Dr. Mawhinney : Apart from discharging its statutory audit responsibility, the Audit Commission did not undertake a study of general practitioner fund-holding in 1991-92.
Mr. Flynn : To ask the Secretary of State for Health (1) what plans she has to issue advice to patients regarding the most reliable hip replacement implants ;
(2) which hip replacement implants which have been used in the NHS in the last 14 years have the highest (a) failure rate and (b) success rate.
Mr. Sackville : Information on the outcome of hip replacement operations is not available centrally. It is the responsibility of clinicians to give advice to patients on the various types of hip implants available, based upon the individual needs of the patient.
Mr. Flynn : To ask the Secretary of State for Health what tests are carried out on hip replacement implants before they can be marketed.
Mr. Sackville : There are no statutory requirements for the marketing of hip replacements implants.
Since 1986, hip implants have been controlled by the voluntary Department of Health manufacturer registration scheme, which requires that new designs should undergo appropriate testing prior to their release for general sale. There are currently 27 registered manufacturers of hip implants and the vast majority of these products implanted in the United Kingdom are from registered sources. From 1 January 1995, the European directive on medical devices will place the control of hip implants on a formal statutory basis, and manufacturers will be required to submit details of manufacturing and design to third party assessment.
Mr. Flynn : To ask the Secretary of State for Health what plans she has to introduce a national register of hip replacements and revisions to provide an accurate measure of revision rate.
Mr. Sackville : We have no such plans. The national reporting and investigation centre, part of the Department, investigates problems with medical devices notified to them by clinicians.
Mr. Flynn : To ask the Secretary of State for Health what percentage of hip replacement operations carried out in the last 14 years have required revision.
Mr. Sackville : It is not possible to identify precisely what proportion of operations required revision, but in 1989-90 and 1990-91 respectively, an estimated 9.6 per cent. and 9.5 per cent. of hip joint replacements were revisions.

Mr. Alfred Morris : To ask the Secretary of State for Health what study she has made of the legal settlement reached by Theresa Aspinall and Wigan council in regard to the council's statutory duties under section 2 of the Chronically Sick and Disabled Persons Act 1970 ; what steps she is taking to draw the implications of this case and the settlement for other disabled people to the attention of other local authorities with legal duties under the Act ; and if she will make a statement.
Mr. Yeo : We have seen a report of this case, indicating that the difficulties have now been resolved. Local authorities are fully aware of their duties under the 1970 Act.
Mr. Blunkett : To ask the Secretary of State for Health if she will make a statement on Government policy on the development of the RISP project by Wessex regional health authority.
Mr. Sackville : As the district auditor made clear in his report published in July 1992, the RISP project was characterised by a lack of project and management control. The Government accept this judgment, as does Wessex regional health authority, which has taken extensive remedial action.
The Department launched a national information management and technology strategy in December 1992. A key component is the need for health authorities to assess all proposed IT investment against an approved criteria to ensure that future IM and T investment obtains value for money.
Mr. Blunkett : To ask the Secretary of State for Health if she will make a statement on the state of discussions between her Department and the Wessex regional health authority on the RISP project.
Mr. Sackville : Officials from the Department continue to have discussions with Wessex regional health authority on a range of matters including RISP, which was abandoned in April 1990.
Mr. Blunkett : To ask the Secretary of State for Health if she will place in the Library all correspondence from Ministers to the Wessex regional health authority on the subject of RISP from 1 January 1989 to the present ; and if she will make a statement.
Mr. Sackville : A copy of the correspondence has been placed in the Library.
Mr. Blunkett : To ask the Secretary of State for Health if she will publish a list of the membership of the Advisory Committee on NHS Drugs indicating the area of medical expertise of each member.
