Mr. Michael : To ask the Secretary of State for the Home Department (1) how much capital money his Department (a) has available and (b) has allocated for the provision of secure units for young people in England in 1992-93 ; and if he will provide a list of the establishments concerned and the sums allocated in each case ; (2) how much capital money his Department (a) made available and (b) spent on the provision of secure units for young people in England in 1991-92 and each of the previous 10 years.

Mr. Tyler : To ask the Secretary of State for the Home Department (1) what proportion of crimes led to successful convictions in each of the last five years for which figures are available for each county ; what was the average figure (a) for England, (b) for Wales and (c) the United Kingdom ; and if he will make a statement ;
(2) what proportion of recorded crimes has led to successful convictions in each of the last five years for which there are figures, in each county in England and Wales ; what were the average figures for England, Wales and for the United Kingdom for the same years ; and if he will make a statement.
Mr. Jack [holding answer 2 March 1993] : The information is not available. Information on recorded offences and court proceedings is compiled on different bases and a measure that combines the two therefore cannot be prepared. Figures for crimes cleared up by

means of charge or summons were given in reply to a question from the hon. Member for Vale of Glamorgan (Mr. Sweeney) on 4 February at cols. 291-92.Mr. Tipping : To ask the Secretary of State for the Home Department what discussions he has had about revising the basis on which crime statistics are collected.
Mr. Jack [holding answer 2 March 1993] : My Department is currently looking at revising the rules and instructions for the forces to follow in collecting crime statistics. As part of this process each force, as well as representatives of the Association of Chief Police Officers, have been consulted. I expect a set of proposals to be submitted for my approval later this year.
Dr. Wright : To ask the Secretary of State for the Home Department (1) what was (a) the number of reported thefts from motor vehicles in Staffordshire in each year since 1979 and (b) the percentage differences in the number of reported thefts from motor vehicles in Staffordshire between 1979 and the latest year for which figures are available ;
(2) what was (a) the number of reported thefts of motor vehicles in Staffordshire in each year since 1979 and (b) the percentage difference in the number of reported thefts of motor vehicles in Staffordshire between 1979 and the latest year for which figures are available ;
(3) what was (a) the number of reported burglaries in Staffordshire for each year since 1979 and (b) the percentage difference in the number of reported burglaries in Staffordshire between 1979 and the latest year for which figures are available ; (4) what was (a) the level of recorded crime in Staffordshire for each year since 1979 and (b) the percentage difference in the level of reported crime in Staffordshire between 1979 and the latest year for which figures are available.
Mr. Jack [holding answer 2 March 1993] : The available information is for recorded offences. Statistics for 1979 are published in table 32 of the 1979 volume of "Criminal Statistics, England and Wales". Statistics for 1980-91 are published annually in table 3.1 of the "Criminal Statistics, Supplementary Volume 3"--copies of these publications are available in the Library. Figures for 1992 are not yet available. Figures for percentage changes between 1979 and 1991, the latest available year, are as follows :
