabinet and had meetings with ministerial colleagues and others. In addition to my duties in the House, I shall be having further meetings later today.
Mr. Alton : To ask the Secretary of State for Energy how many tonnes of (a) sulphur dioxide, (b) nitrogen oxides and (c) particulate carbon are discharged into the atmosphere as a result of electricity generation each year.
Mr. Baldry : In 1987 a total of 2,830,000 tonnes of sulphur dioxide and 809,000 tonnes of nitrogen oxides were emitted in the United Kingdom as a result of electricity generation. The reference to particulate carbon in the question is taken as meaning black smoke ; coal-fired power stations employ a high-temperature combustion process which avoids the emission of black smoke during electricity generation.
These figures have been taken from the "Digest of Environmental Protection and Water Statistics", a copy of which is in the Library of the House. Figures for 1988 will be available in the next edition of the digest which will be published soon.
Mr. Austin Mitchell : To ask the Secretary of State for Energy what studies he has commissioned of the effect of a non-fossil fuel levy on electricity prices on (a) price and

sale prospects of area boards, (b) incentives for larger users to generate their own electricity, (c) fuel prices in the United Kingdom compared to the EEC countries and (d) substitution of gas.Mr. Baldry : The fossil fuel levy is designed to ensure that the costs of the non-fossil fuel obligation are shared out amongst all electricity suppliers. Otherwise, the public electricity suppliers would be put at a competitive disadvantage and proceeds affected. The levy does not add to the total cost of electricity, it identifies a cost that is already there. In general, therefore, the introduction of the levy will not have a significant impact.
Mr. Flynn : To ask the Secretary of State for Energy what recent visit he has paid to the atomic energy research establishments at (a) Harwell, (b) Windscale laboratories and (c) Dounreay ; what matters were discussed ; and whether he plans to make further visits.
Mr. Baldry : My right hon. Friend the Secretary of State visited Harwell on 20 October 1989. He discussed a variety of matters including the R and D work of the laboratory and the progress being made in meeting the AEA's commercial objectives. He has not yet visited the Windscale laboratories or Dounreay.
Mr. Doran : To ask the Secretary of State for Energy how many offshore installations in the United Kingdom continental shelf are classified as not normally manned installations ; what criteria are applied to determine whether an installation is so classified ; and what requirements are in force for safety and evacuation of workers on such installations.
Mr. Peter Morrison : Forty installations have been registered with my Department as not normally manned. There are a number of criteria that are taken into account in determining whether an installation is so classified, including the number of visits necessary to maintain normal operations, the number of persons likely to be on the installation at any one time, the hazards likely to be present and the logistical support provided.
There is a duty on every employer under the Health and Safety at Work etc. Act 1974 to ensure the safety at work of all his employees, and this would apply whenever people are present on installations which are not normally manned. In addition, there are specific statutory requirements under the Mineral Workings (Offshore Installations) Act 1971 for there to be lifebuoys, lifejackets, suitable and sufficient means of descent to the water, automatic fire and flammable gas detection systems, remote control safety equipment, fire extinguishers and fireman's equipment on every offshore installation. A standby vessel must be in attendance at all times when there are persons present on a not normally manned installation and in addition operating companies have agreed that a helicopter will be available so that in the event of an emergency all persons can be evacuated with the minimum delay.

Mr. Doran : To ask the Secretary of State for Energy which pipelines on the United Kingdom continental shelf have subsea emergency shutdown valves installed ; which pipelines have been identified as requiring subsea emergency shutdown valves ; which companies operate these pipelines ; and when he proposes to introduce regulations making such valves mandatory.

After continuing our consultations on requirements for subsea isolation systems I hope to make regulations early in 1991. In the meantime pipeline- operating companies, in discussion with my Department, have identified at least a further 25 pipelines for which they propose to fit subsea isolation systems. Other pipelines are under consideration.
Mr. Dobson : To ask the Secretary of State for Energy, further to his answer of 9 November 1989, Official Report, columns 767-68, if he will now give the equivalent fuel table figures for 1989 on the same basis.
Mr. Wakeham : I refer the hon. Member to the note to my reply given on 12 January 1990, Official Report, columns 768-69, which stated that provisional data for the whole of 1989 should be available in mid-February.
Mr. Morgan : To ask the Secretary of State for Energy (1) if he will make it his policy to prepare a national emergency plan to provide a rapid response capability within the electricity supply industry subsequent to vesting day to restore power rapidly to storm-affected areas ;
(2) what arrangements he proposes to make to enable electricity distribution linesmen to be transferred on a good will basis to areas with badly disrupted power supplies subsequent to vesting day in the electricity supply industry ;

(3) what consultations he has had on the best means of achieving a rapid restoration of power to storm-affected areas subsequent to vesting day in the electricity supply industry ;(4) what is his most up-to-date evaluation of the speed of response of the electricity supply industry to the storms of (a) Thursday 25 January and (b) October 1987 ;
(5) what powers he will have to ensure that emergency repair staff of the electricity distribution boards can be switched to power cut-afflicted regions subsequent to vesting day in the electricity supply industry ; and if he will make a statement ;
(6) whether he will carry out a full analysis of the costs and benefits of instituting a rapid response team of electricity linesmen to restore power to power-cut areas subsequent to vesting day in the electricity supply industry.
Mr. Baldry : As in October 1987, the boards in the electricity industry that were badly affected by the recent storm set about restoring supplies rapidly and energetically. Other area boards, the Scottish electricity boards, Northern Ireland Electricity, the electricity supply board of the Republic of Ireland and outside contractors provided prompt and substantial assistance.
I am confident that, after vesting and after flotation, the new companies will continue to give priority to the restoration of supplies to customers and will continue to come to each other's help as occasions require.
Ms. Armstrong : To ask the Secretary of State for Education and Science what information he has as to the average cost of a place in (a) nursery school, (b) nursery class and (c) reception class for four-year- olds.
Mrs. Rumbold : Local authority returns of expenditure to the Department of the Environment do not separately identify spending on provision for four-year-olds in nursery schools, nursery classes or reception classes. Expenditure on such provision is included within the primary sector. However, for the purpose of the public expenditure White Paper, my Department does make assumptions about the division of spending between under-fives and over-fives in the primary sector, taking account of the latest projections of pupil numbers. The

unit cost implied by the provisional outturn spending attributed to under-fives in 1989-90 is some £1,350. This includes spending on under-fives in nursery schools, nursery classes, and reception classes in primary schools.Mr. Straw : To ask the Secretary of State for Education and Science if he will publish a table giving for the financial year 1990-91 (a) capital allocations per pupil in county and voluntary controlled schools and (b) capital grant per pupil in grant-maintained schools.
Mr. MacGregor : It is not possible to provide figures on a comparable basis. For 1990-91 local education authorities have received annual capital guidelines for education. It is open to authorities to use the resources avaiable to them for capital purposes as they wish and they are free, within the flexibilities of the local government Acts, to spend above the level of their annual capital guideline from capital receipts and other sources. The annual capital guideline is not split between primary and secondary schools whereas all except one of the existing grant- maintained schools are secondary schools. Nor is information yet available about the distribution of pupils between the two sectors in 1990-91.
Mr. Redmond : To ask the Secretary of State for Education and Science (1) if he will list by name for each local education authority, and by faith, the denomi-national schools that have opened since 1985 ;
(2) if he will list by name for each local education authority, and by faith, the denominational schools that have closed since 1985.
Mr. Alan Howarth : The names of the maintained and non-maintained denominational schools that have opened or closed in 1985 and onwards are given in the table. The list includes maintained schools that have been opened or closed following the approval of statutory proposals ; in some cases for the purpose of amalgamation. The list is not fully up to date, as some replies from local education authorities are still awaited confirming closures in 1989. Independent schools are shown in the education authority in which they are situated.

Mr. Gill : To ask the Secretary of State for Education and Science if he has yet received the report of the interim advisory committee on teachers' pay and conditions in 1990-91.
Mr. MacGregor : I have now received the third report of the interim advisory committee on school teachers' pay and conditions. Its main recommendations are :
--a new main scale for classroom teachers providing wide-ranging new local discretions, with increases for individual teachers ranging from 6.4 per cent. to 11.8 per cent. and an average increase of 8.3 per cent. ;
--a new system of range pay for heads and deputies with increases ranging from 9.9 per cent. to 11.2 per cent. and an average increase of 10.4 per cent. ;

--a 17 per cent. increase in the value of B, C, D and E incentive allowances and an 8 per cent. increase in the value of A allowances ;--an extra 14,400 incentive allowances for the 1990-91 academic year ;
--an 8.8 per cent. increase in London allowances from 1 July 1989 ; --a new discretionary inner London supplement of £750 a year. The committee has now been in operation for three years. It has produced an outstanding report. Its recommendations address all the very important issues I asked it to consider when setting this year's remit. They should help substantially to ensure the recruitment, retention and motivation of sufficient teachers of the quality we need to meet the demands of delivering our education reforms. They target resources where they are most needed,

enhance flexibility and local discretion, improve career prospects, reward responsibility and good work, and make the profession more attractive to intending teachers. I propose to accept all the committee's recommendations, but as for groups covered by the review bodies, to stage their introduction over the period up to 1 January 1991.I propose to increase all the pay scales by about 7 per cent. and all incentive allowances by about 8 per cent. as from 1 April 1990. I propose to implement from the same date the IAC's proposals for a new inner London pay supplement and backdated increases in London weighting allowances. The extra 14,400 incentive allowances proposed by the IAC would be introduced from 1 September 1990, as the committee has recommended. The committee's recommendations would be implemented in full with effect from 1 January 1991.
The IAC's report will be generally available next week, when I shall initiate the consultations required by section 3(1) of the Teachers' Pay and Conditions Act 1987 on my detailed proposals for implementing its recommendations.
Mr. David Martin : To ask the Secretary of State for Education and Science when he will respond to the advice he has received from the Advisory Board for the Research Councils on the future structure of the research council system ; and if he will make a statement.
Mr. MacGregor [pursuant to his reply, 19 January 1990, c. 434] : I wrote yesterday to Sir David Phillips, chairman of the Advisory Board for the Research Councils, giving the Government's response to the board's advice about improving co-ordination between the Agricultural and Food Research Council and the Natural Environment Research Council.
The text of my letter is as follows :

Thank you for your letter of 1 December, which supplemented the advice in your letter of 15 November about the structure of the Research Council System.
Your further letter asked for guidance on the suggestion that a small working group should be established under ABRC auspices to examine the practicalities of achieving a closer association of the AFRC and NERC, possibly leading to a merger of the AFRC and NERC as recommended by the House of Lords Select Committee. The purpose would be to achieve closer coordination of the research programmes of these Councils, in particular in terrestrial life sciences.
We have considered this proposal in the light of the decision that ABRC should be reconstituted from 1 April, and have concluded that we would prefer the new' ABRC to take forward the question of improving cooperation between all the Councils, within the existing Research Council structure. The need for greater cooperation was a major factor in our decision to reconstitute the Board and give it a new remit, and we would now expect the new' Board to give urgent attention to carrying this into effect.

Mr. Vaz : To ask the Secretary of State for Trade and Industry if he will make a statement regarding the Uruguay round of the General Agreement on Tariffs and Trade.
Mr. Redwood : The Government attach great importance to a successful conclusion to the Uruguay round of multilateral trade negotiations, which is likely to be crucial to the maintenance and strengthening of the General Agreement on Tariffs and Trade. We want to see substantial reductions in trade barriers, the strengthening of the GATT system, and its extension to new areas of trade. My right hon. Friend the Secretary of State recently set out the Government's attitude to the Uruguay round in some detail, in a speech at the Royal Institute of International Affairs, and I am arranging for copies of this to be placed in the Library of the House. Formal negotiations on behalf of the European Community are of course the responsibility of the European Commission.
Mr. Vaz : To ask the Secretary of State for Trade and Industry what representations he has received from the British Footwear Manufacturers Federation about the Uruguay round of General Agreement on Tariffs and Trade negotiations.
Mr. Redwood : My Department has received a number of
representations from the British Footwear Manufacturers Federation concerning the Uruguay round of multilateral trade negotiations, most recently relating to the tariffs and non-tariff barriers faced by our footwear exports.
Mr. Dewar : To ask the Secretary of State for Trade and Industry if he will give a breakdown of inward investment in Britain by standard English region and for Scotland and Wales for each year since 1979, showing the amount received in each region in cash terms and as a proportion of the total in each year.
Mr. Douglas Hogg : The table gives details of the number of inward investment decisions known to the Invest in Britain Bureau for the calendar years 1979 to 1988 and the associated jobs for the United Kingdom by region. Comparable information on the total level of financial investment by inward investors is not available.
