Mr. David Shaw : To ask the Minister of Agriculture, Fisheries and Food if he will make a statement about the chairmanship of Food for Britain.
Mr. Gummer : Mr. Paul Judge's recognition as chairman of Food from Britain will take effect on 31 December. He will be taking up his new appointment with the Conservative party organisation on 1 January. An announcement of his successor will be made in due course.
Mr. Redmond : To ask the Secretary of State for Health what level of funds were provided per head of population in each district health authority and each family health services authority in each year since 1989 -90.
Mr. Sackville : The allocation of funds to district health authorities is a matter for regional health authorities and detailed information is not collected centrally. The spending of family health services authorities is primarily demand-led and funded accordingly. However, information which relates to the expenditure of DHAs and FHSAs to their resident populations for the years 1989-90 and 1990-91 is shown in the table.
The figures, which pre-date the national health service reforms, show DHAs as providers rather than purchasers of health care. Expenditure per head of population therefore reflects patterns of local service provision and the effects of patient flows across health authority boundaries. Thus the figures for DHAs will tend to vary significantly.
Information for 1991-92 will be available shortly.

Mrs. Anne Campbell : To ask the Secretary of State for Health if she will give her best estimates of the impact of the growing elderly population on health expenditure ; and if she will make a statement.

Mr. Austin-Walker : To ask the Secretary of State for Health what rights NHS dental patients have to make a formal complaint about their treatment.
Dr. Mawhinney : A national health service patient has the right to complain formally to the family health service authority on whose list the dentist is included about an alleged failure by the dentist to comply with his or her terms of service, or about the fit or efficiency of a denture provided for him or her by the dentist.
Mr. Nigel Evans : To ask the Secretary of State for Health (1) if she will list all those hospitals in England and Wales which have had more than £1 million spent on them since 1979, with the relevant figure ;
(2) if she will list all the hospital building programmes currently under way in England.
(3) if she will list (a) all the new hospitals opened in England since 1979 and (b) the new hospitals planned to be completed by 2000.
Mr. Sackville : The Government attach the highest priority to improving and modernising the national health service estate, on which around £1.5 billion will be spent in the current year. Data are not held centrally for expenditure on individual hospitals, but information on NHS construction schemes in England costing over £1 million completed since 1979 is shown in the table which I have placed in the Library. The information is incomplete for schemes started prior to 1986, but the number of schemes recorded totals 666, with expenditure on construction cost totalling over £2.8 billion. I have also placed in the Library a table listing the 111 schemes costing over £1 million currently under construction. In total, some 400 schemes each costing more than £1 million are at various stages of planning, design and construction throughout the NHS in England. Information relating to Wales is a matter for my right hon. Friend the Secretary of State for Wales.
Mr. Nigel Evans : To ask the Secretary of State for Health which region in England has the lowest infant mortality.
Mr. Sackville : The lowest infant mortality rate in England by regional health authority for 1991 is South West Thames, with 5.6 per 1,000 live births.
Mr. Nigel Evans : To ask the Secretary of State for Health what measures are being taken to combat single teenage pregnancies in England.
Mr. Sackville : One of the main targets in the "Health of the Nation" White Paper is to reduce the rate of conceptions amongst the under- 16s by at least 50 per cent. by the year 2000. Everyone--parents, health services, local authorities, the voluntary and education sectors and the Government--needs to work together to achieve this target. Measures which are effective in substantially reducing pregnancies in the under-16s can be expected to

have a similar effect on unwanted pregnancies in the over-16s. A range of initiatives is under way both nationally and locally. These include comprehensive family planning services, ready access to professional advice suitable for young people and the provision of publications that will be helpful to both young people and their parents. Regional health authorities are currently reviewing national health service family planning services, with particular reference to the needs of the young. Grants have been awarded to enable voluntary organisations to carry forward projects related to the aims of "The Health of the Nation" White Paper. Responsibility for policy on sex education in schools is a matter for my right hon. Friend the Secretary of State for Education.Mr. Nigel Evans : To ask the Secretary of State for Health what are the figures for reported AIDS cases in England for 1989, 1990, 1991 and to date in 1992.

Mr. Tredinnick : To ask the Secretary of State for Health what plans she has to appoint experts in homoeopathic, biochemic and anthroposophic medicines to (a) the staff of the Medicines Control Agency, (b) a committee constituted under section 14 of the Medicines Act 1968 to advise in technical matters and appeals and (c) the Medicines Commission in order to ensure the implementation of the EC directive on homoeopathic medicinal products ; and when she plans to take action.
Mr. Sackville : The EC directive on homoeopathic products was adopted on 22 September 1992 for

implementation by 31 December 1993. There are already professional staff within the Medicines Control Agency who are knowledgeable about homoeopathic medicines and expertise in these areas can be strengthened if this becomes necessary as a result of the directive. It is anticipated that there will need to be access to independent expert advice on some applications, but the procedures and the structure and status of advisory bodies depends on many factors. Discussions are ongoing, both within the Department and with interested parties, on how best to develop channels whereby such advice on homoeopathic, anthroposophic and biochemic medicines can be made available to the agency and the licensing authority.Mr. Alfred Morris : To ask the Secretary of State for Health if she will require the ring fencing of community care funding after April for residential drug and alcohol projects ; and if she will make a statement.
Mr. Yeo : The special transitional grant totalling £565 million will be ring-fenced for implementation of all aspects of community care, including the purchase of services for alcohol and drug misuers.
Mr. Alfred Morris : To ask the Secretary of State for Health what representations she has received recently on local authorities wishing to provide disabled people with direct payments to make their own personal assistance arrangements ; and if she will make a statement.
Mr. Yeo : We have received one such representation from the Association of Directors of Social Services. There are no current plans to amend legislation in this way.
Sir Michael Neubert : To ask the Secretary of State for Health whether she will list the possible alternative uses of St. Bartholomew's hospital which have been proposed to her as part of the consultation on the Tomlinson proposals.
Dr. Mawhinney : The St. Bartholomew's shadow trust has put forward an alternative proposal to use the site primarily as a centre for specialist services. We are considering the future use of the hospital sites mentioned in the Tomlinson report, and will put forward our proposals for action in the new year. Any proposed changes in the use of hospital sites will be subject to formal consultation.
Mr. Eastham : To ask the Secretary of State for Health if she will refer to the relevant safety committee the issue of the placing of a limit on the number of paracetamol which may be sold over the counter in one pack or in one purchase ; and if she will make a statement.
Dr. Mawhinney : On the advice of the Medicines Commission, there are already limits on the size of the packs of paracetamol products which may be supplied from retail outlets. Packs containing more than 30 effervescent tablets, more than 25 tablets that are not

effervescent and more than 10 sachets of powder and granules may be sold only from retail pharmacies. The Department's Medicines Control Agency will keep under review the need to seek further committee advice on controls on the sale of paracetamol, including pack size and numbers.Mr. Eastham : To ask the Secretary of State for Health what figures she has for the number of people who have committed or attempted suicide by use of paracetamol.
Mr. Sackville : The latest available figures for the number of people who have been recorded as having committed suicide and where paracetamol is mentioned in the records is shown in table 1. Table 2 combines the information provided in table 1 with information on the number of people where paracetamol is mentioned in the records and where it was undetermined whether death was accidentally or purposely inflicted. Both tables refer to England and Wales, and are for 1990 ; the latest year for which statistics are available.
Information pertaining to the number of people who have attempted suicide by use of paracetamol is not collected centrally.

The inclusion of a substance in this list does not imply that it is necessarily toxic. Where two or more substances are mentioned together the contribution, if any, of each to the death is unknown ; even where one substance is listed alone there may well be other factors with an important bearing on the death.
Mr. Eastham : To ask the Secretary of State for Health what figures she has for the number of deaths from liver disease of which a part cause has been an earlier paracetamol overdose.
Mr. Sackville : In 1991 in England and Wales there were 25 recorded accidental deaths from liver disease of which a part cause was an earlier paracetamol overdose.

Mr. Jenkin : To ask the Secretary of State for Health what administrative cost savings will be made as a result of merging the North East Essex district health authorities with Mid-Essex.
Mr. Sackville : The proposals by North East Thames regional health authority to merge the three existing health authorities of North East Essex, Mid Essex and West Essex to create a new North Essex health authority have recently been the subject of public consultation. I understand that the regional health authority will be submitting its formal recommendations to my right hon. Friend the Secretary of State shortly. It would not be appropriate for me to speculate on the level of administrative cost savings, but the effective use of resources is one of the criteria used in assessing the benefits of mergers.
Mr. Michael : To ask the Secretary of State for Health whether she will make it her policy to support the continued work of the pay review body for nurses, midwives, health visitors and professions allied to medicine in order to provide objective evidence on comparative pay levels irrespective of any Government action to restrain pay in the short term.
Dr. Mawhinney : I refer the hon. Member to the reply I gave the hon. Member for Warrington South (Mr. Hall) on 30 November, at column 76.
Mr. Steen : To ask the Secretary of State for Health what guidelines she has issued to regional and district health authorities as to the referral of national health service patients to hyperbaric units ; and if she will amend them to draw attention to the dangers of treatment by unqualified staff.
Mr. Sackville : Health notice (90)20, a copy of which is available in the Library, gives guidance. Training and standards of care are matters for the professions.

Rev. Martin Smyth : To ask the Secretary of State for Health what assessment has been made on the number of orthodontic dentists required per 1.5 million people.
Dr. Mawhinney : No assessment has been made by the Department. The planning and provision of dental treatment is a matter for district health authorities to undertake jointly with family health services authorities.
Mr. Jonathan Evans : To ask the Secretary of State for Health if she will publish the report of the Warner committee inquiry into the selection, development and management of staff in children's homes.
Mr. Yeo : We are publishing the report "Choosing with Care" today. Copies have been placed in the Vote Office and the Library. We welcome the report and its thorough and constructive analysis of the issues identified by the inquiry. Although there are many caring and dedicated staff working in children's homes, the Government are concerned about the serious deficiencies and weaknesses of existing personnel procedures and practices. The report is clear that poor selection procedures can result in the appointment of some staff who are unsuited to the care of children. It makes vitally important recommendations for early improvements to employers selection and appointment procedures which the Government accept. We are therefore acting immediately to inform local authorities and employers in the voluntary and private sectors of the committee's findings, so that they can make changes that are required. It is essential, in the interests of children, that these recommendations are implemented. We will be consulting with local authorities about how we can ensure that this happens.
The report raises other important issues that the Department will be considering carefully in consultation with the relevant parties.

dental list have given written notice to each FHSA to deregister some or all of their continuing care arrangements for adult patients in each week since 8 July ; how many dentists have deregistered patients ; and how many patients have been deregistered.Dr. Mawhinney [holding answer 30 November 1992] : The information is contained in the tables. The tables give the number of dentists who have given written notice to the family health services authority of their intention to deregister adult patients under continuing care arrangements and the numbers of adults affected. Over the period 30 June 1992 to 30 September 1992, the total number of adult registrations has increased from 20,618,887 to 21,829,488.

Mr. Blunkett : To ask the Secretary of State for Health how many dentists, who have not given notice to leave the dental list, have given written notice to each FHSA to terminate or deregister some or all of their capitation arrangements for child patients in each week since 8 July 1982 ; how many dentists have deregistered patients ; and how many patients have been deregistered.

The tables give the numbers of dentists who have given written notice to the family health services authorities of their intention to deregister child patients under capitation arrangements and the numbers of children affected. For the period 30 June 1992 to 30 September 1992, the total number of children covered by capitation payments has increased from 6,472,689 to 7,103,096.

Mr. Blunkett : To ask the Secretary of State for Health if she will publish a table showing for each personal social services authority (i) the 1993-94 standard spending assessment for PSS on which the Government are consulting, (ii) the percentage difference between the proposed standard spending assessment and (a) the 1992-93 standard spending assessment and (b) the 1992-93 budget estimate, and (iii) the year on year change in each authority's total budget permitted by the Government's provisional capping criteria for 1993-94.
Mr. Yeo [holding answer 30 November 1992] : The 1993-94 standard spending assessment for PSS and the percentage differences between that proposed standard spending assessment and the 1992-93 standard spending assessment and the 1992-93 budget estimate are shown in the table. The year-on-year change in each authority's total budget permitted by the Government's provisional capping criteria for 1993-94 will shortly be made available in the Library by my right hon. and learned Friend the Secretary of State for the Environment. The Government announced on 26 November 1992 that the spending for local authority personal social services in 1993-94 would be £5,585 million, an increase of 15 per cent. over the figure for 1992-93 of £4,850 million. This includes £5,020 million for existing responsibilities--a rise of 3.5 per cent.--and £565 million for the community care special transitional grant. The grant

based on the total announced by my right hon. Friend the Secretary of State for Health on 2 October and totalling £538.6 million is shown in the table and has been added to the 1993-94 SSA for the purpose of comparison with 1992-93 budgets. This grant will be increased further once the distribution of additional funding to take account of change to the independent living fund has been decided. A circular was issued to all local authorities LASSL(9212 which gave indicative figures for the community care special transitional grant. Since the circular was issued it has been discovered that there was a technical error in the calculation. The figures included in this answer are now correct. A new circular will be issued later this week.The 1993-94 PSS standard spending assessments are based on the latest population estimates derived from the 1991 census. For some authorities the previous population estimates based on the 1981 census were too high and as a consequence the new population estimates lead to a decrease in the 1993- 94 PSS standard spending assessments. We believe that it is correct and fair to all authorities to use the most up-to-date information available to calculate the standard spending assessments.
The final column in the table illustrates the wide variation in local decisions on spending. The standard spending assessments are not hypothecated for individual services and it is for local authorities to decide on their own level of expenditure on individual service areas, taking account of local priorities as well as legislative and other pressures when setting budgets.

Dr. David Clark : To ask the Secretary of State for Defence, pursuant to his answer to the hon. Member for South Shields on 27 November, Official Report, columns 892-93, when he intends to publish the notice of proposed development under Department of the Environment circular 18/84 concerning his Ministry's plans for the Cnewr estate ; and if he will make a statement.
Mr. Archie Hamilton : Discussions with the trustees of the Cnewr estate regarding future arrangements for Army adventurous training are at an early stage. It is not possible to say when a notice of proposed development might be published.
Dr. David Clark : To ask the Secretary of State for Defence, pursuant to his answer of 27 November, Official Report, columns 892-93, if he will give the cost of his Ministry's agreement with the Cnewr estate in the Brecon Beacons national park in pounds per hectare per year ; and if he will make a statement.
Mr. Archie Hamilton : No formal agreement between MOD and the Cnewr estate exists at present. Payment in respect of any such agreement would be considered commercial in confidence.

Dr. David Clark : To ask the Secretary of State for Defence if he will list for each of the last five years, including the current year, the amount spent on chartering merchant ships and the number of charterings ; if he will indicate for each year the number of charters with British registered ships ; and if he will make a statement on his policy for chartering Merchant Navy ships.
Mr. Aitken : Wherever possible, commercial vessels chartered by the Ministry of Defence are obtained from the open market and on the basis of cost, availability and suitability. As many shipowners as possible, both British and foreign, are made aware of the Department's requirements. Value for money takes a high priority in the evaluation of bids. Information on the number of vessels chartered and the cost is not held centrally and could be provided only at disproportionate cost.
Dr. David Clark : To ask the Secretary of State for Defence, pursuant to his answer of 27 November, Official Report, columns 892-93, when his Ministry learnt that the National Park Authority had been pursuing an access agreement on the Cnewr estate in the Brecon Beacons.
