Mr. Redmond : To ask the Secretary of State for Scotland if he will list by location all the sites where chromium powder and chromium waste is dumped ; and what precautions are taken to ensure that it is not (a) inhaled and (b) allowed to come into contact with the general public.
Lord James Douglas-Hamilton : The Scottish Office does not hold this information centrally. The nature of wastes going into specific landfill sites and suitable operational terms and conditions are matters for the district and islands councils under the licensing provisions of the Control of Pollution Act 1974.

Mr. Galbraith : To ask the Secretary of State for Scotland what action he will take concerning the report, "Dementia in Scotland : Agenda for Action 1991-1995" ; and if he will make a statement.
Mr. Michael Forsyth : I met representatives of Scottish Action on Dementia on 3 September to discuss the recommendations in this report and a further meeting was held with officials on 17 October. The points made in the report will be taken into account in the development of policy.
Mr. Cohen : To ask the Secretary of State for Scotland whether he has plans to issue an amended code of practice on the confidentiality of personal health information ; and whether he will make a statement.
Mr. Michael Forsyth : There are no plans at present to amend the code of practice issued in June 1990. The need for a revised version will be kept under review.
Mr. Maxton : To ask the Secretary of State for Scotland what was the number of people in Scotland with incomes less than half the average income after housing costs in (a) 1979 and (b) 1988 ; and what percentage of the Scottish population this represents in each year.
Mr. Allan Stewart : I refer the hon. Member to my reply given on 14 October to the hon. Member for Cunninghame, North (Mr. Wilson).
Mr. Andrew Bowden : To ask the Secretary of State for Scotland how many fish farmers and salmon netsmen responded to the voluntary survey into the shooting of seals at fish farms and salmon netting stations ; what was the number of seals reported killed by respondents ; and what conclusions he has drawn from the results of this survey.
Mr. Michael Forsyth : Returns are being analysed at present by the Department and the sea mammal research unit of the Natural Environment Research Council.
Mr. Maxton : To ask the Secretary of State for Scotland if he will list the numbers of (a) children, (b) qualified staff and (c) full-time equivalent qualified staff in registered (i) pre-school nurseries and (ii) play groups for

Mr. Maxton : To ask the Secretary of State for Scotland if he will give the figures for manufacturing investment in Scotland in (a) cash terms and (b) deflated by the gross domestic product deflator in each year since 1974 ; and what would have been the total additional amount invested in Scottish manufacturing industry if investment had remained at 1979 levels.
Mr. Allan Stewart : The following table shows estimated gross domestic fixed capital formation, GDFCF, in manufacturing industries in Scotland in cash terms for each year since 1974 for which estimates are available. The table also shows the deflator for the United Kingdom gross domestic product (GDP) at factor cost for each year. It is not appropriate to deflate Scottish gross domestic fixed capital formation estimates using a United Kingdom gross domestic product deflator and there are no appropriate deflators available for Scottish capital expenditure.

Mr. Maxton : To ask the Secretary of State for Scotland what is his estimate of Scottish manufacturing capacity in 1979 and 1990.

Mr. Maxton : To ask the Secretary of State for Scotland what was the value in (a) cash and (b) real terms of European Community structural funds given to projects in Scotland in each year since 1974 ; and if he will give the Scottish total allocation as a perentage of (i) the European Community total and (ii) the total United Kingdom allocation, in each year.
Mr. Allan Stewart : The information is not held centrally and could be obtained only at disproportionate cost.
Mr. David Marshall : To ask the Secretary of State for Scotland if he will take steps to make free surplus EEC food available to all pensioners ; and if he will make a statement.
Mr. Michael Forsyth : Under EC regulations the surplus food may be distributed only to the most needy in the Community. The Government have therefore made the food available to those persons in receipt of income support or family credit or those who are homeless and destitute or living in welfare hostels. There is only a fixed amount of food available under the scheme ; if all pensioners were eligible to receive it, the amount provided to each individual would be small and the distribution costs high.
Mr. Wigley : To ask the Secretary of State for Scotland if he will publish the latest available figures showing the total number of recorded cases of juvenile macular degeneration in Scotland.

Sir David Steel : To ask the Secretary of State for Scotland if he will make a statement on the effect of the MacSharry proposals on agriculture on rural areas such as the Borders.
Mr. Lang : The Government have stated clearly our opposition to the discriminatory features of the Commission's proposals, which could in their present form, have serious consequences for farming in Scotland and especially in the less favoured areas. We have made clear our aim to achieve a reform which encourages efficiency ; which applies fairly across all agriculture in the Community ; which maintains financial discipline ; and which builds in environmental objectives for the countryside.
Mr. Maxton : To ask the Secretary of State for Scotland (1) if he will provide a table showing every hospital opening and closing in Scotland in each year since 1979, distributed according to Parliamentary constituency boundaries ;
(2) if he will list and name by health board (a) all the hospitals and (b) the departments in Scotland which have been closed since 1979 ; and if he will give (i) all the hospitals and (ii) the departments or wards which are currently subject to consultation in respect of possible closure by health boards.

Mr. Maxton : To ask the Secretary of State for Scotland, pursuant to his answer in the Official Report, 14 May, columns 145-53, if he will give the numbers of appointments he makes to every quasi-autonomous non- governmental organisation in Scotland ; and the date of creation of each body.
Mr. Lang : Table 1 shows the information requested as at 1 July 1990. The list is longer than that in my reply to the hon. Member for The Wrekin (Mr. Grocott) on 14 May 1991 because his question related only to those bodies on which vacancies would arise in 1991 and 1992. Table 2 shows the information requested in respect of bodies created since July 1990. In addition I make a number of appointments to United Kingdom bodies jointly with other Ministers.

From 1988 figures relate to inpatient true waiting lists. These figures are therefore not fully comparable with the old basis waiting list figures. It is estimated that between 31 March 1987 and 31 March 1988 the waiting list fell by around 5 per cent.

Lord James Douglas-Hamilton : Works defined as incineration works in terms of the Health and Safety Emissions into the Atmosphere (Amended) Regulations 1989 include all works which operate to incinerate waste at a rate in excess of 1 tonne per hour. Mr. Eadie : To ask the Secretary of State for Scotland what is the current waiting period for cardiac surgery in the Lothian health board area.
Mr. Michael Forsyth : The median waiting time for admission for cardiac surgery in the period April-June 1991 was 12 weeks. By definition 50 per cent. of patients admitted had waited for less than 12 weeks.
Mr. Eadie : To ask the Secretary of State for Scotland if he will give the age and sex of residents in the Lothian health board area who are awaiting cardiac surgery.
Mr. Michael Forsyth : At 30 June 1991 there were 104 male patients and 45 female patients residing in the Lothian health board area awaiting cardiac surgery.
Mr. George : To ask the Secretary of State for Scotland if he will list the number of private security firms currently employed by his Department, the number of employees for

each firm on the contract, the total value of each contract and the total value of all contracts for each financial year since 1984-85.Mr. Lang : Information relating to the value of current contracts with private security companies and the number of staff employed on these contracts are matters of contractual and commercial confidentiality which it would not be proper to disclose. The total value of all contracts awarded during the period 1984-85 to 1990-91 is shown at item 1 following, and details of the private security companies with which contracts are currently in operation are set out at item 2.

Mrs. Margaret Ewing : To ask the Secretary of State for Scotland on how many occasions since taking office he has met with the United Kingdom Atomic Energy Authority to discuss the storage and reprocessing of spent nuclear fuel at Dounreay.
Lord James Douglas-Hamilton : My right hon. Friend has had no such meetings but officials are in very regular contact with UKAEA : in particular, Her Majesty's industrial pollution inspectors spent 53 days at Dounreay, carrying out various inspections and discussions, in the 12-month period ended 31 March 1991.
Dr. Godman : To ask the Secretary of State for Scotland if he is in a position to state the sums of money to be paid, by way of the European Community's RENAVAL programme, to community projects in Greenock and Port Glasgow ; and if he will make a statement.
Mr. Allan Stewart : A revised Strathclyde RENAVAL programme was submitted to the European Commission in July but has not yet been approved. Once it has, all projects to be funded will be decided by a programme monitoring committee.
Mr. Maclennan : To ask the Secretary of State for Scotland what study he has made of the impact of drift net fishing in Irish waters on stocks of salmon in Scotland.
Mr. Michael Forsyth : Tagging of salmon smolts, and data on retrieval of tags in fisheries, is co-ordinated by the

International Council for Exploration of the Sea. The data are not sufficiently detailed to give an assessment of the impact of Irish fisheries on Scottish catches or stocks of salmon.Mr. Maclennan : To ask the Secretary of State for Scotland what study he has made of the impact of driftnet fishing in British waters on stocks of salmon in Scotland.
Mr. Michael Forsyth : Drift netting for salmon has been prohibited in Scottish waters since 1962. An assessment of the impact of the drift-net fishery off the north-east coast of England on Scottish east coast fisheries is contained in the report "Salmon Net Fisheries" laid before the House on 17 October. Copies are available in the Library.
Mr. Maclennan : To ask the Secretary of State for Scotland what information he has received about the catches of salmon in fresh water fisheries in 1991 and each of the preceding five years.
Mr. Michael Forsyth : The reported catches of salmon for years up to and including 1990 are given, by statistical region and method of catch, in the Department's annual Statistical Bulletin "Salmon and Sea Trout Catches". Copies of these are in the Library. The fishing season for 1991 has not yet closed in all Scottish salmon fishery districts. The reported catches for 1991 will be published next year. Informal indications so far are that net catches have been lower than in 1990 and rod-and-line catches of salmon have been poor also. There are reports, however, of better catches at the end of the season in some regions.
Mr. Maclennan : To ask the Secretary of State for Scotland what study he has made of the impact of drift net fishing in the waters off Greenland and the Faroes on stocks of salmon in Scotland.
Mr. Michael Forsyth : The Faroes salmon fishery is a long-line rather than drift-net fishery. Quotas for this fishery and the west Greenland fishery are regulated by the North Atlantic Salmon Conservation Organisation (NASCO) on the basis of scientific assessments carried out by the ICES working group on north Atlantic salmon in which the Department's scientists take part. There are many factors which may affect survival at sea and return by salmon to rivers of origin. There are insufficient data to estimate the impact of high seas catches on stocks of individual European countries.
Mr. Maclennan : To ask the Secretary of State for Scotland what research is currently being undertaken into salmon stocks in Scotland.
