Technical Assistance to Pan-Africa Rinderpest Campaign.

Additionally, under the joint funding scheme, we are co-financing almost 80 long-term agricultural development projects being run or supported by British non-governmental organisations in sub-Saharan Africa other than Sudan and Ethiopia.

We are also strengthening Africa capacity via numerous training awards tenable in this country : a total of 59 such awards in the fields of agricultural development and food production are currently held by nationals from Ethiopia, Somalia and Sudan.

Health and Social Security Bodies

Mr. Trimble : To ask the Secretary of State for Northern Ireland if he has anything to add to his reply of 1 May in respect of the original nominating person or body of those appointed to serve on health and social security boards and health and social security area councils.

Mr. Hanley : I have nothing to add to the answer I gave on 1 May, column 199 , except that it should be noted that I am still waiting for names from certain of the bodies that might be expected to nominate candidates for the health and social service councils.

Local Management of Schools

Mr. Trimble : To ask the Secretary of State for Northern Ireland if he will list the primary schools in Southern education and library board area which inherited a financial deficit on entering LMS, indicating the amount of such deficit for each school.

Northern Ireland Electricity

Mr. Beggs : To ask the Secretary of State for Northern Ireland (1) what provisions have been made to ensure that accumulated funds from pension schemes in Northern Ireland Electricity will not be lost to Northern Ireland Electricity employees ;

(2) whether he will make it his policy to require a guarantee that, as a condition of sale, pension terms currently operative in Northern Ireland Electricity will be honoured subsequent to privatisation.

Mr. Needham : In line with provisions which were contained in the Electricity Act 1989, the proposed Electricity (Northern Ireland) Order will allow regulations to be made which will ensure that privatisation does not adversely affect the benefits payable to members and pensioners in the NIE pension scheme at the point of transfer.

Millisle Tourist Project

Mr. John D. Taylor : To ask the Secretary of State for Northern Ireland whether the Royal Ulster Constabulary will provide any foot patrols in Millisle during the forthcoming summer holiday season.

Dr. Mawhinney : I understand that foot patrols operate all year round in Millisle.

Race Relations Act

Mr. McGrady : To ask the Secretary of State for Northern Ireland what representations he has received about extending the Race Relations Act to Northern Ireland.

Mr. Brooke : I refer the hon. Gentleman to the answer I gave to the hon. Member for Foyle on 27 February, Official Report, Vol. 186, columns 515-16. Only the Northern Ireland standing advisory commission on human rights has made representations to me on this matter.

Prison Rule 25

Mr. Redmond : To ask the Secretary of State for Northern Ireland, pursuant to his answer of 24 April, Official Report, column 475, for what reason Gerald Clarke was removed from association with other prisoners at Crumlin Road gaol under prison rule 25 (Northern Ireland) 1982 ; what type of confinement and association he is now receiving ; whether he is still on hunger strike ; and if he will make a statement.

Dr. Mawhinney : Gerald Clarke was removed from association with other prisoners under prison rule 25 (Northern Ireland) 1982 as there was concern for his personal safety. He resumed eating prison food on 25 April and after being declared fit by prison medical staff the prisoner was returned to ordinary location on a wing with other untried prisoners.

Departmental Staff

Mr. Dobson : To ask the Secretary of State for Northern Ireland if he will give for each year from 1979-80, including 1991-92, the number of staff actually employed on 1 April and the full complement of staff, including vacant posts,

SOCIAL SECURITY

Residential Homes

14. Mr. Tom Clarke : To ask the Secretary of State for Social Security when he next expects to meet Age Concern to discuss problems which arise for persons in residential homes who have difficulty in meeting the difference between income support and the actual cost of places.

Miss Widdecombe : My right hon. Friend the Secretary of State met Age Concern last Monday.

Young Persons (Income Support)

16. Mr. Salmond : To ask the Secretary of State for Social Security if he will review his Department's policy on 16 and 17-year-olds' entitlement to income support ; and if he will make a statement.

Mr. Jack : The Government's policy is to offer 16 and 17-year-olds the positive options of education, entering employment, or taking up the Government's guarantee of quality training through youth training. But income support is still available to those vulnerable groups of young people who are unable to participate in YT or those seeking a YT place who would otherwise suffer severe hardship.

Child Support Agency

17. Mr. Dickens : To ask the Secretary of State for Social Security what long-term savings he expects to make as a result of the operation of the Child Support Agency.

Mr. Jack : I refer my hon. Friend to the reply given earlier to my hon. Friend the Member for Basildon (Mr. Amess).

Poor Families

18. Mr. Wray : To ask the Secretary of State for Social Security if he will make a statement on the latest measures to improve the living standards of families living in poverty in the United Kingdom.

Mr. Jack : Our reformed social security system enables us to concentrate help, over and above maintaining the real value of benefits, wherever it will do most good. That is why, for example, from this October, families with children will have seen the real value of their income- related benefits increase by £0.5 billion a year compared with the position before the reforms.

Arcola Street Office

19. Ms Abbott : To ask the Secretary of State for Social Security when he next plans to visit Arcola street social security office to discuss the operations of the office.

Miss Widdecombe : My right hon. Friend has no plans to do so.


Column 386

Social Fund

20. Sir William Shelton : To ask the Secretary of State for Social Security what would be the cost of converting all social fund loans to grants.

Mr. Scott : As at 31 March 1991 the accumulated net cost of outstanding loans over the lifetime of the fund stands at £142 million. This is the difference between gross loans expenditure up to 31 March and recoveries repaid at that date. This represents the cost to the taxpayer of writing off all current loan debt.

21. Mr. Corbyn : To ask the Secretary of State for Social Security if he will list the social fund budgets for Finsbury Park and Highgate offices for 1989-90, 1990-91 and 1991-92.

Mr Scott : Information concerning the social fund budgets of particular offices is in the Library.

Mr. Cohen : To ask the Secretary of State for Social Security what the net Treasury input to the social fund has been each year since its inception and in the current year.

National Insurance

22. Sir Michael Neubert : To ask the Secretary of State for Social Security what assessment he has made of the revenue which would arise from the removal of the upper earnings limit for national insurance contributions.

Mr. Scott : If the ceiling for employees and self-employed national insurance contributions were abolished, it is currently estimated that contribution yield would increase in a full year by £2.5 billion and £0.5 billion respectively. Based on 1990-91 figures it is estimated that some 3.4 million employees and 0.5 million self-employed people would pay more in contributions.

Refugees

23. Mr. Tony Banks : To ask the Secretary of State for Social Security if any additional resources are being made available to London offices to deal with the number of refugees arriving in London.

Miss Widdecombe : Yes. The staffing position is always kept under review. Additional staff are added to offices with high numbers of refugee claims. Area reserve staff are also available to assist district offices. In Newham district, the office has eight staff more than their calculated staff resources based on workload data and has received extensive help from the area reserve staff.

Child Benefit

24. Mr. Battle : To ask the Secretary of State for Social Security if he will make a statement on the impact of the change in single-parent benefit on child benefit.

Mr. Jack : One-parent benefit is paid as an addition to child benefit for anyone bringing up a child alone. Its structure has not changed since the introduction of child benefit.

Pensioners

Invalid Care Allowance

27. Sir Marcus Fox : To ask the Secretary of State for Social Security how many people have benefited from increases in the earnings disregard in invalid care allowance in the last two years.

Mr. Scott : I refer my hon. Friend to the reply given to my hon. Friend the Member for Epping Forest (Mr. Norris) earlier today.

Young Persons (Benefits)

Mr. Benton : To ask the Secretary of State for Social Security what was the cost of the MORI research commissioned by his Department into benefit provision for 16 and 17-year-olds.

Mr. Jack : The cost of the MORI research was £120,000.

Long-stay Hospital Patients

Mr. Tony Lloyd : To ask the Secretary of State for Social Security if he will make a statement on the treatment of long-stay hospital patients in receipt of income support with respect to mortgage interest payments.

Mr. Scott : Income support help with mortgage interest could continue for up to 52 weeks in such circumstances. This is in line with the rules for others on housing benefit or income support who are temporarily absent from their homes. It would not be right to use public funds to subsidise empty housing indefinitely.

Mr. Ronnie Campbell : To ask the Secretary of State for Social Security if he will list the number of appeals heard in his Department's Blyth Valley areas decided by tribunals concerning (a) income support, (b) mobility allowance, (c) attendance allowance, (d) injury and disablement benefit, (e) invalidity benefit and (f) non income related benefits in 1989 and 1990.

Miss Widdecombe : The latest available statistics relating to social security appeal tribunals are for the period ending 30 June 1990. National administrative statistics for appeal tribunals are not available for areas smaller than a former social security region. The relevant information for the former north-eastern region is in the table.
