the confidentiality of computerised personal information held by banks is covered by the Data Protection Act 1984. The common law duty is set out in the code of banking practice--"Good Banking"- -issued by the banks and building societies. Customers who believe that the code has been breached can take this up with the banking ombudsman. An independent code of banking practice review committee is responsible for reviewing the code. The enforcement of the 1984 Act is the responsibility of the Data Protection Registrar.Mr. Darling : To ask the Chancellor of the Exchequer what steps he will take to ensure that the Bank of England requires banks regulated by it to take adequate precautions to prevent unauthorised disclosure of personal financial data to third parties.
Mr. Nelson [holding answer 8 February 1993] : The Bank of England has no specific responsibility for this matter, which falls to the banks themselves, the banking ombudsman and the Data Protection Registrar. If proceedings are brought by customers, the courts will adjudicate on any alleged breach of duty.
Mr. Darling : To ask the Chancellor of the Exchequer if he will discuss with the Governor of the Bank of England and the chairman of the Securities and Investments Board means of ensuring that banks and financial institutions

regulated and supervised by them do not disclose personal financial data to third parties without their express consent.Mr. Nelson [holding answer 8 February 1993] : I see no need to do so. The Governor of the Bank of England does not have any specific responsibility for the protection of personal financial data. This is the responsibility of the banks themselves, the banking ombudsman and the Data Protection Registrar. The Securities and Investments Board and the self- regulating organisations are already able to deal with complaints made to them about breach of fiduciary obligations owed to investment business customers.
Mr. Salmond : To ask the Chancellor of the Exchequer if he will give details of the cost to the Exchequer of offsets against petroleum revenue tax, in each sector of the United Kingdom continental shelf, in each of the last 10 years ; and if he will make a statement.

Mr. Cousins : To ask the Chancellor of the Exchequer for how long the Government intend to retain part of their equity stake in British Telecom ; and in which financial years he plans to make any further disposals of BT shares.
Mr. Dorrell [holding answer 10 February 1993] : On the 18 November 1992 my right hon. Friend the Chancellor of the Exchequer announced the Government's intention to sell part of their residual holding of shares in British Telecommunications plc in 1993-94. No decisions have been taken on the size, timing or structure of the sale.
Mr. McMaster : To ask the Chancellor of the Exchequer if he will publish a table showing the advisory cost limit for answering written parliamentary questions in each year since 1980 ; what was the percentage increase in (a) constant and (b) actual terms in each year ; when he next plans to uprate the limit ; and if he will make a statement.

The advisory cost limit was last increased on 1992 and this followed a major review of costs in 1991.The current level of £400 was fixed as a multiple of eight times the average marginal cost so that only cases of exceptional high cost might be affected and to avoid the need for frequent small increases.
The limit may be increased from time to time in future when costs or policy suggest the need for a change.
Dr. Lynne Jones : To ask the Secretary of State for Health how many patients with schizophrenia were discharged from hospital in each year since 1986 ; and how many of these in each year were discharged (a) in less than one month, (b) in less than three months, (c) in less than six months and (d) in less than 12 months.
Mr. Yeo : The table gives the number of discharges from hospitals in England where a diagnosis of schizophrenia was made. 1989-90 is the only year where the quality of the information permits publication.

Mr. Milburn : To ask the Secretary of State for Health when she will review her Department's guidelines on the prevention of queue-jumping by general practitioner fund holders
Dr. Mawhinney : The joint guidance issued to hospital consultants on general practitioner fund holding on 11

June 1991 by the Department of Health and the Joint Consultants Committee, (Circular EL (91)84), is still valid and a review is not required. It states that :(i) common waiting lists should be used by provider units for urgent and seriously ill patients, and for highly specialised diagnosis and treatment ;
(ii) contract portfolios should be flexible and be worked out in close consultation with the hospital clinicians who have to deliver them ;
(iii) provider units should not offer contracts subject to (i) and (ii) which would disadvantage the patients of other purchasers. Copies of the circular EL(91)84 are available in the Library.
Mr. Jack Thompson : To ask the Secretary of State for Health what proportion of patients registered with fund-holding practices are over pensionable age ; and what is the corresponding proportion in the general population.
Dr. Mawhinney : Provisional figures for England in 1991, the latest available, from the Office of Population Censuses and Surveys show that 13.08 per cent. of males and 23.55 per cent. of females in the general population are over pension age. Comparable figures for fund-holding practices are not available centrally.
Mr. Nigel Jones : To ask the Secretary of State for Health what arrangements she has made to monitor the financial procedures and health care quality of fund-holding general practitioner practices ; and if she will make a statement.
Dr. Mawhinney : Under the National Health Service and Community Care Act 1990, regional health authorities have primary responsibility for the management and monitoring of the scheme. Regulations require fund holders to manage the fund efficiently and effectively and to submit income and expenditure returns regularly to family health service authorities. Their accounts are subject to external audit by the Audit Commission.
Mr. Nigel Jones : To ask the Secretary of State for Health how many fund-holding general practitioner practices (a) are running and (b) have approval from her Department in (i) Cheltenham and (ii) Gloucestershire ; and if she will make a statement.
Dr. Mawhinney : The South Western regional health authority is responsible for the management of the general practitioner fundholding scheme in these areas. The hon. Member may wish to contact Ms. Rennie Fritchie, the RHA chairman, for details.
