Mr. David Hunt : Estimates for the total earned income of residents of Wales, obtained from the 1988-89 survey of personal incomes, are given in the table. Earnings are for individuals--husbands and wives shown separately--regardless of source, with investment income excluded. The estimates are net of superannuation contributions. Coverage of earned income below £5,000 is incomplete and, as a result, the percentages requested cannot be calculated.

Dr. Kim Howells : To ask the Secretary of State for Wales whether underground flows of water in Wales are being monitored for signs of pollution originating in badly drained and maintained silage clamps on farms.
Mr. Nicholas Bennett : Yes. The National Rivers Authority monitors groundwater in Wales, principally that used for potable supplies, at points of emergence. The Control of Pollution (Silage, Slurry and Agricultural Fuel Oil) Regulations 1991--SI No. 324--which come into force on 1 September will reduce considerably risks to controlled waters by setting construction standards and strengthening the NRA's powers.
Dr. Kim Howells : To ask the Secretary of State for Wales if he will list the planning appeals relative to applications for underground coal mines currently under consideration by his Department.

Dr. Kim Howells : To ask the Secretary of State for Wales how many prosecutions of water polluters have been started in Wales since the formation of the National Rivers Authority ; and how many have been successful.
Mr. Nicholas Bennett : This is a matter for the National Rivers Authority.
Mr. Tony Banks : To ask the Secretary of State for Foreign and Commonwealth Affairs what machinery exists to enable communication between the Taiwanese authorities and Her Majesty's Government.
Mr. Lennox-Boyd : We have no governmental dealings with the authorities in Taiwan. There are established unofficial means through which British interests are promoted.
Mr. Tony Banks : To ask the Secretary of State for Foreign and Commonwealth Affairs if he will dispatch fishery protection vessels to Tristan da Cunha to prevent illegal drift net fishing in the exclusion zone around the islands ; and if he will make a statement.
Mr. Garel-Jones : Royal Navy and Royal Fleet Auxiliary vessels visiting Tristan da Cunha supplement the fisheries protection work of the Tristan authorities. The most recent visit was by RFA Diligence on 15 and 16 May. She did not locate any unlicensed fishing vessels.
Mr. Tony Banks : To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the Taiwanese authorities concerning drift net fishing in the exclusion zone around the Tristan da Cunha group of islands.
Mr. Garel-Jones : We have no governmental dealings with the authorities in Taiwan. The Taiwan authorities are, however, aware of our concern over press reports that Taiwanese vessels have been undertaking drift net fishing in the exclusion zone around the Tristan da Cunha group of islands.
Mr. Tony Banks : To ask the Secretary of State for Foreign and Commonwealth Affairs what action he intends to take to prevent drift net fishing in the exclusion zone around Tristan da Cunha.
Mr. Garel-Jones : At present RN and RFA vessels visiting Tristan da Cunha supplement the fisheries protection work of the Tristan authorities. We are considering what further action we might be able to take to prevent drift netting in the exclusion zone around Tristan da Cunha.

Affairs Council and their counterparts from the European Free Trade Association member states in their meeting on 13 to 15 May.Mr. Garel-Jones : EC and EFTA Ministers met on13 May to review progress in the negotiations on a European economic area--EEA. This will extend the single market to the EFTA countries, and promote co-operation in a range of other areas, including in the environmental field. Ministers noted that there was a substantial convergence of views between the two sides on those elements which should figure in the EEA agreement.
Mr. Madden : To ask the Secretary of State for Foreign and Commonwealth Affairs what contacts have taken place between the Indian high commission and Ministers or officials in his Department since 1987 about Mr. Mohinder Paul Singh Bedi ; and if he will make a statement.

Mr. Foulkes : To ask the Secretary of State for Foreign and Commonwealth Affairs if he will undertake a further substantive review of the situation at the United Nations Educational, Scientific and Cultural Organisation with a view to making a decision on the United Kingdom renewing its membership of the organisation.
Mr. Lennox-Boyd : No. I met the Director-General of UNESCO on 5 April, and made clear that we needed to see more concrete progress before we could consider rejoining the organisation.
