Dr. David Clark : To ask the Secretary of State for Scotland if he will make a statement about his plans for privatisation of the organisation of the Forestry Commission.
Mr. Michael Forsyth [holding answer 18 March 1991] : The plans for the internal reorganisation of the Forestry Commission announced by my right hon. Friend on 6 March, columns 220-21, do not involve privatisation.
Mr. Maclennan : To ask the Secretary of State for Scotland what area of land was planted with trees in 1990 under grant-aided schemes ; what proportion represented the restocking of felled woodland ; and what proportion represented planting of land not formerly under trees.
Mr. Michael Forsyth [holding answer 18 March 1991] : In the year ended 31 December 1990, the Forestry Commission grant-aided some 22, 700 hectares of tree planting, including planting carried out under the farm woodland scheme. Of this total, 31 per cent. comprised restocking and 69 per cent. new planting.
Mr. Maclennan : To ask the Secretary of State for Scotland what area of land was planted by the Forestry Commission in 1990 ; what proportion represented the restocking of felled woodland ; and what proportion represented planting of land not formerly under trees.
Mr. Michael Forsyth [holding answer 18 March 1991] : In the year ended 31 December 1990, the Forestry Commission carried out some 11, 100 hectares of planting, 65 per cent. of which was restocking and 35 per cent. new planting.
Mr. Maclennan : To ask the Secretary of State for Scotland what area of land was planted in 1990 under the

woodland grant scheme ; what proportion represented the restocking of felled woodland ; and what proportion represented a carry forward into the woodland grant scheme from a former dedication scheme or forestry grant scheme.Mr. Michael Forsyth [holding answer 18 March 1991] : In the year ended 31 December 1990, the Forestry Commission grant-aided 15,900 hectares of planting under the woodland grant scheme, of which 34 per cent. was for the restocking of felled woodland. Some 3,000 hectares of new planting were also grant-aided under that scheme in association with the farm woodland scheme.
The commission's records do not show what proportions of these areas of planting were previously included in a dedication scheme or in the forestry grant scheme.
Mr. Worthington : To ask the Secretary of State for Scotland what is the total number of students attending all designated courses for all student loans who are potentially eligible for student loans in Scotland.
Mr. Michael Forsyth [holding answer 18 March 1991] : It is estimated that some 70,000 students domiciled in Scotland are eligible for a loan in the academic year 1990-91. The estimate may be revised as further data become available.
Loan-bearing courses do not require designation if they are at institutions receiving support from public funds. The Secretary of State may designate as loan-bearing

courses of higher education at other institutions under regulation 4 of the Education (Student Loans) Regulations 1990.Mr. Worthington : To ask the Secretary of State for Scotland how many mentally ill patients at the state hospital at Carstairs, who have not committed offences, come from each health board region in Scotland.
