Column 637
Mr. Hanley : For the year ended 31 March 1992 the average cost of maintaining a resident in a home for the elderly administered by the Northern Ireland health and social services boards was £227 per week. This figure excludes capital and central administration costs.
Mr. Peter Robinson : To ask the Secretary of State for Northern Ireland how many persons are registered as unemployed in Belfast East and West and of these how many are (a) males over 18 years, (b) males under 18 years, (c) females over 18 years and (d) females under 18 years ; and what is the total number of people under 18 years unemployed in Northern Ireland.
Mr. Atkins : The number of unemployed claimants disaggregated by age and sex for the parliamentary constituencies of Belfast East and Belfast West is set out in the table. The figures given relate to those unemployed on 11 February 1993, the latest date for which information is available.

Mr. Peter Robinson : To ask the Secretary of State for Northern Ireland how many students from Northern Ireland received grants towards their studies in the last year for which figures are available.
Mr. Hanley : The total number of students from Northern Ireland in receipt of awards in the 1991-92 academic year was 35,777.
Mr. Peter Robinson : To ask the Secretary of State for Northern Ireland what information he has on the number of (a) mainland British and (b) United States firms which have set up manufacturing plants in Northern Ireland since 1963 ; and, in each case, what information he has on the sum total of grants paid out and the number which are still in the Province, listing the names and the products produced by each.
Mr. Atkins : Information is available only from September 1982 when the Industrial Development Board was established. Sixteen mainland British and eight USA firms have set up manufacturing plants in Northern Ireland since that date with selective financial assistance from the Industrial Development Board. Grants totalling £5.3 million have been paid to the mainland British firms and £15.8 million to the USA firms. Nine mainland British and four USA firms still operate in Northern Ireland. Details of these are as follows :

Column 639
Mr. Hanley : As a voluntary sports organisation which receives grant aid, Government officials meet representatives of the GAA from time to time. The Government's regret for GAA membership restrictions is already in the public record but changes on GAA membership rules are a matter for that organisation.
Mr. Stott : To ask the Secretary of State for Northern Ireland how much (a) public money and (b) money originating from European funding programmes has been invested in Belfast international airport over the last three years ; what proportion of the total sum invested has been spent on improving the infrastructure of the airport ; and if he will make a statement.
Mr. Atkins : Direct Government financial assistance to Belfast international airport ceased in 1989. Over the last three years over £7.5 million of grant aid from the European regional development fund transportation programme has been received, all of which has been spent on improving the airport infrastructure.
Mr. Stott : To ask the Secretary of State for Northern Ireland when he expects to announce the sale of Belfast international airport ; and if he will make a statement.
Mr. Atkins : The Government's decision to privatise the airport was announced by my predecessor in November 1991.
Mr. Stott : To ask the Secretary of State for Northern Ireland how many airport police operate at Belfast international airport ; under whose control they currently operate ; and if he will make a statement.
Mr. Atkins : A total of 59 airport police are employed at Belfast international airport. They are all employees of Northern Ireland Airports Ltd. and operate fully under their control.

Mr. Atkins : There were 96,510 aircraft movements at Belfast international airport in 1990 ; 97,213 in 1991 ; and 96,991 in 1992. Passenger movements in the same three years were 2,293,749 ; 2,168, 226 ; and 2,245,618 respectively.
Mr. Stott : To ask the Secretary of State for Northern Ireland how many people were employed at Belfast international airport on 1 January ; and if he will make a statement.
Column 640
Mr. Atkins : The figure is 363.
Mr. William O'Brien : To ask the Secretary of State for Northern Ireland what representations he has received regarding the privatisation of the port of Belfast ; and if he will make a statement.
Mr. Atkins : As part of the consultation process on the draft Ports (NI) Order 1993 I have received 38 responses. These included 10 which expressed reservations about the possibility of privatising the port of Belfast. I will be considering each of these responses in detail.
Mr. Peter Robinson : To ask the Secretary of State for Northern Ireland what is his policy on placing sex offenders selected for community service on schemes in the community.
Mr. Mates : Sentencing decisions in individual cases are matters for the courts. Where the courts impose a community service order for a sexual offence, or on an offender who has previously been convicted for sexual offences, the Probation Board for Northern Ireland places the offender on a scheme in which the risk to others and to the offender is minimised, and in which the offender can be closely supervised.
Mr. William O'Brien : To ask the Secretary of State for Northern Ireland if he will amend the draft Ports (Northern Ireland) Order 1993 in order to subject it to the affirmative resolution procedure.
Mr. Atkins : The draft Ports (Northern Ireland) Order 1993 is already subject to the affirmative resolution procedure.
Mrs. Gorman : To ask the Secretary of State for Northern Ireland what is the average cost per pupil of (a) centrally provided services, (b) such centrally provided services as form part of the potential schools budget and (c) central administration, in each local education authority in the last year for which information is available.
Mr. Hanley : There is no Northern Ireland equivalent to the potential schools budget used by local education authorities in England and Wales. The remaining information, obtained from the Northern Ireland education and library boards' 1991-92 local management of schools outturn statements, is as follows :
Column 639

Column 641
Mr. William O'Brien : To ask the Secretary of State for Northern Ireland if he will make a statement concerning the procedure for privatising trust ports in Northern Ireland.
Mr. Atkins : The Government propose to make an Order in Council to enable the privatisation of trust ports in Northern Ireland. As the proposed order has just concluded its consultation stage I have not yet considered the responses made and accordingly a statement on procedures would be premature.
Mr. Peter Robinson : To ask the Secretary of State for Northern Ireland what was the total number of days lost per 1,000 workers in Northern Ireland during each of the last two years.
Mr. Atkins : A total of 32 in 1991 and 15 in 1992.

Mr. Hanley : Over the last five years research has been carried out at the Royal Victoria hospital, Belfast, into the physical causes of myalgic encephalomyelitis and the possibility of devising an objective diagnostic test for the condition.
Column 642
Mr. Beggs : To ask the Secretary of State for Northern Ireland whether he will give further consideration to student financial hardship associated with summer rent demands and the absence of housing benefit entitlement ; and if he will make a statement.
Mr. Hanley : In general it is the student support system which is designed to provide financial help for full-time students. Housing benefit, which helps with both rent and rates, is available to vulnerable group students throughout their courses, including the summer vacation.
There are no plans to change this policy.
Mr. William Ross : To ask the Secretary of State for Northern Ireland if he will publish a table to show for each council area the number of visits sponsored by the Industrial Development Board by prospective investors, together with the sums invested in (a) manufacturing industry, (b) service industry and (c) banking, in each such area in each of the last three years for which figures are available, by (i) overseas investors, (ii) United Kingdom investors, (iii) Northern Ireland investors and (iv) investors from the Republic of Ireland or as much of such information as is available.

Mr. William Ross : To ask the Secretary of State for Northern Ireland how many jobs will be created by the Seagate investment in Londonderry ; what he expects the catchment area for employees to be ; how many (a) Roman Catholic and (b) Protestant employees, will represent the balance in the work force consistent with fair employment practices ; and what are the proportions of Roman Catholics and Protestants in the expected catchment area of employment.
Mr. Atkins : Over the next four years, employment at the Seagate investment in Londonderry is expected to reach 506. Responsibility for recruitment rests with the employer. Under the Fair Employment (Northern Ireland) Act 1989, all employers are required to afford fair participation in employment to members of both communities. The Fair Employment Commission will provide information and advice on any aspect of fair employment practices, including catchment areas, to any employer.
Mr. William Ross : To ask the Secretary of State for Northern Ireland what is his estimate of the acreage of the 1992 potato crop which was not harvested at (a) 1 December 1992, (b) 1 January 1993, (c) 1 February 1993, (d) 1 March 1993 and (e) 1 April 1993 ; and what percentage of the total acreage this represented at each date of (i) the seed and (ii) the ware crop acreage.
Mr. Hanley : Estimates of unharvested potatoes are as follows :

Mr. McNamara : To ask the Secretary of State for Northern Ireland what reply he has sent to Mr. Jim McCormick of the East Belfast Conservative Association to a letter that was sent to him on 19 March.
Sir Patrick Mayhew : I wrote to Mr. McCormick on 31 March confirming that the Government remained committed to the objective of finding an effective and permanent solution to the problem about which he had written to me.
Mr. Mallon : To ask the Secretary of State for Northern Ireland (1) what funding has been made available for (a) teaching, (b) research and (c) other activities in Queen's university, Belfast and the New University of Ulster in the years 1988, 1989, 1990, 1991 and 1992, respectively ;

Departmental funding is not held on calendar year basis and tables give amounts in financial years. 2. Prior to the 1992-93 financial year, Departmental records do not identify funding for teaching and research separately. 3. Amounts exclude tuition fees paid under the Northern Ireland Students' Awards Regulations. 4. The reduction in teaching and research funding between 1990-91 and 1991-92 is accounted for by the shift in funding from these areas to cover increases in tuition fees.

Mr. Hanley : The decision whether to publish a particular type of map is a matter for the director and chief executive of Ordnance Survey of Northern Ireland. I understand that some of the maps to which the hon. Gentleman refers are already available.
