Mr. Michael : To ask the Secretary of State for Wales what consideration he has given to the need for the safer cities campaign to be applied to cities in Wales.
Mr. Nicholas Bennett : The safer cities programme was launched by the Home Secretary in 1988 and reached its target of 20 projects this month. It is part of the "Action for Cities" initiative which is concerned with the regeneration of the inner cities in England. Wales did not participate in these programmes, preferring to pursue its own distinct regeneration strategies, such as the valleys programme, and to provide substantial assistance to Welsh communities for crime prevention measures under the urban programme.
A key feature of the safer cities programme is the establishment of multi- agency steering committees in each approved project area to promote and consider crime prevenion measures. In Wales a similar partnership approach has been achieved by providing funds under the urban programme, which has enabled county crime prevention co-ordinators to be appointed in six of the eight counties of Wales. The Welsh Office has also made funds available to the National Association for the Care and Resettlement of Offenders to assist with the development of crime prevention initiatives at a local level in south-east

Wales. Crime prevention projects developed under these initiatives may themselves be eligible for funding under the urban programme.Mr. Morgan : To ask the Secretary of State for Wales if he will give figures for regional development grants and regional selective assistance grants repaid because of factory or office closures within four years of the payment of the grant, separately for each of the past five years.
Mr. David Hunt : The information requested would be available only at a disproportionate cost. However, the table gives details of regional selective assistance and regional development grant repayments over the last five years.

Mr. Morgan : To ask the Secretary of State for Wales what account he is taking of the planned Cardiff bay barrage in determining his policy towards the Usk Barrage Bill ; and if he will make a statement.
Mr. David Hunt : The Government's policy towards the Usk Barrage Bill will be determined according to its view of the merits of that Bill.
Mr. Morgan : To ask the Secretary of State for Wales what undertakings were given to the Countryside Council for Wales on 6 December regarding the relative timing for

construction of the Wentloog lagoon and the Cardiff bay barrage ; what trials regarding the use of the lagoon by wading birds are proposed ; what policy considerations relating to the lagoon will govern the decision to effect final closure of the barrage ; and if he will make a statement.Mr. David Hunt : The undertakings given to the Countryside Council for Wales were that the Cardiff Bay Barrage Bill will be amended in the course of its passage to reinstate the requirement of the private Bill that if the barrage is built the lagoon must also be built ; the lagoon will be constructed before impoundment behind the barrage. The Cardiff Bay development corporation will be discussing with the Countryside Council for Wales measures for ensuring the maximum effectiveness of the lagoon. The Countryside Council for Wales did not seek undertakings in respect of trials.
Mr. Michael : To ask the Secretary of State for Wales if he will list the cash granted by his Department this year and in each of the last five years to assist crime prevention initiatives (a) in respect of each district and (b) in respect of each county council in Wales.
Mr. Nicholas Bennett : The table sets out details of allocations to district and county councils under the urban programme for crime prevention initiatives and a grant to the National Association for the Care and Resettlement of Offenders under section 64 of the Health Service and Public Health Act 1968.
I am sure the hon. Gentleman will be pleased to see the steady increase in support for crime prevention programmes which includes a nearly sixfold rise in funding in four years.

national health service items on prescription by NHS consultants ; what discussions he has had with other health authority chairmen ; and what proposals he has for dissemination of information to those requiring nebulisers.Column 271
Mr. Nicholas Bennett : My right hon. Friend, the Secretary of State discussed this matter with health authority chairmen at his meeting with them on 20 November. At our request, all district health authorities are reviewing their policies and practices on the provision of equipment, including nebulisers and investigating individual cases where patients have claimed that they were advised to purchase such equipment. When this exercise has been completed we will consider whether further action is needed.Mr. Morgan : To ask the Secretary of State for Wales if he will be making a grant towards the costs of the new office for the South Glamorgan training and enterprise college's new headquarters.

Mr. Gareth Wardell : To ask the Secretary of State for Wales when he will respond to the third report of the Welsh Affairs Committee, Session 1990-91, "Arrangements for Handling Serious Outbreaks of Food Poisoning in the light of the Salmonella Outbreak in July and August 1989 in North Wales" (HC Paper 328).
Mr. David Hunt : I am pleased to announce that the response has been published today as Command Paper 1789.
Mr. Gwilym Jones : To ask the Secretary of State for Wales which units in Wales have been invited to prepare applications to become national health service trusts in April 1993.
Mr. David Hunt : I have received proposals from almost half the units in Wales to establish national health service trusts. The "expressions of interest" cover ambulance, community and mental health services as well as acute care. Taken together, these units involve a total of 82 hospitals, 11, 000 beds, and contractual income for 1991-92 of £592 million and point the way forward for the delivery of effective and patient responsive services in Wales.
Applications are due to be submitted in the summer of 1992, but the decision to prepare application rests entirely with the units concerned. My decisions on the submissions will be taken following statutory consultation process.

I was not able to invite an application at this time from Llandudno general hospital. However, I have confidence that the hospital has the potential to become a successful trust and will benefit from having more time to further develop its proposls. I have also deferred decisions on the expressions received from the Cardiff royal group of hospitals and to establish a mental health NHS trust in South Glamorgan to take account of the conclusions which will emerge from the recently announced joint strategic review by South Glamorgan and Mid Glamorgan health authorities.Including the Pembrokeshire NHS trust with the units now invited to apply for NHS trust status some 65 per cent. of acute services in Wales could be trust based by April 1993.
Mr. Gwylim Jones : To ask the Secretary of State for Wales what progress his Advisory Committee for Wales on National Rivers Authority functions has made since its establishment in 1990.
Mr. Nicholas Bennett : The committee's first annual report has been published today and I will arrange for copies to be placed in the Library of the House.
Mr. Barry Jones : To ask the Secretary of State for Wales if he will update his answer of 12 March 1991, Official Report, columns 448-58, to the hon. Member for Alyn and Deeside listing the full-time and part-time public appointments for which he is responsible, together with the salary and the date when each appointment is due for renewal, including those posts which are not salaried.
