Mr. Norris : The Civil Aviation Authority, which administers the air travel organisers' licence, ATOL, system, carries out an annual review of all ATOL holders. Details of travel organisers which did not have their ATOL renewed by 31 March 1993 are given in the lists, which were published by the CAA on 1 April. The lists cover travel organisers which have applied for renewal but which had not then fulfilled the necessary conditions and those which have not applied for renewal.

Inclusion in the list of travel organisers which have applied for their licences to be renewed does not necessarily mean that the CAA has doubts about an organiser's financial resources. The authority has agreed arrangements where necessary for other ATOL holders to provide cover on a temporary basis until the organisers concerned are able to fulfil the conditions for renewal of their own licences. Foie Gras

Mr. Burden : To ask the Minister of Agriculture, Fisheries and Food what action he is taking to press for an EC ban on foie gras.

Mr. Soames : The Government are committed to seeking improvements in welfare standards and the use of humane production methods throughout the Community at every suitable opportunity. A European Parliament resolution is under consideration which would recommend a ban on force feeding of animals in the Community.

Set-aside Land

Mr. Onslow : To ask the Minister of Agriculture, Fisheries and Food what steps he is taking to encourage farmers to apply for exemption from 1 July cutting requirements on rotational set-aside land ; what assessment he has made of the environmental damage which this requirement will otherwise cause ; and if he will make a statement.

Mr. Curry : It is open to any farmer to apply for an exemption from any of the set-aside management rules, including the cutting requirement, on environmental grounds. The arable area payments scheme explanatory booklet explains how to do this. The booklet also gives general advice on how to manage set-aside land to achieve environmental benefits.

Mr. Mike O'Brien : To ask the Minister of Agriculture, Fisheries and Food if he will make a statement on restrictions on the spraying of chemicals to reduce noxious weeds on set-aside land in the United Kingdom ; and in particular whether similar restrictions are imposed upon farmers in other EC countries.

Mr. Curry : The management rules for 1992-93 allow the application of non-residual herbicides by spot treatment or with a wick applicator on set-aside land. Any farmer can also seek permission to apply herbicides by other methods in order to control severe infestations of weeds. The management rules in other member states vary. Most include restrictions or a complete ban on the use of herbicides on set-aside land.

Dog Poisoning

Mr. David Nicholson : To ask the Minister of Agriculture, Fisheries and Food, pursuant to his answer of 2 March, Official Report , column 77 , about the death of a pet dog through a suspected poisoned carcase, if he will inform the hon. Member for Taunton of the outcome of his inquiries into a second such suspected poisoning in the same area on or around 20 March.

Comfrey

Mr. David Nicholson : To ask the Minister of Agriculture, Fisheries and Food what consultation period was permitted for consumers and users of comfrey tablets and capsules to assess the relevant toxicological reports, prior to the withdrawal of these products.

Mr. Soames : My hon. Friend the Minister for the Environment and Countryside, the hon. Member for Penrith and The Border (Mr. Maclean), announced in March 1991 that the Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment and the Food Advisory Committee would undertake a review of various herbal ingredients including comfrey. During the course of the COT's review of the toxicity of comfrey a number of organisations, including the National Institute of Medical Herbalists, made submissions to this Department and the Department of Health. The advice from both committees to me on the completion of their reviews was unequivocal. I could not, therefore, allow a further period for consultation before acting to secure the withdrawal of those comfrey products containing the highest concentrations of toxic alkaloids.

Potatoes

Mr. Campbell-Savours : To ask the Minister of Agriculture, Fisheries and Food, pursuant to his oral answer to the hon. Member for Workington of 23 March, Official Report, column 863, if he will place in the Library all information he has had made available to him or his officials concerning the payment of subsidies both direct and indirect paid by national Governments and the European Commission to potato processors and producers in the European Community in the last three years.

Mr. Curry : I am not aware that any information has been made available in the way the hon. Member suggests.

Under EC regulation 866/90 United Kingdom potato processors have been awarded £6 million in grants towards the capital cost of new investment over the three years 1991-93. Nationally financed grant of £1.2 million has also been made available in conjuction with the EC scheme. Similar information for other member states is not available.

Certain other assistance is also available to potato processors from Industry Departments in England, Scotland and Wales under a number of schemes.

During the 1992 season, France, Italy and Spain have provided assistance to their potato growers but we do not know the sums involved. In Great Britain, the Potato Marketing Board has operated the statutory guarantee arrangements. The cost to the Government is expected to be in the region of £1.5 million.

Beef

Mr. Alex Carlile : To ask the Minister of Agriculture, Fisheries and Food what plans he has to introduce legislation ensuring all beef is marked or labelled at the point of sale showing its country of origin ; and if he will make a statement.

Mr. Soames : I have no plans to do so.

European Community rules on labelling already require the place of origin to be given on food if its omission could mislead the consumer. The Government are keen that consumers should be given information about the origin of all food products so that they can make informed choices and have been encouraging retailers to provide this information where appropriate.

Common Agricultural Policy

Mr. Alan W. Williams : To ask the Minister of Agriculture, Fisheries and Food what is the total cost of the common agricultural policy for 1992- 93 ; how much of this will be paid by the United Kingdom ; and how much of its proceeds will be derived as income for British farmers.

Mr. Curry : Table 22 of the 1993 departmental report by the Ministry of Agriculture, Fisheries and Food and Intervention Board provides the relevant information on the EC budget, the United Kingdom contribution, and United Kingdom receipts from it in relation to the CAP. Table 20 of the same publication provides information on expenditure within the United Kingdom. A copy of the departmental report has been lodged in the House of Commons Library.
