Czechoslovakia

Mr. Simon Coombs : To ask the Secretary of State for Employment (1) if he will make a statement on his recent visit to Czechoslovakia ; (2) if he will make a statement on the programme of assistance to Czechoslovakia, recently agreed with his Czech opposite number.

Mr. Howard : I visited Czechoslovakia from 13 to 15 May at the invitation of the Federal Minister of Labour and Social Affairs, Mr. Peter Miller, during which time I also had talks with the Prime Minister, Mr. Calfa, other Federal Government Ministers, industrialists and a trade union leader.

Discussions focused on the importance of creating the right climate in which enterprise can flourish, and the more immediate practical help and advice my Department can provide.

On 14 May Mr. Miller and I signed a joint statement on co-operation between our two countries in the labour market area.

We agreed a programme of immediate assistance which will include advice and practical help in establishing

arrangements for the training and retraining of adults and in the development of small firms and employment services. We also agreed to set up a joint planning group to co-ordinate assistance and to develop proposals for further projects.

In addition, I have agreed to second a senior official from my Department to the Czechoslovakian Prime Minister's office to provide advice as Czechoslovakia introduces its economic reforms and moves to a market economy, including advice on labour market aspects. I am very pleased that the Czechoslovak Government have asked my Department for assistance and that we have been able to agree a programme of co-operation. I look forward to the development of a rewarding and beneficial relationship between our respective Ministries.

Youth Training

Mr. Allen : To ask the Secretary of State for Employment if he will list (a) YTS training providers and (b) YTS training agencies operating in Nottingham.

Mr. Nicholls : The information requested can be provided only at disproportionate cost.

Small Businesses

Mr. Devlin : To ask the Secretary of State for Employment how many small businesses were established in 1989, by region.

Mr. Eggar : The latest available information, based on VAT data, is for 1988 and is given in the table. However, early indications from data collected by Her Majesty's Customs and Excise are that there was a net increase in 1989 in the United Kingdom as a whole of 1,500 a week on average, compared with 1,200 a week in 1988.

Workers' Co-operatives

Mr. Vaz : To ask the Secretary of State for Employment if he will outline the measures he has taken to encourage workers' co-operatives.

Mr. Eggar : The national Co-operative Development Agency, during its period of sponsorship by the Employment Department, has done excellent work in supporting and advising co-operatives. Much of this work is now carried out by other support bodies.

Like any other eligible business, workers' co-operatives can benefit from a number of schemes introduced by the Employment Department to help and encourage small businesses. The loan guarantee scheme, the enterprise

allowance scheme and information and counselling from the small firms service are all examples of the support provided by the Department.

Vocational Training

Mr. Hanley : To ask the Secretary of State for Employment how much his Department has spent on vocational training in each of the last five years.

Mr. Eggar : Records are kept on the basis of the standard financial year for Government expenditure, which runs from 1 April to 31 March.

The total expenditure on vocational training by the Employment Department Group Training Agency (and its predecessors, the Training Commission and the Manpower Services Commission) in each of the last five years is as follows :

TVEI

Mr. Jack : To ask the Secretary of State for Employment if he will make a statement on the expansion of the technical and vocational education initiative.

Mr. Howard : At present there are 81 LEAs in TVEI extension. A further 22 LEAs will begin their extension in September 1990. These authorities have now received an offer of funding for 1990-91. The total budget available to my Department for expenditure on TVEI in 1990-91 is £134 million.

Health and Safety

Mr. Tony Lloyd : To ask the Secretary of State for Employment if he will publish the criteria which are being used in assessing the viability of the Neasden Health and Safety Executive office.

Mr. Nicholls : Decisions about the location of offices from which inspectors' work are taken by the Health and Safety Executive on the basis of providing effective coverage as economically as possible.

Underpayment

Mr. Tony Lloyd : To ask the Secretary of State for Employment what was the average level of hourly underpayment in all wages council industries (a) by worker and (b) by establishment for 1989.

Mr. Nicholls : The information requested is not readily available and could be provided only at disproportionate cost.

Self-employed People

Sir David Steel : To ask the Secretary of State for Employment if he will publish in the Official Report the latest figures of self-employed people in the Tweeddale, Ettrick and Lauderdale constituency.

Mr. Nicholls : The latest figures available are for census day in April 1981. In the census returns 1,803 men and 458 women living in the Tweeddale, Ettrick and Lauderdale constituency said that they were self- employed.

Labour Statistics

Mr. Meacher : To ask the Secretary of State for Employment how many (a) scientists, (b) technologists and (c) engineers are currently unemployed ; and how many in each category are currently in work.

Mr. Nicholls : Information is available from the labour force survey (LFS) on the occupation of people in employment in the survey reference week ; and the occupation in their previous job of people who were unemployed (on the international ILO definition) and who had left that job less than three years before the survey. The preliminary results of the 1989 LFS with respect to occupation are currently being re-examined, and I will write to the hon. Member when the correct figures are to hand. The available figures from the 1988 LFS are given in the following table :

Workers' Co-operatives

Mr. Vaz : To ask the Secretary of State for Employment if he will consider new arrangements for national insurance contribution rates to be paid by workers in workers' co-operatives.

Mrs. Gillian Shephard : I have been asked to reply.

We have no plans to introduce new arrangements for these workers.

LORD PRESIDENT OF THE COUNCIL

Office Accommodation

Mr. Allen : To ask the Lord President of the Council when he estimates that every hon. Member who wishes will have an office of his own.

Sir Geoffrey Howe : The Services Committee's second report of Session 1986-87 (HC 378) and first report of Session 1987-88 (HC 561) both recommended that every hon. Member who so wished should have a room of his own by 1995. That objective remains, but its achievement will depend in part upon the effect on plans for the further development of the Bridge street site of London Underground's proposals to extend the Jubilee line through Westminster. The New Building Sub-Committee has now completed its inquiry into this matter, and its report is expected to be published on Friday 8 June (third report from the Select Committee on House of Commons (Services) (HC 334) ).

Meanwhile, an additional 60 Members' offices (and space for about 100 Members' staff) will become available in phase 1 of the new parliamentary building during 1991, and plans at present under consideration for the conversion of other space in the Palace of Westminster will, if implemented, provide a significant further number of Members' offices in the main building during the 1992-93 Session of Parliament.

Energy Consumption

Mr. Dobson : To ask the Lord President of the Council (1) if he will give the number of energy audits carried out in the Privy Council Office in the last five years and for each audit a statement of its main conclusions ;

(2) if he will give the number of dedicated energy managers in the Privy Council Office and the number of person years devoted to energy management in the latest year.

Sir Geoffrey Howe : The Privy Council Office does not operate a system of energy audit, and has no dedicated energy managers.

FOREIGN AND COMMONWEALTH AFFAIRS

El Salvador

Sir David Steel : To ask the Secretary of State for Foreign and Commonwealth Affairs when a full report will be made public on the findings of the Scotland Yard detectives who have been helping the El Salvadorean authorities with their investigations into the murder in November 1989 of six Jesuit priests.

Mr. Sainsbury : I refer the right hon. Member to the answer I gave the hon. Member for Cynon Valley (Mrs. Clwyd) on 21 May, Vol. 173, column 33.

Sir David Steel : To ask the Secretary of State for Foreign and Commonwealth Affairs what reports and assessments Her Majesty's Government have received on the scope, effectiveness and professionalism of the investigation by the El Salvadorean authorities into the murder in November 1989 of six Jesuit priests.

Mr. Sainsbury : We receive regular reports from our embassy, and have seen reports from a number of other sources, on the progress of the investigation into the killing of six Jesuits, their housekeeper and her daughter on 16 November 1989. The investigation is not yet complete. Meanwhile, eight members of the armed forces in El Salvador remain in detention.

South Africa

Mr. Kirkwood : To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has received urging maintenance of all forms of pressure against South Africa.

Mr. Waldegrave : We regularly receive representations on a wide range of issues relating to South Africa from organisations, from members of the public, and from hon. Members of this House.

Mr. Caborn : To ask the Secretary of State for Foreign and Commonwealth Affairs (1) how many British passport holders there are in South Africa ;

(2) how many residents of South Africa are eligible for British passports.

Mr. Sainsbury : The Foreign and Commonwealth Office estimates that there are between half a million and 1 million people living in South Africa eligible to hold British passports. The majority have the right to live in the United Kingdom.

Front-line States

Mr. Kirkwood : To ask the Secretary of State for Foreign and Commonwealth Affairs if he has any plans to visit southern Africa-front- line states to discuss their political and trade relationships with South Africa.

Mr. Waldegrave : My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs has no present plans to do so.

European Commission

Mr. Tom Arnold : To ask the Secretary of State for Foreign and Commonwealth Affairs what steps he is taking to increase the proportion of British citizens employed by the European Commission.

Mr. Maude : Following a recent review of the staffing situation in Community institutions, we have agreed with the Commission a package of measures to improve the recruitment of British nationals. There should be improved publicity on vacancies, competitions and recruitment procedures. We are also establishing a special unit in the Cabinet Office to co- ordinate the recruitment effort and pursue individual issues with the Commission.

Rights of the Child

Mr. Vaz : To ask the Secretary of State for Foreign and Commonwealth Affairs what plans the Government have to act upon the United Nations declaration on the rights of the child.

Mr. Sainsbury : The declaration on the rights of the child was the forerunner of the convention on the rights of the child. The United Kingdom signed the convention on 19 April and will ratify it as soon as possible.

Middle East

Mr. Worthington : To ask the Secretary of State for Foreign and Commonwealth Affairs whether he intends to meet the Government of Israel to discuss the middle eastern peace process ; and if he will make a statement.

Mr. Waldegrave : We regularly discuss with the Israelis the urgent need for peace in the middle east. They are well aware of our view that direct negotiation between Israel and Palestinians is an essential component of the peace process.

China

Dr. Thomas : To ask the Secretary of State for Foreign and Commonwealth Affairs how many representations have been made by Her Majesty's Government to the Chinese Government on the subject of human rights since the events in Tiananmen square in June 1989.

Mr. Maude : We, either on our own account or acting together with our European partners, have made numerous representations, both formally and informally, to the Chinese Government on the subject of human rights since June 1989. The Chinese Government can be in no doubt of our views on this issue.

Kashmir

Mr. Ieuan Wyn Jones : To ask the Secretary of State for Foreign and Commonwealth Affairs what representations have been made by Her Majesty's Government to (a) the Indian Government, (b) the Pakistan Government and (c) the United Nations concerning the state of Kashmir.

Mr. Sainsbury : We are in regular contact with both the Indian and Pakistan Governments concerning Kashmir.

We have not made representations to the United Nations.

Falkland Islands

Mr. Dalyell : To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on his latest contacts with Argentina over the future of the Falklands.

Mr. Sainsbury : I refer the hon. Member to the reply I gave to my hon. Friend the Member for Uxbridge (Mr. Shersby) on 18 April, volume 170, column 845.

Baltic States

Mr. Wigley : To ask the Secretary of State for Foreign and Commonwealth Affairs how many representations he has received from (a) the Lithuanian association of Great Britain, (b) the Baltic Council based in the United Kingdom and (c) News from Estonia, on the Helsinki accord and its relevance to recent events in the Baltic states.

Mr. Waldegrave : We have received two letters from the Lithuanian Association of Great Britain, one from the Baltic Council and one from News from Estonia about the relevance of the Helsinki final act to recent events in the Baltics. The question has also been raised in meetings between our officials and representatives of these organisations.

Mr. Wigley : To ask the Secretary of State for Foreign and Commonwealth Affairs what conditions have to be met to enable Her Majesty's Government to establish full diplomatic relations with Lithuania, Latvia and Estonia.

Mr. Waldegrave : Before we can establish full diplomatic relations with Lithuania, Latvia and Estonia, these republics would need to fulfil our criteria for the recognition of an independent state, which were set out in the answer which I gave to the hon. Member for Newport, West (Mr. Flynn) on 19 March, vol. 169, col. 447.

Mr. Maude : My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs next expects to meet EEC Foreign Ministers at the EC Foreign Affairs Council on 18 and 19 June. The agenda is likely to include discussion of relations with certain non-EC countries.

Arms Control

Mr. Jack : To ask the Secretary of State for Foreign and Commonwealth Affairs in what conferences or other international fora Britain is presently involved to secure arms control and weapons system reductions ; and if he will make a statement.

Mr. Waldegrave : The United Kingdom is a participant in the two sets of conventional arms control negotiations currently under way in Vienna, and in the chemical weapons negotiations at Geneva. Although the CFE negotiations have made less progress in recent months than NATO would have wished, our aim is still to reach the target of agreement this year.

Schengen Agreement

Mr. Vaz : To ask the Secretary of State for Foreign and Commonwealth Affairs whether the United Kingdom will apply to be part of the Schengen agreement once it has been ratified by the five original signatories.

Mr. Maude : No. Many of the provisions of the Schengen agreement could not be applied to an island.

Nuclear Weapons

Mr. O'Neill : To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment has been made of the international and strategic circumstances in which all British nuclear weapons could be negotiated away.

Mr. Waldegrave : Peace has been maintained in Europe as a result of the possession of both nuclear and conventional forces by the United Kingdom and our NATO allies. There can be no question of negotiating away our nuclear deterrent while other states possess or are seeking to acquire a nuclear weapon capability that could pose a threat to this country.

Visa Applications

Mrs. Ann Taylor : To ask the Secretary of State for Foreign and Commonwealth Affairs what is the longest and shortest length of time between a male fiance applying for a visa in Bombay and receiving an interview over the last six months ; and what is the average length of time such an applicant has to wait.

Mr. Sainsbury : The average waiting time to interview for all fiance (e)s applying for entry clearance at the deputy high commission in Bombay throughout the last six months has been nine months. The information requested

on the longest and shortest waiting time is not readily available and could be provided only at disproportionate cost.

Panama

Mr. Vaz : To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement with regard to the Panamanian human rights record.

Mr. Sainsbury : Although there are continuing problems of law and order, our information is that the recently restored democratic Panamanian Government observe normal internationally accepted practice on human rights issues.

Hong Kong

Mr. Cohen : To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list all the recommendations made by the United Nations High Commissioner for Refugees to the Hong Kong authorities in respect of (a) minimum internal space for asylum seekers, (b) food and nutrition standards and (c) water and sanitation standards in Hong Kong ; and what progress has been made in implementing each recommendation.

Mr. Maude : UNHCR has recommended :

(a) A living space standard of 3.5 square metres per person ; (b) A minimum of 2,000 kilo-calories and 50 grams of protein per adult per day ;

(c) A water supply standard of 15 to 20 litres of water per day plus sanitation ;

(d) Toilet provision on the basis of one for every 20 persons. Wherever possible UNHCR's recommendations have been accepted. Dietary scales have been drawn up by Hong Kong Government dietitians in consultation with UNHCR technical advisers, with supplementary feeding programmes for vulnerable groups, such as children, pregnant women and the sick. In 1989 the per capita water consumption was about 235 litres per day.

It has not been possible to meet UNHCR's recommendations on space standards and the provision of toilets. Hong Kong's high population density makes the 3.5 square metres per person difficult to achieve. On toilet provision the current standard is 50 people per toilet, which is the standard used in the design of temporary housing for Hong Kong residents.

Mr. Cox : To ask the Secretary of State for Foreign and Commonwealth Affairs what is the present number of Vietnamese boat people held in detention in Hong Kong.

Mr. Waldegrave : On 1 June 1990 there were 54,725 Vietnamese boat people in Hong Kong. Of these, 10,681 have refugee status and are accommodated in open centres. The remainder are held in detention and consist of 8,956 people determined after the full screening procedure not to be refugees, and 35,088 either awaiting screening or the screening results.

Energy Consumption

Mr. Dobson : To ask the Secretary of State for Foreign and Commonwealth Affairs if he will give for each year from 1978 the energy consumption, broken down by fuel, of the buildings occupied by his Department, expressing

the figures in (a) cash terms, (b) 1978-79 money terms and (c) units of consumption for electricity in kilowatt hours, gas in therms, liquid fuel in litres and solid fuel in tonnes.

Mr. Sainsbury : It is not possible to provide the information in the detail requested. The Foreign and Commonwealth Office assumed direct responsibility for its fuel and utilities accounts in April this year. Before that, accounts were paid by the Property Services Agency. The data provided in our answers of 30 April and 10 May was obtained from Property Services Agency records.

Mr. Dobson : To ask the Secretary of State for Foreign and Commonwealth Affairs if he will give the number of dedicated energy managers in his Department and the number of person years devoted to energy management in the latest year.

Mr. Sainsbury : A full-time energy manager post was created in the Foreign and Commonwealth Office in October 1989. Before that, about half a person year had been devoted to energy management.

Mr. Dobson : To ask the Secretary of State for Foreign and Commonwealth Affairs if he will give the number of energy audits carried out in his Department in the last five years and for each audit a statement of its main conclusions.

Mr. Sainsbury : An energy survey, including an energy audit, of the main Foreign and Commonwealth Office in Whitehall was conducted between January and April this year. The consultant's report is due to be presented shortly.
