Mr. Douglas Hogg : We shall be submitting proposals to strengthen the existing provisions of the biological weapons convention and to maintain its status as an important international norm against biological and toxin weapons. Central to our policy will be proposals to improve and extend the regime of confidence-building measures, to improve organisational arrangements by establishing a supportive body and to examine the feasibility of devising effective verification procedures.

Conventional Forces in Europe Treaty

Mr. Cohen : To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 12July, Official Report, column 520 , on what date he placed in the Library a copy of the updated British data exchanged in accordance with section VII of the protocol on notification and exchange of information to the CFE treaty giving the details of the location of British forces in the United Kingdom and continental Europe.

Mr. Douglas Hogg : The updated British data exchanged in accordance with section VII of the CFE treaty protocol was added to the Library following the exchange in February this year.

We have checked with the Library ; the papers are available for consultation in the international affairs and defence section.

Mr. Cohen : To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 12July, Official Report, column 520, if he will place in the Library a copy of the updated United States data exchanged in accordance with section VII of the protocol on notification and exchange of information to the CFE treaty giving the details of the location of United States forces in the United Kingdom.

Mr. Douglas Hogg : Some basic data on equipment holdings is contained in the 1991 Statement on the Defence Estimates. Beyond this it is not our responsibility to publish the CFE data provided by other member states. It is up to individual states to publish their own data.

Mr. Cohen : To ask the Secretary of State for Foreign and Commonwealth Affairs what information he has regarding the timetable for ratification of the conventional forces in Europe treaty by other states ; and if he will list those countries that have already ratified this treaty.

Mr. Douglas Hogg : Czechoslovakia ratified the CFE treaty on 23 July. Most of our NATO allies hope to be able to ratify during the autumn, as do we. Indications from other CFE signatories so far are that they too intend to ratify before the end of the year.

Mrs. Jamila Sadiq

Mr. Madden : To ask the Secretary of State for Foreign and Commonwealth Affairs when the British High Commission in Islamabad sent papers to the Home Office concerning Mrs. Jamila Sadiq (Ref. IMP S767465 (S)) who has applied to join her husband in the United Kingdom ; when the post received a request to send a second set of papers concerning her case ; and if he will make a statement.

Mr. Lennox-Boyd : In accordance with the guidelines on the handling of representations by Members of Parliament in immigration cases, issued to Members on 14 December 1988, I have referred the question to the correspondence unit of the migration and visa department of the Foreign and Commonwealth Office. The hon. Member will receive a reply from the unit as soon as possible.

Parliamentary Questions

Mr. Nellist : To ask the Secretary of State for Foreign and Commonwealth Affairs how many parliamentary questions for written answer have been answered by his Department so far this Session, and in the comparable period for the last Session ; and if he will publish a table of how many answers (a) do not give the information requested because of (i) disproportionate cost or (ii) other reasons, (b) give an undertaking to write to the hon. Member who asked the question and (c) were referred for answer to the chief executive of each next steps agency.

Mr. Lennox-Boyd : Including the aid wing, this Department has answered 1,989 written questions so far this Session. This compares with 2,203 questions for the comparable period in the 1989-90 Session. Nine from the current session were referred for answer to next steps' chief executives. None was referred during the previous Session. The rest of the information requested is not centrally recorded and could only be provided at disproportionate cost.

Bank of Credit and Commerce International

Mr. Madden : To ask the Secretary of State for Foreign and Commonwealth Affairs what reports he has received from the United Kingdom's overseas posts concerning the administration and activities of any branch of BCCI ; and if he will make a statement.

Mr. Garel-Jones : All overseas posts were informed of the action on 5 July by the regulatory authorities in a number of jurisdictions to secure control of the assets of banks in the BCC group. A number of posts have subsequently reported on developments in individual countries. We had reports last year of the indictment of BCCI in Florida on charges of money laundering. We are checking whether we have had reports from posts about other banks in the BCC group prior to 5 July and will write to the hon. Member.

Hong Kong

Mr. Corbyn : To ask the Secretary of State for Foreign and Commonwealth Affairs how many people arriving in Hong Kong since 12 July in order to attend the global Chinese student union conference there were refused entry to Hong Kong ; what reasons were given for their refusal ; and what representations have been achieved about this both in the United Kingdom and in Hong Kong.

Mr. Lennox-Boyd : Fourteen people arriving in Hong Kong since 12 July for the conference were denied entry to Hong Kong. These decisions are matters for the Hong Kong Government. Few representations have been received about this in Hong Kong, and still fewer here.

G7 Summit

Mr. Grocott : To ask the Secretary of State for Foreign and Commonwealth Affairs what was the total cost to the Exchequer of the G7 summit.

Mr. Garel-Jones : With many accounts still to be settled, I cannot give a precise figure, but I expect the total cost to be around £7 million.

South Georgia (Hazardous Waste)

Mr. Donald Thompson : To ask the Secretary of State for Foreign and Commonwealth Affairs what progress has been made in removing hazardous materials and waste from the abandoned whaling stations on South Georgia.

Mr. Garel-Jones : An operation to deal with the problems of potential environmentally damaging materials in the old whaling stations on South Georgia took place from January to May this year. It was funded jointly by the Government of South Georgia and Christian Salvesen plc, who hold the leases to the stations. The work was carried out to specifications laid down by environmental consultants commissioned by the Government of South Georgia, who have now inspected it and approved the success of the operation. Items of historical interest are to be preserved in a South Georgia whaling museum.

ENERGY

Energy Conservation

Sir Marcus Fox : To ask the Secretary of State for Energy if his Department has considered an application for an exhibition relating to energy conservation in Government Departments to be displayed in the Upper Waiting Hall.

Mr. Wakeham : I am required to give agreement in principle that any proposed exhibition meets the criteria laid down by the Serjeant at Arms. If my hon. Friend would care to provide details of the exhibition, I shall give the request full and prompt consideration.

Renewable Energy

Mr. Gould : To ask the Secretary of State for Energy if he will make a statement on the progress since September 1990 in implementing a programme to develop renewable energy technologies showing promise of commercial viability ; and when he will announce the conclusions of the review of future policy.

Mr. Wakeham : My Department has been undertaking a substantial programme to develop renewable energy technologies consistent with the strategy published in 1988 as Energy Paper 55. For example, my hon. Friend the Member for Lewisham, East (Mr. Moynihan) recently announced further funding of £205,000 for the United Kingdom's first shoreline wave energy system, and a

£250,000 programme of research into solar energy. Moreover, we have made available considerable financial support through the non-fossil fuel obligation to generators utilising renewable energy technology. The Department's strategy on renewable energy sources is currently being reviewed and I would expect results to be available early in 1992.

Mr. Morgan : To ask the Secretary of State for Energy what proposals he has to amend or reform the current annual round of bidding by promoters of renewable energy projects for approval by the Non-Fossil Fuel Purchasing Agency.

Mr. Heathcoat-Amory : The procedures to select projects to be contracted in fulfilment of a non-fossil fuel obligation for renewables are a matter for the regional electricity companies and their agents, the Non- Fossil Purchasing Agency Ltd, which must bear in mind that the Director- General of Electricity Supply has to be satisfied with the arrangements.

Salter's Duck

Mr. Home Robertson : To ask the Secretary of State for Energy if he will make a statement about Government policy towards research and development of offshore wave power devices, with specific reference to Salter's Duck.

Mr. Moynihan : The Department of Energy is currently reviewing the prospects for wave energy across the whole range from shoreline to large- scale offshore devices, including the Salter Duck. The review is expected to be completed later this year.

Further funding of £205,000 for the United Kingdom's first shoreline wave energy system on the Scottish island of Islay was announced on 15 July, bringing the total funding by the Department for this device to £900,000.

Peat

Mr. Dalyell : To ask the Secretary of State for Energy, pursuant to his answer of 20 December 1990, Official Report, column 304 , to the hon. Member for Thanet, South (Mr. Aitken) whether, in the light of the volume of extraction of peat in the Flow Country, and of the studies conducted for his Department, he will make it his policy to discontinue the use of peat, other than for local domestic use in traditional areas ; and if he will set out the policy conclusions for his studies.

Mr. Moynihan : The final studies undertaken on behalf of the Department of Energy concerning the potential use of peat as a fuel particularly in relation to Scottish peat resources have now been concluded. My Department does not regard the use of peat as an industrial fuel to be an economic proposition. However the use of peat for any potential application now commands widespread environmental concerns. The findings of these latest studies will be published shortly and include much information on Scottish peat resources which should greatly assist future environmental assessment studies. The Government fully recognise the desirability of preserving peatlands and are actively considering the ways of resolving the apparent conflict between peat extraction and conservation issues.

Wind Energy

Mr. Morgan : To ask the Secretary of State for Energy what consultations he has had with the director of the Meteorological Office concerning the supply of relevant sections of the national wind map to promoters of wind energy projects.

Mr. Moynihan : I understand that the Meteorological Ofice routinely sells its wind data to the promoters of wind energy projects, but the Department has had no contact with it regarding this activity.

Gas Exploration, Ryedale

Mr. Dobson : To ask the Secretary of State for Energy how many licences have been granted for the exploration of gas in the Ryedale district.

Mr. Wakeham : Since the introduction of the Petroleum (Production) Regulations 1966, 23 petroleum licences have been awarded covering areas wholly or partly within the Ryedale district. Of these, 13 are still in existence. These licences confer rights to explore for oil as well as gas. I have placed in the Libraries of both Houses a copy of a map which shows the current licensed areas in the Ryedale district.

Mr. Dobson : To ask the Secretary of State for Energy if he will list (a) the area, (b) the applicant and (c) the date of all applications that have been made to date to take up licences granted for gas exploration in the Ryedale district.

Mr. Wakeham : The table lists the licences which have been awarded for areas which are wholly or partly in Ryedale district since the introduction of the Petroleum (Production) Regulations 1966. The licences confer rights to explore for oil as well as gas.

Electricity

Mr. Morgan : To ask the Secretary of State for Energy, pursuant to his answer of 15 July, Official Report, column 2, what total declared net capacity of electricity generation he anticipates being installed by the year 2000.

Mr. Heathcoat-Amory : The need for additional capacity by 2000 is uncertain and will depend upon a number of factors including the future demand for electricity and commercial judgments on the economic life of existing plant. A range of scenarios for net capacity changes is provided in Energy Paper No. 58 (table 4.9) published in January 1990 a copy of which is available in the Library of the House. The scenarios cover the period 1990-2005.

Hot Water Boilers

Mr. Williams : To ask the Secretary of State for Energy when he first consulted the National Gas Consumers Council concerning the proposed European Community directive concerning the efficiency requirements for new hot water boilers fired with liquid or gaseous fuels.

Mr. Heathcoat-Amory : Since the European Commission published its proposal for a directive on hot water boilers, in November 1990, my energy efficiency office has been holding staged consultations with interested bodies in the United Kingdom. The initial stages of consultations were technically based and involved the gas industry and manufacturing organisations. Formal consultations with consumers associations, including the National Gas Consumers Council, have been under way since June 1991.

Nuclear Levy

Mr. Morgan : To ask the Secretary of State for Energy what proportion of the nuclear levy is going to (a) the nuclear and (b) the renewable non-fossil fuel generating stations in (i) the current financial year and (ii) the next financial year.

Mr. Heathcoat-Amory : Precise figures for the distribution of the fossil fuel levy between nuclear and renewables for the current financial year are not available. However, the capacity contracted within the non- fossil fuel obligation for nuclear for the current financial year is now some 8GW, compared with some 27MW for renewables. The distribution of the levy will be broadly related to these capacities. It is not possible to give the corresponding figures for the next financial year, since the second non-fossil fuel obligation for renewables has not yet been made.

Acid Rain

Mr. Morgan : To ask the Secretary of State for Energy if he will fund future research at the CERL laboratory, Leatherhead, in the area of acid rain and sulphur dioxide emissions from fossil-fuel generating stations ; and if he will make a statement.

Mr. Heathcoat-Amory : Reductions in the emission of sulphur dioxide and nitrogen oxides are governed by the European large combustion plant directive. Research into the most effective way of meeting these reductions is a matter for the industry. In addition, the Department's Advisory Council on Research and Development maintains a watching brief on developments in electricity research and development and will make recommendations to the Secretary of State as appropriate.

Sour Gas Power Station

Mr. Dobson : To ask the Secretary of State for Energy when he plans to hold the public inquiry into the application of Kelt UK to build a sour gas power station at Claypit plantation in the Vale of Pickering, north Yorkshire ; and what the terms of reference are to be.

Mr. Wakeham : I expect to hold the public inquiry which will assist me in my decision on Kelt UK Limited's application early in 1992. I shall announce full details in due course.

I will issue, in advance of the inquiry, a statement of the matters which seem to me relevant to my consideration of the application. I will take all relevant factors into account in preparing that statement.

Power Generating Stations

Mr. Dobson : To ask the Secretary of State for Energy what information he has on the locations (a) in the United Kingdom, (b) in Europe and (c) in other parts of the world of land-based power generating stations using hydrogen sulphide gas.

Mr. Wakeham : Hydrogen sulphide is not a fuel used in power generation though it may be present as an impurity in certain fuels.

Permanent Under-Secretary of State

Mr. Williams : To ask the Secretary of State for Energy when he intends to appoint a full-time permanent Under-Secretary of State for his Department.

Mr. Wakeham : The present Permanent Under-Secretary of State, Mr. J. R. S. Guinness, already holds his appointment on a full-time basis.

Non-fossil Fuel Obligation

Mr. Morgan : To ask the Secretary of State for Energy what is the approximate date of the opening of bidding for initial applications for the third tranche of the renewables section of the non-fossil fuel obligation.

Mr. Heathcoat-Amory : My right hon. Friend has not yet made a decision on the timing of the next tranche of the renewables non-fossil fuel obligation.

Carbon Tax

Mr. Soames : To ask the Secretary of State for Energy what plans he has to institute a carbon tax ; and if he will make a statement.

Mr. Moyniham : The Government's policy on the use of economic instruments for environmental protection is set out in the White Paper, "This Common Inheritance". In the long term, action to control emissions will inevitably have to include increases, achieved by taxation or other means, in the relative price of energy. However, the White Paper made clear the Government's intention not to introduce any such measures in the next few years outside the transport sector.

Mr. Cousins : To ask the Secretary of State for Trade and Industry what was the final outturn, and what is the present forecast of schemes presented in tables 11 and 12 of his Department's expenditure plans ; what were the figures for 1990-91 and 1991-92 ; and what was the outturn for 1989-90 in real terms.

Horizontal Take-off and Landing Vehicle

Mr. Cousins : To ask the Secretary of State for Trade and Industry what was the total expenditure and in which financial years, his Department supported expenditure on a space horizontal take-off and landing-vehicle ; what recent contracts his Department has had with the European Space Agency and the Soviet Ministry of Aviation Industry on this matter ; and whether exports of know-how and equipment relating to such vehicles require export licences, or clearance through Cocom.

Mr. Leigh : The DTI provided financial support through the British National Space Centre, towards proof-of-concept studies for the original HOTOL (horizontal take-off and landing) vehicle. The work was undertaken in the financial years 1986-87 and 1987-88. The DTI contribution amounted to £2.4 million out of total costs of some £4 million.

British Aerospace is currently undertaking a feasibility study with the Soviet Ministry of Aviation Industry for an air-launched interim version of HOTOL. No United Kingdom Government funding is involved. But BNSC was able to help with a presentation on the first results of this study given by British Aerospace to the European Space Agency on 21 June. The question of an export licence and Cocom review could be addressed only once a specific proposal was available.
