121. Mr. Patrick Thompson : To ask the Secretary of State for Defence when he next expects to visit units of the British Army of the Rhine.
Mr. Archie Hamilton : My right hon. Friend the Secretary of State for Defence hopes to take an early opportunity to visit the British Army of the Rhine. I visited the Commander-in-Chief BAOR on 24-25 January.

123. Mr. Ian Taylor : To ask the Secretary of State for Defence what discussions he has had with his NATO counterparts on the possible military status of East Germany in the event of German reunification.
Mr. Archie Hamilton : My right hon. Friend has had regular discussions with his NATO counterparts on a wide range of matters of mutual interest.
Mr. Teddy Taylor : To ask the Secretary of State for Defence if he will make a statement on the implications for defence policy of the initiatives being taken by the West German Government on German reunification.
Mr. Archie Hamilton : We continue to believe that NATO will remain the foundation of western security and welcome the West German Government's continuing commitment to the Alliance.
Dr. Michael Clark : To ask the Secretary of State for Defence how many service men died in training during the last year for which figures are available ; and if he will make a statement.
Mr. Archie Hamilton : In 1988, the last year for which figures are available, the deaths of 14 service personnel were recorded as being attributable to injuries sustained during exercises or training. This figure excludes the Gurkhas and members of the Ulster Defence Regiment and the reserve forces.
Mr. William Ross : To ask the Secretary of State for Defence, further to his answer to the hon. Member for Londonderry, East of 30 January, on what date the report into the conditions of the national sports centre, Cardiff indoor firearms range was made.
Mr. Archie Hamilton : The range was inspected on 8 August 1989 and a copy of the subsequent report was sent to the Sports Council for Wales on 15 August 1989.
Mr. Dalyell : To ask the Secretary of State for Defence what has been the role of Mr. Hugh Mooney in HQ Northern Ireland.
Mr. Archie Hamilton : Mr. Mooney was an information adviser to the General Officer Commanding.
Mr. Simon Hughes : To ask the Secretary of State for Education and Science how many studies were undertaken by his Department, or on behalf of his Department, to consider alternatives to the currently proposed student top-up loan scheme.
Mr. Jackson : A wide range of options has been considered in advice from officials to Ministers.

Mr. Simon Hughes : To ask the Secretary of State for Education and Science what is his estimate of the number of loans that will have been made to students under the Education (Student Loans) Bill by (a) October 1990, (b) November 1990 and (c) December 1990.Mr. Jackson : On the basis of a take-up rate of 80 per cent., some 455,000 students are likely to receive top-up loans in the 1990-91 academic year. Students will be able to apply at any time in the year ; many will no doubt do so in the first few months.
Mr. Simon Hughes : To ask the Secretary of State for Education and Science whether he has yet written to higher education institutions inviting them to discuss arrangements over certification for student loans.
Mr. Jackson : My right hon. Friend has written to the chairmen of representative bodies of higher education institutions inviting them to meet him to discuss their role in the top-up loans scheme.
Mr. Simon Hughes : To ask the Secretary of State for Education and Science whether he will place in the Library copies of all studies undertaken by his Department which considered (a) the currently proposed top-up loan scheme and (b) alternatives to the proposed scheme.

Mr. Simon Hughes : To ask the Secretary of State for Education and Science if he will list the amount of funds received by each local authority in each of the last five years for information technology purposes.
Mr. Alan Howarth : Several activities for which my right hon. Friend has allocated funds under the education support grant programme and the local education authority training grants scheme (and its predecessor the in-service teacher training grants scheme) support spending on information technology (IT). The relevant allocations of expenditure supported for the past five years are shown in the following tables. The grants paid under these programmes are additional to the general rate support grant which local authorities receive, and which they may use for IT purposes within education. Local authorities may also receive funds relating to the use of IT within education from other Government Departments and through contributions from private sources.

Notes to tables :
1. The main Education Support Grant programmes which have supported spending on Information Technology, and which are listed in the tables, are :
i. Micros for SEN (the provision of microelectronic equipment designed or adapted for use by children with special educational needs (SEN)).
ii. IT in NAFE (the development of the use of information technology at non -advanced further education (NAFE) establishments). iii. CMIS (computerised management information systems--the provision of data processing equipment, accessories and software for use in the management of further education establishments).

iv. Special needs in FE (the provision of computerised learning aids at further education establishments for use by students with special educational needs).v. IT in Schools (the promotion of information technology as an aid to learning in schools).
vi. LMS (the provision of management information systems for use in connection with schemes for local management of schools). 2. Projects supported under certain other ESG activities may also have had some IT element.
3. The allocations shown for the LMS activity in 1989-90 and 1990-91 are the total allocations for that activity. IT for management information systems is only one of the categories of expenditure covered by the activity, which also covers staff training and the provision of central LEA support. The IT element within the total sum for the activity was £12 million in the 1989-90 programme and £23 million in the 1990-91 programme. This element cannot be separately identified within the allocations to individual LEAs. 4. The Local Education Authority Training Grants Scheme (LEATGS) replaced the former In-Service Teacher Training Grants Scheme in April 1987. The allocations given for the LEATGS show the expenditure supported under the relevant National Priority Areas. Local Education Authorities are free to add to those sums from the allocations made under the LEATGS in support of local priorities, or from their other sources of income.
5. In the 1989-90 LEATGS programme, the National Priority Area shown in the Table as "IT/Subject Competence" covered training to develop competence in the teaching of technical, commercial or professional subjects in the light of recent developments in industry, commerce or the professions, including the teaching of IT and its integration across the curriculum. The element for IT cannot be separately identified within the allocations to individual LEAs. 6. The rate at which grant is paid in support of the allocations shown in the tables has varied.
Mr. Simon Hughes : To ask the Secretary of State for Education and Science if he will make a statement about the percentage of the education support grant which has been allocated to information technology in each of the last five years.
Mr. Alan Howarth : Various aspects of information technology (IT) have been supported through a range of activities within education support grant (ESG) programmes over the last five years. These activities include those relating to IT as an aid to learning in schools, IT for pupils

with special educational needs in schools, local management of schools, computerised management information systems for colleges, IT as an aid to learning in further education, and IT for students with special educational needs in further education. Friend considers that, within the resources available to the education service, the level of spending on information technology (IT) should take account of the requirements of the Education Reform Act as well as reflecting the wider benefits which pupils, students, teachers and others can derive from the use of IT. In relation to schools and colleges, it is for each local education authority, and under local management, the institutions concerned, to determine the level of spending consistent with this approach, in the light of local circumstances. My right hon. Friend is continuing to support such spending through the LEA training grants scheme (LEATGS) and education support grants (ESGs). The LEATGS allocations for 1990-91 were announced on 18 December and the ESG allocations on 18 January. Together they will support at least £55 million of spending on IT. My right hon. Friend will be announcing his proposals for the ESG and LEATGS programmes for 1991-92 in due course.
