Advertising

Mr. Dobson : To ask the Secretary of State for Health if she will give separate figures for the spending by her Department on (a) television advertising, (b) radio advertising, (c) newspaper advertising and (d) other promotional material in 1979-80 and in each following year up to and including 1991-92 ; and what is her latest estimate for 1992-93.

The Department's budget for communications and publicity includes provision for nurse recruitment, blood donor recruitment and drug misuse campaigns.

South Manchester Hospitals

Mr. Alfred Morris : To ask the Secretary of State for Health what information her Department has on plans or proposals for reorganising south Manchester's hospitals ; what is the earliest date on which she expects any reorganisation could proceed ; and if she will make a statement.

Mr. Sackville : Responsibility for planning hospital services in South Manchester is a matter for the North Western regional health authority and South Manchester health authority.

It is the long term objective of South Manchester health authority to concentrate acute hospital services in South Manchester on a single site. This proposal is subject to detailed consultation and to consideration by the regional health authority.

Interim proposals to transfer maternity services from Withington hospital to Wythenshaw hospital are presently the subject of further discussions between North Western regional health authority and South Manchester health authority.

Asthma

Mr. Corbyn : To ask the Secretary of State for Health what proportion of children under five years, five to 10 years, and 10 years plus are asthma sufferers by health district for Greater London according to the latest available statistics ; and what is the number for each of the last 10 years.

Mr. Sackville : The information requested is not held centrally.

Birth Statistics

Mr. Janner : To ask the Secretary of State for Health how many children were born in the United Kingdom in each of the last five years ; and how many and what percentage of those children were born to parents who were married at the time of their birth.

Home Care Workers

Mr. Hinchliffe : To ask the Secretary of State for Health if she has issued any advice to local authorities regarding the grading of female home care workers following the recent ruling of the industrial tribunal in East Sussex.

Mr. Yeo [holding answer 22 May 1992] : No. The grading of staff is a matter for local authorities to determine in their capacity as employers.

Dentists

Sir Thomas Arnold : To ask the Secretary of State for Health, if she will make a statement on the remuneration of NHS dentists.

Mrs. Virginia Bottomley [pursuant to the reply 12 May 1992 col. 85] : At a meeting today with representatives of the General DentalServices Committee (GDSC) I put forward fair and reasonable proposals on dentists' remuneration.

For the present year 1992-93 the intention of the Doctors and Dentists Remuneration Review Body (DDRB) was that, on average, a dentist's net earnings should be £35,815. This represented an 8.5 per cent. increase in dentists' net remuneration. The Government accepted this recommendation for a greater increase than was awarded to either doctors or nurses.

The evidence suggests that, if left unchanged, the July 1991 fee scale would provide in 1992-93 very substantially more than the DDRB recommended.

Calculations presented to the GDSC today show that, to bring the increase in dentists' income back to the level recommended by the DDRB, a fee reduction of about 23 per cent. would be needed now. The longer action is delayed, the more this figure rises.

I have weighed all the available evidence carefully. This includes the views put to me by dentists and their representatives, the results of the joint inquiry which the Health Departments and the GDSC began in February, and the emerging data on payments in the last financial quarter of 1991-92 to dentists.

Even allowing for some significant margin for error the evidence suggests that actual income will be much higher than intended income unless action is taken now.

I therefore propose a 7 per cent. lowering of the fee scale with effect from 8 July.

I also propose to reduce to £200 the ceiling at which courses of treatment require prior approval from the Dental Practice Board. It is reasonable in the present circumstances for dentists to have to seek prior approval from the Dental Practice Board of their plans for more expensive treatments. This will apply to some 3 per cent. of courses of treatment carried out.

These proposals represent the best way forward for patients, for dentists and taxpayers. They underline our full commitment to the NHS dental service. The chief executive of the NHS is writing to all regional general

managers and family health services authority managers today to stress to them the need to maintain the availability of NHS general dental services, if necessary, by employing salaried dentists. For the future, the Government remain committed to a fundamental review of dental remuneration. I look to that review to develop a system which more effectively and fairly remunerates all dentists for the important work they do.

Smoking

Mr. Peter Bottomley : To ask the Secretary of State for Health, pursuant to her answer of 12 May, Official Report, column 84, (1) when she expects to have information or indications on the proportions of smokers in the United Kingdom and in each other European Community country later then the 1989 figures in the British Medical Journal ;

(2) what information she receives from the European Commission on the trends in smoking in each or any parts of the European Community.

Dr. Mawhinney [pursuant to his reply 21 May 1992 col. 228] : the figure given for smoking prevalance in the United Kingdom for 1990 should have been 30 per cent. rather than 39 per cent.

Management Consultants

Labour Statistics

Mr. Fraser : To ask the Secretary of State for Employment how many persons are registered as available for work in the SW9 postal code area of London ; and how many are currently registered as unemployed.

Mr. McLoughlin : In April 1992, on the unadjusted basis, the number of claimants unemployed in the SW9 postal code area was 1,027. This monthly unemployment count relates to claimants of benefits at unemployment benefit offices on the day of

the count. Claimants include those people who claim unemployment benefit, income support or national insurance credits and who state that they are available for, and actively seeking, work.

Public Opinion Surveys

Mr. Dobson : To ask the Secretary of State for Employment if she will list the public opinion surveys carried out by her Department since 1 November 1991.

Mr. McLoughlin : The Department's various research branches do not commission public opinion surveys as such. However, they do carry out research projects on a variety of employment-related issues which involve surveys of individuals. The following list shows those research studies, commissioned or partly funded by the Employment Department group (ED, Employment Service, Health and Safety Executive and the Advisory Conciliation and Arbitration Service), which have involved surveys of individuals commissioned since 1 November 1991. Youth Training

Mr. Peter Bottomley : To ask the Secretary of State for Employment how many people aged 16 and 17 years have applied for youth training ; and how many have not been given a youth training place at once in each training and enterprise council area.

Mr. McLoughlin : The information is not available in the form requested.

Mr. Peter Bottomley : To ask the Secretary of State for Employment what income a 16 or 17-year-old receives on youth training, in any week, waiting for a youth training place ; how many people aged 16 or 17 years waiting for a youth training place have been receiving income or income support ; and how soon after applying for youth training a 16 or 17-year- old can receive income while waiting for a place to become available.

Mr. McLoughlin : The following arrangements apply :

(i) A young person on youth training (YT) in employed status will receive a wage at a level agreed with the employer.

(ii) A non-employed trainee must receive at least £29.50 per week if under 17 years old and £35 per week if 17 or over.

(iii) A young person waiting for YT may either have a place booked and be waiting to take it up, or may be seeking the offer of a place. In either case that young person, if under 18 years of age, may be eligible for a YT bridging allowance of £15 per week from the

Employment Service for up to eight weeks in any 12 month period or, if they run the risk of severe hardship, they may be eligible to receive income support through the severe hardship provision. ()

(iv

Even if they are not eligible for any of the payments in (iii) above, young people waiting for YT may still receive income from a variety of sources. The number of young people waiting for YT who have an income of their own cannot therefore be estimated accurately.

(v

Young people eligible for bridging allowance (except for some special groups) cannot start receiving bridging allowance until they have left a previous job or YT place, made an application, and waited for their first girocheque payment.

(vi

Young persons can secure income support (including severe hardship payments) as soon as they satisfy the eligibility criteria. They may be able to secure assistance through a crisis loan until regular payments commence.

Disabled Employees

Mr. McMaster : To ask the Secretary of State for Employment what percentage of the total work force in her Department are registered as disabled ; what steps she is taking to encourage the employment of disabled people within her Department ; and if she will make a statement.

Mr. Michael Forsyth : A total of 3.2 per cent. at June 1991, the latest date for which figures are available. The Department also employs many other people with disabilities who have chosen not to register. It has also implemented the code of practice on the employment of people with disabilities in the civil service.

Advertising

Mr. Dobson : To ask the Secretary of State for Employment if she will give separate figures for the spending by her Department on (a) television advertising, (b) radio advertising, (c) newspaper advertising and (d) other promotional material in 1979-80 and in each following year up to and including 1991-92 ; and what is her latest estimate for 1992-93.

The figures from 1979-80 to 1990-91 refer only to Department of Employment expenditure. They do not cover expenditure by the former Training Agency, Training Commission and Manpower Services Commission. Figures for these were provided to the hon. Member in a written reply on 5 November 1991 at col. 68-70. From 1991-92, expenditure by the former agency has been handled centrally within the Department's overall advertising and publicity budget. The Department's overall advertising and publicity budget for 1992-93 is £8.35 million. Detailed decisions on expenditure by media category have not yet been taken.

High Peak TEC

Ms. Coffey : To ask the Secretary of State for Employment what percentage of young people offered training places by High Peak training and enterprise council within the last two years (a) finished their training and (b) found full-time jobs.

Mr. McLoughlin : The information required is not available in the form requested. Stockport and High Peak TEC became operational on 20 August 1990 previously the area came partly under Manchester East area office and Derbyshire area office. The latest information is for leavers from the youth training programme in the Stockport and High Peak TEC area during the period August 1990 to July 1991. Thirty four per cent. of all leavers completed their training and 52 per cent. of all leavers went into full- time work.

Horizon Programme

Mr. Alfred Morris : To ask the Secretary of State for Employment if she will list all the United Kingdom participants in the European Community Horizon programme and the nature of each project ; and if she will make a statement.

Mr. Michael Forsyth : A total of 37 projects have been formally approved under the Horizon programme in Great Britain. Information relating to these projects has been extracted from individual applications and is given in the following table. This was correct at 22 May 1992.

A further 45 projects have been given approval in principle. These will receive formal approval once outstanding queries on financial and transnational aspects are resolved.
