Mr. McLoughlin : The following list shows the appointments my right hon. Friend the Secretary of State has made since 28 October 1992. Information on the political affiliation of appointees is not kept on record.
Name of Body/Board : Advisory, Conciliation and Arbitration Service (ACAS).
Type of Appointment : Chairman (full-time).

Appointee's Relevant Qualifications :
(i) Broad practical experience of industrial relations ; (
(ii) Should have a reputation for integrity and an ability to secure agreement on complex issues through negotiations.

Information on CEPDs members' appointments is not held centrally and is not readily available. The following details may be of use : The Employment Service Regional Directors and Directors for Scotland and Wales appoint members of the 60 CEPDs throughout the country, on behalf of the Secretary of State. Each committee can have up to 14 members. The majority of appointments for Chairmen and members were made at the reconstitution of committees for the period from July 1991 to 31 March 1994.

Appointee's Relevant Qualifications :
The Commission is headed by two co-chairs, one elected by members, one nominated by the Prime Minister. Baroness Denton is currently the Government Co-Chair. While member organisations are approved by Government individual members of the Commission are nominated by those organisations, not personally appointed by Ministers. Of the member organisations three have definite political affiliations. These are :

Appointments since October 1992
Five new members have been appointed since October 1992 to replace members who have retired from the Commission.
Mr. Thurnham : To ask the Secretary of State for Employment what changes she plans to her Department's cash limits or running costs limits for 1992-93.
Mrs. Gillian Shephard : Subject to parliamentary approval of the necessary supplementary estimates, the following changes will be made :
The cash limit for class VI, vote 1--programmes and central services--will be reduced by £27,510,000 from £2,481,255,000 to £2,453,745,000. This reduction is mainly the net effect of lower than expected levels of expenditure on employment training and employment action programmes partly offset by increases in expenditure elsewhere on the vote, predominantly business and enterprise, training and education support and running costs (mainly for increased costs associated with the internal reorganisation of the Department and increased costs relating to higher volumes of redundancy payments). There is also an increase in expenditure on projects assisted by the European social fund offset by receipts from the European Communities, and transfers between votes.
The cash limit for class VI, vote 2--Employment Service--will be increased by a token £1,000 from £522,682,000 to £522,683,000. This is mainly the result of an increase in running costs which is chiefly in connection with the increased costs of administration of unemployment benefit payments offset by increased receipts from the Department of Social Security and, therefore, the increase will not add to the planned total of public expenditure.
The running cost limit for the Department of Employment, votes 1 and 2, will be increased by £38,484,000 from £1,205,045,000 to £1,243,529,000 for the reasons outlined above.
The cash limit for class VI, vote 3--Health and Safety Commission and Advisory, Conciliation and Arbitration Service--will be decreased by £2,071,000 from £196,936,000 to £194,865,000. This is the result of a reduction in running costs provision to help cover increases on vote 1, partly offset by an increase of £150,000 from the Department of Trade and Industry to provide assistance and advice to the Bulgarian Nuclear Safety Authority.
The running costs limit for the Health and Safety Commission will be decreased by £2,056,000 from

£151,774,000 to £149,718,000 and the running costs limit for the Advisory, Conciliation and Arbitration Service will be decreased by £165,000 from £21,467,000 to £21,302,000.Mr. Alex Carlile : To ask the Secretary of State for Employment what proposals she has to remedy unfair trade practices in the food service industry, especially in regard to young people or students ; and if she will make a statement.
Mr. McLoughlin [holding answer 10 December 1992] : If the hon. Member has in mind terms and conditions of employment, these are for employers and employees to negotiate and agree subject to any statutory requirements.
Mr. Chris Smith : To ask the Secretary of State for Health if she will outline the most recent findings of the unlinked anonymous monitoring of HIV prevalence in England and Wales ; what levels of HIV were found in patients of district general hospitals aged between 16 to 49 years ; what projections had been made for this age group ; what plans she has to extend anonymous HIV testing among district general hospital patients or to increase prevention activities ; and if she will make a statement.
Mr. Sackville : The most recent findings from the unlinked anonymised HIV surveys in England and Wales were published in the Public Health Laboratory Services (PHLS) communicable disease report of 1 January 1993, copies are available in the Library.
The results included initial findings from a pilot survey conducted in two London district general hospitals. HIV prevalence in patients aged 16 to 49 attending specialities thought unlikely to be associated with HIV related illnesses was one in 170 for men and one in 600 for women. The great majority of AIDS cases and HIV infection diagnosed in England and Wales has been within this age group. The results of the surveys indicate that HIV remains a cause for concern and that public education work should continue to draw attention to the risks of HIV infection and how these risks can be reduced. The findings from all elements of the anonymised HIV survey programme will be taken into account in the further development of the HIV prevention strategies.
The Day report published by the PHLS in 1990 included a projection of the incidence of AIDS to the end of 1993, but not HIV infections. The Medical Research Council is considering proposals from the PHLS to expand the general hospital study.
Mr. Alton : To ask the Secretary of State for Health, pursuant to her answer of 25 January, Official Report, column 540, what assessment she has made of the impartiality and thoroughness of the inquiry of the area child protection committee and as to why Mr. Evans was not invited to give evidence or be interviewed.
Mr. Yeo : Government guidance in Working Together under the Children Act 1989' explains that the area child

protection committee review is a composite review of the reports of individual agencies, completed following reviews by those agencies to establish :whether the agency child protection procedures have been followed ;
whether the case suggests that there is an urgent need to review those procedures and
whether any other action is needed within agencies.
The area child protection committee does not carry out a direct inquiry and it is not normal practice for it to seek evidence from individuals for this purpose.
Mr. Bradley : To ask the Secretary of State for Health if she will place in the Library her Department's guidance to local authorities to ensure the provision of human aids to communication during community care assessment procedures for deaf or hard of hearing people.
Mr. Yeo : We fully recognise the importance of communication for people with a hearing impairment. The Department's social services inspectorate and the social work services group of the Scottish Office issued practice guidance on care management and assessment in 1991 : "Care Management and Assessment : Practitioners Guide". This document advises local authorities that users and carers should receive every help to speak and act for themselves in the assessment process, including ready access to interpreting services where necessary. Copies are available in the Library. The Department will also be supporting a conference in June for managers in health and social services aimed at improving awareness of the communication needs of people with a hearing impairment.
