Coal Imports

Mr. Cummings : To ask the Secretary of State for Transport if he will list the tonnage of coal imports into Great Britain over the last three years ; and if he will indicate the port of entry and country of origin.

Road Deaths

SCOTLAND

Homelessness

Mr. Maxton : To ask the Secretary of State for Scotland what are the official homelessness statistics for Scotland in each year since 1978.

Lord James Douglas-Hamilton : The information collected by the Scottish Development Department relates only to applications received by local authorities under the homelessness legislation. Not all applicants are assessed by local authorities as being in fact homeless or potentially homeless.

According to returns submitted by local authorities the number of applicant households in Scotland, the number of households assessed by local authorities as homeless, and the number assessed as being threatened with homelessness in each year since 1978-79 are as set out in the table. The figures for 1989-90 are provisional, since returns may still be received from some authorities. In most years, some authorities failed to submit complete returns ; part of the increase in the provisional figures for 1989 -90 is caused by more comprehensive returns being received from some authorities.

Education Expenditure

Mr. Maxton : To ask the Secretary of State for Scotland what was the total expenditure on (a) books and (b) equipment in schools in Scotland in each year since 1978 in real terms.

Mr. Michael Forsyth : The information available is given in the table, which has been compiled from local authority financial returns. Expenditure on equipment was not separately identified in these returns until 1982-83. There have been some variations from year to year in the recording of expenditure under these two headings. In particular some of the figures for expenditure on library books may include some expenditure on equipment and vice versa.

Community Care

Mr. David Marshall : To ask the Secretary of State for Scotland what allowance has been made of the level of capital expenditure by local authorities on information

technology for community care purposes in the assessment of central Government grants ; and what was the estimate of total such expenditure on which this was assessed.

Hospitals

Mr. Dewar : To ask the Secretary of State for Scotland if he will list the number of (a) hospital beds and (b) acute beds for each health board and the total for Scotland in each year since 1979, and the percentage change from 1979-89.

Mr. Rifkind : Information on the number of all national health service hospital beds in Scotland and those beds used for acute specialties, for Scotland and for each health board in Scotland for the years ending 31 March 1979 to 1990 are shown in tables 1 and 2.


Column 714

Table 1 shows information on the average available staffed beds and indicates the number of beds which are staffed and are available for the reception of in-patients and day cases. Borrowed and temporary beds are included.

Table 2 shows information on bed complements and indicates the number of beds approved by the health board for the admission of in-patient and day cases. Beds in day bed units are not included. The acute specialty group comprises the following main specialty classifications : general surgery, orthopaedic surgery, ENT surgery, ophthalmology, urology, orthodontics and paediatric dentistry, oral surgery and medicine, restorative dentistry, general medicine, dermatology, rehabilitation medicine, respiratory medicine, surgical paediatrics, medical paediatrics, gynaecology, GP acute, acute mixed and other acute.

The acute specialty group does not include those specialty classifications attributed to the supra-area specialty group, that is specialties : neurosurgery, cardiothoracic surgery, plastic surgery, neurology, radiotherapy and spinal paralysis.

Prisons

Mr. Dewar : To ask the Secretary of State for Scotland how many prisoners who were admitted to Scottish prisons in the latest year for which figures are available were sentenced to periods of (a) three months and (b) 30 days or less ; and what percentage this was of the total number of admissions and prisoners serving sentences in that year.

Mr. Rifkind : The available information is for receptions. One reception is counted if one or more warrants arrive for the same person from the same court on the same day. Some receptions relate to warrants arriving at establishments for people already held in custody. Provisional information for 1989 is given in the table :

Housing Support Grant

Mr. Dewar : To ask the Secretary of State for Scotland what percentage of local authority revenue budget has been made up of housing support grant in each of the last 10 years for which figures are available.

Mr. Meale : To ask the Secretary of State for Scotland what is the cost to the Forestry Commission of killing foxes in Scotland, England and Wales for each of the past five years.

Mr. Michael Forsyth : The costs incurred by the Forestry Commission on killing foxes are not recorded separately from expenditure on controlling other animals, including rabbits and deer. It is therefore not possible to isolate the amount spent on the control of foxes.

Private Medical Insurance

Mr. Dewar : To ask the Secretary of State for Scotland what percentage of the (a) Scottish population and (b) United Kingdom population was covered by private medical insurance cover in 1979 and 1989.

Mr. Rifkind : No information is available regarding the coverage of private medical insurance in Scotland in 1979. Currently around 6 per cent. of the population are covered by private medical insurance. Figures for the United Kingdom as a whole which do not differentiate between regions show that 5 per cent. of the population were covered by private medical insurance in 1979 while13 per cent. were covered in 1989.

Housing

Mr. Dewar : To ask the Secretary of State for Scotland what sums have been paid by his Department to support housing associations in each of the last 10 years for which figures are available.

From 1 April 1989, payment of grants to housing associations are made by Scottish Homes.

Dr. Godman : To ask the Secretary of State for Scotland if he will list the number of (a) unfit dwellings, (b) dwellings fit but lacking basic amenities, (c) non-standard dwellings in need of renovations and (d) dwellings afflicted by dampness in (i) Greenock and Port Glasgow, (ii) Strathclyde and (iii) Scotland as a whole.

Lord James Douglas-Hamilton [holding answer 24 October 1990] : There is no definition of unfit houses in Scottish housing legislation. Each local authority provides the Scottish Development Department with an annual estimate of the number of houses in its area which fail the tolerable standard for housing, as set out in section 86 of the Housing (Scotland) Act 1987. The Department also collects annually information on local authority houses suffering from dampness and condensation ; comparable information for housing in other ownerships is not held centrally. No information is held centrally on dwellings fit but lacking basic amenities or on non-standard dwellings in need of renovations.

The information for the year to 31 March 1989, the most recent available, is set out in the table. Figures for the areas of Greenock and Port Glasgow are not held separately ; the details given are for the local authority district of Inverclyde.

Electoral Roll

Mr. Steinberg : To ask the Secretary of State for Scotland if he will list the number of people on the electoral roll for Scotland in 1988, 1989 and 1990.

Lord James Douglas-Hamilton : I refer the hon. Member to table 1.1 in "Electoral Statistics 1990" published by the Office of Population Censuses and Surveys--Series EL No. 17--a copy of which is in the Library.

Scottish Development Agency

Mr. Dewar : To ask the Secretary of State for Scotland how many regional directors have resigned from the Scottish Development Agency in the past two years.

Mr. Rifkind : During the period from 1 October 1988, three regional directors have resigned from the Scottish Development Agency.

Mr. McAllion : To ask the Secretary of State for Scotland (1) if he will publish in the Official Report any criteria which he required the Scottish Development Agency to satisfy before taking decisions to invest in area-based projects in Scotland ;

(2) if he will publish in the Official Report the sums invested by the Scottish Development Agency in the

Dundee project in each year since the project was initiated ; and if he will express these figures both in terms of the actual sums invested and at 1990 prices.

Hunts (Forestry Commission Land)

Mr. Ron Davies : To ask the Secretary of State for Scotland if he will take steps to ensure that hunts on Forestry Commission land are required not to fill in earths after a failed dig or at any time when an animal might still be in occupation.

Mr. Michael Forsyth : I have brought this matter to the attention of the Forestry Commission and it will be taken into account when the commission gives permission for hunting to take place on its land.

Govan Initiative

Mr. Sillars : To ask the Secretary of State for Scotland (1) what resources are available to the Govan initiative to fund the annual revenue costs for staffing and related educational costs in respect of the proposed nursery school at Merrick gardens, Ibrox ; (2) what proportion of the money Govan initiative intends to spend on the construction of a nursery school at Merrick gardens, Ibrox, comes from (a) central Government, (b) the Scottish Development Agency, (c) local government and (d) the initiative's own resources.

Mr. Lang : Approval under the urban programme was given on 9 May 1990 for a child care project which was to operate from three locations in the area of the Govan initiative. The approved costs were £279,200 in capital and £247,369 in annual running costs, initially for four years. Central Government grant would meet 75 per cent. of these costs with the balance to be provided by Strathclyde regional council. Merrick gardens was not however one of the proposed locations for this project and the Industry Department for Scotland has not been approached about any proposed change to the approved project.

Sport

Mr. Wilson : To ask the Secretary of State for Scotland (1) if he has any statistics available on teacher participation in extra-curricular sport (a) in 1980 and (b) in 1990 ;

(2) when he received the Scottish Sports Council's strategy documents entitled "Sport 2000" ; and when he intends to respond ; (3) when he received the Scottish Sports Council's recommendation on school-age sports ; and when he intends to reply ;

(4) what communication there has been with the chief medical officer over the health-related aspects of the report entitled "Sports 2000", submitted to him by the Scottish Sports Council.

British Rail

Mr. Wilson : To ask the Secretary of State for Scotland if he will list the meetings which he has had with British Rail to discuss the proposed withdrawal of Speedlink freight services ; and if he will make a statement.

Lord James Douglas-Hamilton : My right hon. and learned Friend met the chairman of British Rail, Sir Bob Reid, on 31 October 1990 when a number of topics were discussed including BR's present review of its Speedlink services.

Mr. Wilson : To ask the Secretary of State for Scotland if he will make a statement on his assessment of the implications for the Scottish economy and environment of the proposed withdrawal of Speedlink freight services.

Lord James Douglas-Hamilton : British Rail is currently studying the options for its Speedlink services. My right hon. and learned Friend will give consideration to the implications for Scotland of any proposals which BR puts to the Government in due course.

Mental Illness and Mental Handicap Hospitals

Mr. Win Griffiths : To ask the Secretary of State for Scotland (1) what has been the trend in admissions to mental illness hospitals and units in the last decade in the age groups for which statistics are kept ;

(2) what has been the trend in admissions for mental handicap hospitals and units in the last decade in the age groups for which statistics are kept.

Foreign Languages Project

Mr. Allan Stewart : To ask the Secretary of State for Scotland when he expects replies to be sent to the letters on the foreign languages pilot project sent to the Scottish Office by Mr. and Mrs. W. Prescription Charges

Mr. Win Griffiths : To ask the Secretary of State for Scotland, pursuant to the reply of 29 November 1989, Official Report, column 280, if, on the same basis, he will publish how much money was raised in Scotland in prescription charges in 1988-89 ; and to what specific purposes this money, credited to class XV1, vote 17 subheads A2 and AZ, was put.

Mr. Michael Forsyth : The total amount raised from prescription charges in Scotland in 1988-90 was £19.565 million. The majority of prescription charge income was used directly to reduce the costs, borne on subhead A2 of class XVI, vote 17, of the supply of drugs and appliances prescribed or ordered by general practitioners. Other prescription charges, including those collected by dispensing doctors and those for prepayment certificates, were included in subhead AZ of class XVI, vote 17, and were used to offset total expenditure on the vote.

Fish Farming

Mr. Wilson : To ask the Secretary of State for Scotland if he will publish the findings of his Department on research into dichlorvos, and its application in fish farming.


Column 724

Mr. Michael Forsyth : Scientists at the Department of Agriculture and Fisheries marine laboratory have carried out a number of studies on the effects of dichlorvos on marine species, in particular, lobster and herring larvae, mussels and invertebrates, and on the fate of dichlorvos in sea water. Reports of these studies were placed in the Library on 22 June 1990 and they have also been made available as Scottish fisheries working papers.

The Ministry of Agriculture, Fisheries and Food has also carried out surveys of farmed salmon as part of its on-going food surveillance work. Between 1987 and 1989, a total of 92 salmon samples were obtained from farms, processors and markets. No residues of dichlorvos were detected. Details of this work will be published in due course.

Community Care

Dr. Godman : To ask the Secretary of State for Scotland if he will outline the programme he intends to follow in providing additional finance to housing associations (a) in the current financial year and (b) in the 1991-92 financial year in order to ensure adequate availability of appropriate housing to match the requirements of his programme for the implementation of care in the community.

Lord James Douglas-Hamilton : Responsibility for identifying and planning for community care needs lies with social work authorities. As part of that process, social work authorities will be consulting housing associations and other voluntary housing agencies to ensure these needs are met.

My right hon. and learned Friend, through Scottish Homes, funds the overall provision for housing associations. In 1990-91 the total housing association programme is expected to be £208 million. The total for 1991-92 has not yet been determined.

It is for the housing associations themselves, in consultation with local authorities and Scottish Homes, to determine what proportion of their programme is devoted to community care.

Bottle-nosed Dolphins

Mr. Hardy : To ask the Secretary of State for Scotland whether the bottle-nosed dolphins resident in the Moray firth are now considered to be at risk.

Mr. Michael Forsyth : I shall write to the hon. Member as soon as possible.

AGR Refuellings

Mr. Dobson : To ask the Secretary of State for Scotland what percentage of refuelling is being carried out on load at each Scottish nuclear advanced gas-cooled reactor.

Mr. Lang : Questions about the operational performance of nuclear power stations in Scotland are for Scottish Nuclear Ltd.

Public Expenditure

Mr. Beith : To ask the Secretary of State for Scotland if he will show the public expenditure in Scotland on (a) agriculture, fisheries and food, (b) trade and industry, (c) employment, (d) health, (e) educational grants and (f) the administration of justice for the latest year for which figures are available.

Local Enterprise Companies

Mr. McAllion : To ask the Secretary of State for Scotland if he will publish in the Official Report the names of the individuals appointed to the boards of each of the local enterprise companies in the Scottish Enterprise and Highlands and Islands Enterprise areas, indicating for each individual whether they are involved in (a) private sector business, (b) local authority, (c) a trade union, (d) other non-private sector or (e) other public sector.

Mr. Lang : At least two-thirds of the board members of local enterprise companies are to be drawn from the private sector. Individual appointments are for the local enterprise companies themselves. Board membership will be listed in the published summaries of the companies' business plans.
